Bonaire Election Primer
With local Bonairean elections taking place in just over a week, we decided to do a bit of research to find out how the election process works here. What follows is our understanding of the process based on extensive research, but we warn you it may not be exactly correct (and anyone wishing to correct is graciously asked to do so).

Before we go into a synopsis of the various political parties, it's important to understand the electoral process in the Netherlands Antilles, especially as it's quite different (at least to us Americans) from what we're familiar with.

Let start with who can vote in Antillean elections. All adults of Dutch nationality (whether they be from Holland or the Netherlands Antilles) who are registered legal residents of Bonaire and have been listed in the Civil Registry for six or more months are automatically sent a notice to vote.

Voting occurs in different community locations depending on where a voter lives. No absentee or proxy ballots are allowed, apparently due to problems over the years. Employers must give each employee four hours off on election day, so that they may vote. Usually such employees will receive either the morning or afternoon off.

One interesting additional voting-related law is that 24 hours prior to and during election day, no alcoholic beverages may be sold in restaurants, at snacks, or in markets (or anywhere else for that matter). However, in practice, hotels and restaurants do sell alcoholic beverages to tourists (apparently since they can't vote). One side effect of this voting law is that there's usually a run on beer and other alcohol at the supermarkets shortly before the law goes into effect.

So what's the upcoming election all about? Well, the elections next week on Friday, April 23rd, are to determine who will become part of the Island Council (the "Eilandsraad" in Dutch).

The Island Council's job is to pass legislation and has nine seats, and is additionally presided over by the Lt. Governor (the "Gezaghebber" in Dutch) of the island. The position of Lt. Governor is filled by an appointee of the Queen of the Netherlands, based on a nomination sent to the Queen by the political party currently in power. The term of Lt. Governorship is four years and may be held up to two terms. In terms of the nine seats of the Island Council, all nine are up for re-election every four years.

The other governing body on island is the BC or Bestuurscollege, which consists of the Lt. Governor and his three commissioners. The BC governs the island on a daily basis and also sends propositions to the Island Council for consideration as legislation. Each commissioner also is responsible for various aspects of the government's operation, such as tourism, culture, health, etc. The term of a commissioner is also four years, and commissioners are selected by the dominant party (or coalition) after the results of the quadrennial (every four years) local elections, such as the one coming up.

Now we get to the actual election process, and this was a little confusing to us, so hopefully we got it right. On election day, voters are faced with a roster of candidates, each of which has some sort of party affiliation. Each voter may cast only a single vote. After the voting is completed, the results are tallied. First, the total number of votes is determined. Then, the number of seats (9) is divided into the total voter count to determine how many votes must be won per seat. Then, votes are split into party affiliation. If a party didn't get enough votes to qualify for a single seat, it is eliminated from consideration, and the seats are then divided proportionally by the remaining party, based on the total votes the party's candidates received. The councilors who then take the seats assigned to a given party are selected by the party's leaders, and may or may not necessarily be those with the most votes. If one party does not control a simple majority's worth of seats (5 seats for Bonaire) in the Island Council, a coalition government (i.e. one made of multiple parties's seat) must be created in order for the Island Council to become operational. Once a majority of a single party or a coalition government exists, it then selects the three commissioners of the BC.

That brings us to Bonaire's political parties. We attempted to get information from each of the four parties on what their exact platform was but were not successful in deriving anything that was clearly distinguishable between each party, and we believe we understand why. It's been explained to us that Bonairean politics are not based on platform nearly as much as they are based on social connections. Many Bonaireans place a lot of value on family name and relationships when it comes to voting, often going back many generations. Similarly, many Bonaireans will vote for a given political party because they have voted that way all along. Both of these are common to politics world-wide (including the U.S.) to one extent or another, but on Bonaire, because it's a more isolated community (we're surrounded by water, after all) with a reasonably small population, such bonds and traditions are much stronger.

The resulting method of selecting which candidates to vote for also seems to explain why parties offer large rosters of candidates (three of the four parties in this year's elections are offering 17 candidates) - it gives each party a greater chance to convince voters who vote based on family connections to see which "old Bonaire names" are associated with a given party.

With that said, let's take a brief look at each of the four parties. We should point out that each party is associated with a specific color, and they are frequently referred to by color in lieu of the official name of the party.

The Red Party is the PDB (Partido Demokratiko Boneriano), also known as the Democrats or the Social Democrats. The leader of this party is Jopie Abraham (who also happens to be one of Bonaire's three members of parliament in the government of the Netherlands Antilles). The PDB party, which, with five seats in the Island Council, is currently the ruling party and is fielding 17 candidates for next week's elections.

The Green Party is the UPB (Union Patriotiko Boneriano), and is led by Ramonsito Booi. The UPB controls two seats in the Island Council at present, and is also fielding a roster of 17 candidates.

