This issue's Bonaire E-News articles are:

Stormin' Trio
There's a big party going on in the Caribbean, and it's starring three big personalities: Cindy, Dennis, and Emily, or rather, Hurricane Cindy, Hurricane Dennis, and Tropical Storm Emily. Oh, and Hurricane Bret has left the building (figuratively speaking).

After a very quiet start to the hurricane season nearly three months ago, the last week has become a real storm party. First there was Bret, who formed out over the waters to the west of Mexico and then quickly deluged part of northern Mexico and southern Texas as a hurricane before fizzling into a mere storm. And now Bret's siblings have come out to play.

Dennis, which was upgraded to hurricane late on Wednesday, August 25th, is currently the biggest threat, located about 245 miles east-southeast of Nassau in the Bahamas, and authorities advise all residents of the southeastern U.S. (Florida, Georgia, and the Carolinas) to monitor Dennis closely, as it is likely the category one (the lowest level) hurricane will make contact with the U.S. mainland this weekend.

Cindy, also a category one hurricane is currenty well out to sea in the Atlantic, heading on a northwest course which, if it continues, makes it no threat to the Caribbean, and a possible longer-term (next week) threat to Bermuda and the middle and northern east coast of the U.S.

And, let's not forget Emily, still a small tropical storm, but one with potential. Emily is heading more or less towards the Lesser Antilles and the Windward Islands at this point, and will likely make contact this weekend. The big question is whether Emily's winds will increase in speed (making her a hurricane), as well as where she will ultimately hit land.

Weather scientists have predicted that the 1999 Hurricane Season would be an active one, and it looks like that prediction is coming true.

We recommend that all of our readers with interests in the Lesser Antilles and Windward Islands, as well as those in the southeastern U.S., monitor Emily and Dennis respectively. The best resource we've found for this is located at http://www.storm99.com .

In closing, did you know that tropical storm/hurricane names for each season are chosen in advance? After Emily, there's Floyd, Gert, Harvey, Irene, Jose, Katrina, Lenny, Maria, Nate, Ophelia, Phillipe, Rita, Stan, Tammy, Vince, and Wilma. Hopefully we won't need them all...

Police Volunteers Hit The Streets
Embarrassed by the positive results of Special Security Services (see Bonaire E-News of two weeks ago) in thwarting night-time burglaries, a special unit of experienced Bonaire police officers have decided to hit the streets on their own. The officers, who have stated that they love Bonaire and love their work, have been voluntarily patrolling the streets of Bonaire late at night and in the wee hours of morning, and the effort has been paying off. This police unit has arrested several delinquents, and managed to resolve several previously unsolved cases as a result.

News of the efforts of these volunteers, which Port Call reports to include Fichi Bernabella, Matheeuw, Bibiano Statie, and other high ranking police officers, so moved everyone at the Carib Inn, giving everyone there "new faith and hope in Bonaire", that Bruce Bowker, owner of the resort wrote to the Extra newspaper asking the people of Bonaire to unite in supporting these officers who are making special efforts in this special unit. "They are real leaders and they merit our full support. When we see these officers at work, we should greet them and thank them.  Ask them if we can help them in any way.", said Bowker in his letter. And we couldn't agree more.

Kudos from us at the Bonaire E-News to these officers who have taken the extra steps necessary to help cut down on crime here on Bonaire!

Dutch TV Comes to Bonaire Televisions
Starting September 1st, Dutch television programming will be available via the Flamingo TV cable system here on Bonaire. These programs will be broadcast daily, eight hours a day, and other Caribbean islands, as well as Surinam, will be able to receive this programming, which was developed is in cooperation between Holland and Belgium.

The financing of this Dutch television broadcast project has come together via two Ministries in Holland - those of Interior affairs of the Kingdom and of Education/Culture and Science. The NOS ( Nederlands Omroep Stichting) and RNWO (Radio Nederlands Wereld Omroep), two of Holland's major networks, will deliver the programs while Belgische Wereldomroep (The Belgian World Broadcasting Co.) will take care of the Belgian part of the project. The programming will include news, special reports, documentaries, and entertainment. Since sports broadcasts are very expensive, these will be very limited.

The programming will be available on Bonaire on the new cable channel 26, but as of press time we were unable to find out during which hours the Dutch programming would be available.

Letter to the Editor - ALM & Bonaire
In response to last weeks report on the tourism presentation given by the Aruba Hotel and Tourism Association's president, Eduardo de Veer, one of our readers sent us the following letter:

----------
"Dear Bonaire E-News:

I read with great interest the article about Aruba's tourism and the fact that Bonaireans do not want another Aruba on their island.

As the U.S. representative for Sorobon Beach Resort, I must express my satisfaction.  Our clients go to Bonaire BECAUSE it is quiet, BECAUSE of the reefs, BECAUSE of the friendliness showed to them, BECAUSE it is not another Aruba or St. Maarten.

BUT --- after experiencing great pleasure at the resort and the island, they do NOT offer good word of mouth to friends and acquaintances because of the constant ALM problems.

We have had horrendous problems with ALM's schedule changes since early July and are still trying to clear them up.  We take no pleasure in the extraordinary hours of hell that we go through in order to try to straighten out the messes we are left with.

I sincerely hope those at the helm of ALM will learn to treat your citizens and your tourists with more respect when they make schedule changes instead of ruining vacations and travel plans totally and causing losses of money, anger and negative publicity for Bonaire..

Barry Plaxen
Caribbean Hideaways"

Maritime Exposition Hits Bonaire
The foundation "Bonaire - 500 Years on the World Map", has announced that it will be hosting a historical maritime exposition entitled "European Explorers of the New World" during September. The exposition will be located at Harbour Village Beach Resort, in Sala Bonaire, which the resort has graciously made available for the event.

