Department of Corrections This week, the Bonaire E-News' Department of Corrections has a couple clarifications to make with respect to last week's
issue.
- Bonaire Election Primer. While we did get a large number of compliments on our Bonaire Election Primer, two of our readers, Marcel Nahr of Rendez-Vous Restaurant, and Ruud van der Veen, a teacher at the SGB (and,
we should point out in all fairness, a leading voice for the Green/UPB Party), took us up on our request for corrections to our primer. Thanks!
The first item of correction was that the Lt. Governor's term is six years, not four as we had written. Also, we should have clarified that "adult" means "18 years of age or older" - in some
cultures the age of adulthood may not be 18.
Next, we were told that while it was the understanding of most that the qualification to vote stemmed from being a resident of Bonaire for six months prior to the elections, it turns out that at least in the current
election, according to the Department of the Census (the "Bevolkings" office - phone 5330 x528), all adults of Dutch nationality registered as legal residents of Bonaire as of January 31st of this year
should have received voter cards. Those who qualify but haven't received their cards should contact the Bevolkings office to get the cards so that they can participate in the upcoming elections.
Also, we inadvertently stated that the Bestuurscollege (BC) is the "other governing body" on Bonaire. While it's true that the BC, in the form of the three commissioners, make day to day decisions about
running the government, they are still beholden to the will and whim of the Eilandsraad (Island Council).
Finally, one small thing to clear up. We stated that if a party didn't get enough votes to qualify for a single seat in the Eilandsraad, it is eliminated from consideration, and the seats are then divided
proportionally by the remaining _party_. That's incorrect. The seats are divided by the remaining (i.e. qualifying) _parties_ (plural, assuming more than one qualified). Our apologies for these mistakes, but we're
glad Marcel and Ruud took the time to set us (and our readers) straight.
- A Request from Capt. Don. In last week's Quick Takes, we mentioned the request from Capt. Don, and then proceeded to give you the wrong Web address (actually, it was the right address, but the wrong page showed

Hart: "Martinair a Boon for Tourism" The Lt. Governor of Bonaire, Richard Hart, recently released a statement say that Martinair's flights into the
islands will mean more tourism for Bonaire, especially so from Holland. With Martinair's arrival to Bonaire several weeks ago being the second inaugural flight of a new airline to Bonaire, the Lt. Governor is very
hopeful and positive about Bonaire's future tourism numbers. Sobelair, the other new airline to Bonaire had its inaugural flight to Bonaire about a half year ago.
According to the Lt. Governor, in 1998 European tourists made up 38% of visitors to Bonaire, and 72% of the European tourists were from Holland, but those numbers are lower than for 1997. "Tourism used to rise
10% a year, but after KLM reduced its flights from three to one a week, this changed drastically", stated the Lt. Governor. Hart is hoping for more flights and also larger aircraft.
"Bonaire's Bestuurscollege would like to see constant economic development, which would in turn contribute to a larger job market and a rise in income, thus creating the possibility for a healthy financial
policy from the Island Government.", added the Lt. Governor.
Selibon Employees Clean Up Rincon The clean-up action in Rincon, which started on March 22nd, will continue through this Friday, April 23rd. The work has
been performed by Selibon (Bonaire's sanitation company) employees on a volunteer basis in order to help the elderly rid their yards and properties of oversized garbage, such as old washing machines, refrigerators,
beds, couches, and chairs. A special team will also be available to haul away automobile carcasses. Lupe Statie-Pourier of Selibon points out that this clean-up action is not only a boon for the local residents of
Rincon, but will also be a positive benefit for all the visitors from Aruba and Curaçao and locals on Bonaire when they come and celebrate Rincon Day on April 30th. (see below for information on Rincon Day).
BonaireLive Revamps Access We recently reported that BonaireLive, Bonaire's fastest (according to our extensive testing) Internet service, upgraded
its modems to 56Kbps V.90 capability, offering up to 60% faster for downloading data.
And now, we've just learned, as of May 1st, BonaireLive will also be reducing their monthly fees, apparently as the result of a new volume arrangement with Carats, the data communications arm of Antelecom. Elvis
Tjin, Managing Director of BonaireLive, attributes the ability to execute this volume agreement to the rapid success BonaireLive has experienced, stating that in the first nine months of operation, his company grew
from nothing to having over 500 users.