The Yellow Party is PABOSO (Partido Boneriano Sosial), and is led by Norwin Willem. Just as with the UPB, PABOSO controls two seats at present and is fielding a roster of 17 candidates.

The Blue Party is POB (Partido Obrero Boneriano), also known as the Labor Party has no seats in the current Island Council, has a roster of 6 candidates, and is led by Broertje Janga.

Lights Above Broadway
Okay, so not above Broadway, but at least the Bonairean equivalent, namely Kaya Gobernador A. Debrot. The lights we are referring to are the new street lights being installed on the main road in front of the densest concentration of Bonaire dive resorts, starting at Bonaire's "rotary" (just south of the Sand Dollar Condominium Resort) and heading north to the WEB (Water & Electricity Bonaire) generator plant (just north of Captain Don's Habitat).

The purpose of the street lights is to provide illumination for guests of the resorts and local area residents so that they can safely walk at night without hurting themselves on rocks, dips in the sidewalk, and other obstacles (we number donkeys among these), as well as be more visible to automobile and cycle traffic. The entrance of each resort entrance (including those of Buddy Dive and Lion's Dive) will be highlight by an extra pair of street lights to make it easier for motorists to find the entrance.

The northern strip lighting project was unveiled, with the first light pole installed, this past Monday, and should be completed within the next three months. The total cost of the project is NAFl 56,373, with BONHATA (the Bonaire Hotel & Tourism Association) paying NAFl 17,800 (US$10,000) of the tab, WEB contributing NAFl. 15,000, Maduro & Curiel's Bank Bonaire adding another NAFl. 5,000, and the island government contributing the remaining NAFl. 18,573.

BonaireNet User Alert
It has come to our attention that over the last month or so, that an increasing number of our Bonaire-based readers who use the BonaireNet ISP (Internet Access Provider) have for some reason stopped receiving the Bonaire E-News, and have been complaining to us about this problem.

We've finally managed to track down the cause of the problem. It appears that BonaireNet has recently started switching its users' e-mail boxes over from IBM's network to servers it rents space from in California, resulting in a change in the internal e-mail addressing for each BonaireNet user. The net effect of this change is that BonaireNet users no longer receive mail from people who sent e-mail to these users via the IBM network mailbox. And, there would be no way for the BonaireNet users to know that this had happened. Ergo, in the case of the Bonaire E-News, it was being sent to the users as before, but not being received.

When we contacted the owners of BonaireNet about this problem, we were told that it wasn't their problem, and that they had no plans on informing their users that certain messages would no longer be received. It's also been determined that the senders of those messages would not receive notification that such messages had not reached their intended recipient. Furthermore, we were told that in the case of the Bonaire E-News, BonaireNet's users would need to go resubscribe themselves in order to resume reception of the Bonaire E-News. We don't think this is a very helpful suggestion, seeing as most of our readers who have complained to us about missing the E-News didn't know that something had changed in their e-mail configuration.

So, to preempt future problems with Bonaire E-Net, we'd like to ask all of our readers who are currently BonaireNet users to please go to http://www.BonaireENews.com/html/subscribe.html  and resubscribe to the Bonaire E-News with your current BonaireNet.com e-mail address. Similarly, if you know someone who is a BonaireNet user, please have them do this too. Quick Takes
- NAOB Filing Date. Bonairean business owners can breathe a small sigh of relief from taxes (but only a very small sigh), as the date for filing the forms for the new NAOB (Netherlands Antilles Omzet Belasting / Sales Tax) for March collections of the tax has been extended from April 15th to April 30th. Of course there's a caveat - the 30th is actually a holiday - the Queen's Birthday - so the last filing date is really April 29th, and there are penalties for not filing a form, even if no taxes are due. The extension has been granted because local businesses are just now starting to receive the forms they need to file for the NAOB. The Loonbelasting office has asked businesses which do not receive their NAOB Sales Tax filing form packages by April 20th to contact them directly for a replacement set. The Inspectie der Belasting (Tax Office) can be reached at 8371. Please note that filing for April's collections must still be done on or before May 15th.

- A Request from Capt. Don. Bonaire owes its reputation and existence as a diver's paradise to Capt. Don Stewart, and so we'd like to do what we can to help him. - Celebrating 30 Years of Washington Park.