As part of additional hardware changes late last week, BonaireLive now has nearly doubled its modem capacity, which means that busy signals are a thing of the past. And, the new hardware expands BonaireLive's
capacity to over 900 potential users, and if that number is reached, more modems can be easily added.
Starting May 1st, BonaireLive's new rate structure is as follows:
- The "E-Mail" Account includes 5 hours of Internet access per month for NAFl. 20,-. Additional hours are NAFl. 5,-. (This was formerly NAFl. 35,- + NAFl. 8,-/addl. hour).
- The "Low Volume" Account includes 10 hours of Internet access per month for NAFl. 35,-. Additional hours are NAFl. 4,-. (This was formerly NAFl. 65,- + NAFl. 6.50/addl. hour).
- The "Medium Volume"
Account includes 40 hours of Internet access per month for NAFl. 75,-. Additional hours are NAFl. 3,-. (This was formerly over NAFl. 100,- (30 hours was NAFl 100) + NAFl. 5,-/addl. Hour).
- The "Unlimited" Account includes unlimited monthly Internet access per month for only NAFl. 100,-. (There was no true unlimited access account previously)
- The previous "High Volume" Account plan (NAFl. 125,- for 50 hours) has been dropped, and the previous "Power User" Account plan (NAFl. 150,- for 90 hours, plus unlimited off-peak usage) has
evolved into the new "Unlimited" plan.
The one-time set-up/subscription fee has been increased to NAFl. 70,- from NAFl. 50,- for new Internet users, but there's a special deal being offered for existing BonaireNet users (see below).
Existing users will be converted as follows: - Users who are currently on 30 hours or more a month plans will be automatically converted to the new "Unlimited" plan, i.e. many more hours available
at the same or significantly lesser cost.
- Users who are on all other plans will get put on whatever price plan currently most closely matches what they are currently paying, which will mean a more than doubling of the hours used.
Any users who want to be switched to a new plan need to contact BonaireLive. Also, all users who have been paying by automatic bank transfers and whose monthly fees are changing should be aware that they will need to
fill out a new Bank Standing Order form at BonaireLive's offices, before the end of the first week of May.
All BonaireLive users should have received notification by e-mail about these price changes on April 21st, and BonaireLive is requesting that all users who use e-mail addresses that don't end in @bonairelive.com, or
who did not receive the official notification to please contact them at mailto:info@bonairelive.com with their correct mailing address for this notice and future ones
regarding service changes.
Finally, BonaireLive has decided to get a little more aggressive in its marketing, and as a result has decided to offer BonaireNet users free set-up (instead of NAFl. 70,-) for a BonaireLive account. Additionally,
BonaireLive has stated that they will offer any BonaireNet user who is currently on a three month or longer contract an equivalent amount of free access to BonaireLive until the expiration date of the BonaireNet
access contract, providing the user executes a similar contract (for the same or greater number of hours and months) with BonaireLive, to start at the end of their BonaireNet contract.
Special annual rates are also available, and BonaireLive is working on a special deal for off-peak usage called Smart Hours. Also, BonaireLive has recently executed a deal with an international ISP consortium to

(We should mention that at the Bonaire E-News, we're pretty excited about the price reduction because it'll mean that more people on Bonaire will be able to afford to surf the Internet, and those already surfing will
be able to do so for more hours for the same outlay.)
A Push for Immediate Residence Permits Minister of Justice Rutsel Martha sent Parliament a decree last Friday, allowing investors to get a temporary
residence permit the moment they apply. "Government recognizes that it's of economic importance that, for benefit of the investment climate, the issuing of permits to foreign businessmen is stimulated and
eased," his press release stated. Investors who want this new rule to apply to them have to be able to prove that they are planning to or may even already own a business. They also have to prove that they are
of good conduct. Bank guarantees, notarial acts and legal declarations are also required. (Courtesy of Port Call)
End of Month Happenings The end of April is always a fun time on Bonaire, as it's the end of the Simadan (Harvest) period on Bonaire, and this year a
number of special activities promise to make things even more fun.
- Rincon Day (or Dia di Rincon in Papiamentu) is held on Friday, April 30th, which is also Koninginnedag
(Queen's Day), the day celebrating the birthday of Queen Beatrix of the Netherlands. While most shops and all banks will be closed on this holiday, Rincon will be hoppin'. Rincon Day features non-stop music, food, socializing, and colorful and festive presentations by the residents of Rincon, and is a great time to enjoy a beautiful town that most of us on Bonaire visit all too infrequently. The festivities start in the morning and go on well into night.