- Chez Nous. Looking for a well prepared but inexpensive multi-course meal in a friendly environment? Try "Chez Nous," run by the local high school's hotel school, located behind the high school (SGB). The students, aged from 15 to 20, take their jobs very seriously and conduct themselves in a professional manner. Lunches are 3 courses, start at 12:30pm and are served on Wednesday and Friday. The cost is NAFl. 15. Dinners are 4 courses, start at 6pm and are on Tuesday and Friday. Wine, beer, mixed drinks, after dinner drinks, coffee and tea are offered at both meals at a minimal extra cost. So even though it s at the high school, it's not dry! Most importantly, you must make reservations at least 1 or 2 days ahead via telephone number 8120. These lunches and dinners have been so popular that some people go every week. - New Virus: CIH. This has been quite the season for computer viruses. The latest virus to make international headlines is the CIH virus, which, unlike the Happy99 and Melissa viruses, is very destructive. The CIH virus is supposed to be triggered on April 26th, and when triggered, may overwrite all the data on the system's hard disk, as well as render the machine unbootable. This is quite serious. And, because the virus doesn't act until April 26th, it can very easily be spread without leaving a trail. In fact, CNN reported (see http://cnn.com/TECH/computing/9904/08/aptivirus.idg/index.html ) last week that IBM has inadvertently shipped thousands of Aptiva computers during the first half of March with this virus. The CIH virus is spread by running infected programs (and is not limited to one specific program like the Happy99 virus is). For more details and assistance, please see http://www.symantec.com/avcenter/kill_cih.html  (NOTE: Because of the CIH and other viruses which have been spreading at alarming rates, the Bonaire E-News highly recommends that all of its readers invest in virus protection and scanning software, and if they already have such software, updating it from the proper Web site and then using this latest version to scan their whole system for virus infections.)

- Maternity Leave. Parliament increased the maternity leave in the Netherlands Antilles from 8 to 12 weeks last Wednesday. In addition, expectant mothers will have the opportunity to decide on how best to divide the 12 weeks before and after giving birth. The law will go into effect on May 1, which is Labor Day in the Netherlands Antilles. The Antilles now comply with international standards, set at a minimum of 12 weeks since 1952. - Kudos! For those not familiar with the word, a "kudo" is a compliment and praise for something. This past week, one of our readers, Annette Fernandez, wrote to tell us about her very sick infant daughter, and how she was unable to get her daughter's illness properly diagnosed over a period of several days. Enter Bonaire's Dr. Castro, who took care of her sick infant daughter, on Easter Sunday no less, and correctly diagnosed her illness and helped her get healthy again. To quote Ms. Fernandez: "He is a good Doctor and kind person. For this reazon I am sure he win my thanks from my heart for the whole life.". So, Kudos to Dr. Castro from the Bonaire E-News and its reader, Annette Fernandez!

- MegaCity Party. May 1 is the date of the next MegaCity party, co-sponsored and organized by Mega FM and City Café. This year's party title is "Rolling Stars 99", which looks back on 30 years of Rock 'n Roll. The party will be held at its regular venue, in the courtyard of the building housing Akkerman's Toyota. Tickets are available at either City Café or the Mega FM offices on Kaya Gob. N. Debrot for NAFl. 25,-. There are only 600 places available, and they have sold out the last two times. - Jong Bonaire Update. This is the last week for students at SGB to sign up to become a member of Jong Bonaire. The last day for inscription is 16 April. Jong Bonaire offers an after school program for teens who go to the high school. They can sign up in the office next to the entrance to the library. For the months of May and June SGB students can attend the introduction activities at Jong Bonaire free. Starting in August, after an official grand opening celebration, the full program of activities will be available and students will have to pay a monthly fee, based on the salary level of the parents. Activities for the first two months will include, roller blading (the center will have 100 pairs for youths to use), basketball, volley ball, beach volley ball, badminton, aerobics, yoga, football for girls, arts and crafts, drama and chorus. Student will also be able to get help with homework from the staff of six youth workers and the team of 25 volunteers. Other members of the community are also invited to sign up as volunteers. Volunteer work will be matched to the amount of time the volunteers have to offer as well as their interests and skills. - Books for Organizations. NetTech N.V., which provides Web site hosting and design on Bonaire, also sells computer and Internet books on a request basis (i.e. it doesn't stock any books for sale). Taking advantage of its on-going relationship with book distributors in the U.S., NetTech would like to offer Bonaire's non-profit organizations the ability to order U.S.-published books for their efforts on Bonaire, at reduced prices - usually 20-30% below U.S. retail price. This low rate would already include all shipping costs. This offer, in addition to Internet and computer related books, applies to any educational materials, as well as works of fiction and non-fiction. Any non-profit organization that requires such books should contact Jake at 6773 or mailto:jake@nettech.an , providing a title, author, and ISBN number if available. Prepayment would be required, and it typically takes 3 weeks for the books to get to Bonaire from time of order.

- Tax Day for Americans. If you're a U.S. citizen, living anywhere in the world, then by the time you read this, you should have at least made plans to file a U.S. Federal Income Tax Return of some sort of 1040 variety. Resident of the U.S. are required to file their tax returns on April 15th of each year, while non-resident U.S. citizens may get an automatic extension (but check with your accountant to be sure).