- Dive Inn, a dive operation located just south of the customs pier, at Playa Chachacha, will be sponsoring several underwater competitions on April 30th and May 1st. On April 30th, they are featuring the
"Estafette Dive", where you can practice different skills in an under water game-circuit. On Saturday, May 1st, there's the "Snorkel Fun" event, which you compete to see how long you can stay
under water through a game circuit. Both of these events will be held in front of Dive Inn (Also, on this coming Sunday, April 25th, Dive Inn is sponsoring the "Jump n' Dive" at the La Dania's Leap dive
site (allegedly named after a plunge off a small cliff into the water by Capt. Don and a young woman named Dania). Meet at 10am at the Bonaire Caribbean Club at the start of the Tourist Road.) Cost for participation

- On May 1st, Labor Day
(also a holiday on which most businesses are closed), the Aliansa Naturalesa Boneiru (Nature Alliance Bonaire) and STINAPA will organize a Cultural and Nature Exhibition at the Mangasina di Rei and Rancho Don Pedro, near Rincon. It will be held from 10am - 10pm, with a majority of the attractions occurring between Noon and 5pm. The nature fair will feature games for children, as well as food, drinks and big prizes from the Wheel of Fortune. There will be exhibitions by the LVV, Kriabon, Stinapa and the nature conservation organizations like the Turtle Club, Fundashon Preservashon Klein Bonaire, Amigu di Tera, the Marine Park and others. Live Music will be by the group Proyecto 2000 and Piedru di Boneiru. Kuminda krioyo will be prepared by Mi Piron restaurant and local chefs. Tickets for the Wheel of Fortune are now for sale from members of the Aliansa Naturalesa Boneiru for NAFl. 2.50 each. You can also get tickets at the Carib Inn, at the Habitat Dive shop and at the Tourism Corporation Bonaire. Prizes include 5 new mountain bikes, kitchen appliances, wines, and many more small prizes. To end the day there will be a traditional folkloric parade from the Mangasina to Rancho Don Pedro. Dancing and more music will follow. - May 1st is also the first day of the International Blue Marlin Tournament, which starts at 7am at Harbour Village - call Chris at 8774 for details.
- And, if that isn't enough, on May 1st, Green Submarine and NetTech will be sponsoring the 6th monthly Underwater Clean-up Dive
(that's a half year of clean-up dives, folks!). Meet at 10AM at Green Submarine's dive shop at Kaya Playa Lechi 24, get a free tank and briefing, collect underwater trash, and dine in fine BBQ splendor afterwards. Quick Takes - Plaza Resort Snorkeling Facilities. The beach at the Plaza Resort is used mostly for dive instruction, but soon, thanks to a new
concrete pier, with lighting and a ladder for easy water access, snorkelers will be able to enjoy the waters at the Plaza resort for night and day snorkeling. The new pier is 20 meters long and 6 meters wide,
according to published reports, and will soon sport a wood surface.
- STINAPA Web Pages. NetTech is pleased to announce that it has added several new STINAPA Web pages to the InfoBonaire site, including a map of Washington Park featuring the two main routes through park. A
brief history of STINAPA, Bonaire's foundation for the preservation of Bonaire's natural resources is available here, as are pictures by George Thode of various STINAPA facilities and park features. The pages can be
viewed at http://www.infobonaire.com/stinapa , and were developed purely as a volunteer effort by Linda Richter.
- Internet Advertising. We've been trying to figure out how we can justify the time we spend writing and publishing the Bonaire E-News and maintaining the InfoBonaire Web site (both of which are time
consuming), and we've come up with a rather common solution - advertising. As of May 3rd, we will start offering banner advertising on the home page and main category pages of the InfoBonaire Web site ( http://www.InfoBonaire.com ), as well as banner advertising on the Bonaire E-News homepage ( http://www.BonaireENews.com ). Between them, the two Web sites are getting nearly 5,000 visitors a month interested in Bonaire. Prices for individual banner placements will range from $50 - $100/month, and be offered in an 8-position rotation per page, with minimum three month commitment. We will also entertain offers for sponsoring each issue of the Bonaire E-News (which now has over 1,000 subscribers, 60% of whom are off-island). Advertising will only be accepted from businesses or individuals having a connection with Bonaire, such as Bonairean companies, people looking to sell Bonairean property, tour operators, and dive and travel publications.