The exposition will be officially opened on September 4th at 8pm as part of a lecture evening, conducted in Dutch, in the Sala Grandi ballroom at Harbour Village. The guest lecturer will be Peter Dicker, who will be highlighting the contents of his new historical novel. The novel covers the exploration of Curaçao and Bonaire by Europeans 500 years ago. Additionally, Stanley Bremer, director of the Maritime Museum Curaçao, will give a presentation about the museum, which opened its doors to the public last year.

The time during which the exposition may be visited in September is as follows:

Saturdays & Sundays (Sept. 5, 11, 12, 18, 19) - 10am-4pm
Tuesdays & Thursdays (Sept. 7, 9, 14, 16, 21, 23) - 9am-1pm & 5pm-9pm

Fishing Tournament Details
The Annual Bonairean Fishing tournament, sponsored by famous local fisherman Doei Diaz and Richard of Richard's Restaurant, will be held on Sunday, September 5th.

There are two categories of entries: small boats (up to 18 feet in length), and large (over 18 feet in length). Anyone may enter, but they must fish off of a Bonairean registered vessel. Lines may be dropped in the water anytime after midnight on the 5th, with the first weigh-in occurring at 10am that Sunday, and the contest ending at 5pm. All weigh-ins will be done at Doei Diaz's home in Playa Pariba (next to Richard's).

The rules of the competition are as follows:

1.  Any type of bait can be used, natural or artificial
2.  No fish less than one pound in weight are allowed
3.  All fish must be cleaned before they are weighed in (i.e. innards removed)
4.  No type of parrot fish, trunk fish, or doro is accepted
5.  Any person of any gender may participate
6.  No cold fish will be accepted
7.  The organization reserves the right to decide what fish to weigh in.

The organizers of the fishing competition remind all entrants about the importance of being safe and secure out at sea, which includes making sure that they are ample life jackets - one for every person - on board, enough potable water, food, oars, a second anchor, a mirror for signaling, and a first aid kit. Larger boats should also have a good compass on board, a radio, and a toolkit for miscellaneous repairs.

The awards ceremony will be held on the Day of the Virgin Delvalle, September 8th, in honor of the Virgin's status as the patroness of fishermen. Prizes will be fishing items. Entry forms can be picked up at Doei Diaz' house at J.A. Abraham Boulevard #58. More details can be obtained from Doei at 8365 or Richard at 5263.

Quick Takes

- Jong Bonaire Computing & Volunteers. Thanks to the efforts of Radio Nederlands, Telbo, and NetTech, Jong Bonaire now has a direct link to the Internet and an Internet domain for e-mail and a Web site. SGB (high school) students who are members of Jong Bonaire will have almost unlimited access to the Internet as a result of these efforts. Radio Nederlands, working with Telbo, installed a leased line Internet connection, which NetTech is providing on-going e-mail and Web hosting support for the new domain, JongBonaire.org. The lab, which was previewed to the public on Monday, August 23rd, offers 25 Pentium II 400 MHz based computers, running Windows NT. Software offered will include Microsoft Office, Adobe Photoshop, Adobe Illustrator and other extensive applications. The Jong Bonaire computer lab is also looking for volunteers to help teach and/or supervise activities in the lab during weekday afternoons. If you can spare as little as one hour a weekday afternoon (Noon -6pm), contact Alan Gross at mailto:sunspots@bonairelive.com  or call 8073.  If you would like to teach a class, please indicate which programs you are qualified in. If you would only care to supervise the children as they work, let Alan know. For information about Jong Bonaire, stop by at Kaya Simon Libertador Simon Bolivar 16, or call 4303, FAX 6467, or e mail mailto:Jongbonaire@bonairelive.com .

- Virus Hoaxes. Not a day goes buy when some good meaning person sends us a warning about yet another new virus being spread by e-mail and the Internet. However, virtually all of such virus warnings are hoaxes perpetuated by miscreants somewhere in the world who prey on the kindly nature of most normal Internet users, and get them to clog the Internet with (unbeknownst to the resenders) hoax virus messages. To avoid being one of the bamboozled, we suggest that you take a look at Symantec's Hoax Virus Center, which lists all the latest hoax viruses. And, if you see the virus you just got an e-mail about on the list, tell the originator of the message and also don't resend the hoax message yourself. Let's keep the Internet unclogged. See http://www.symantec.com/avcenter/hoax.html  for the latest hoax virus list.

- Bike Riding. There will be a bike ride/tour on Saturday, September 4th, sponsored by Seguros Orinoco as part of the weekend of events celebrating the company's 42nd anniversary (which is on August 30th). Registration is NAFl. 10 and needs to be done in advance at the Cycle Bonaire Bike shop - juices and related supplements will be provided, and we understand that participants may get a t-shirt as well. The ride will start at the office of Seguros Orinoco at Kaya Gilberto F. Croes 2 and will go out to Sorobon on Kaya Nikiboko South, then head west to Belnem on the Kaminda Sorobon, and then past the airport and the Plaza Resort and back to the Seguros Orinoco office. If you're participating, meet at the Seguros Orinoco office beginning at 3pm on the 4th, and the ride should start at 4pm. Seguros Orinoco is also sponsoring a road bike race on September 5th, which will start at 7:30 am and go to Rincon and back and Sorobon and back.

- Exporting Bonaire's Strays?. Irene Muddle, manager of the local animal shelter (dierenasiel) was quoted in a Dutch Newspaper from the town of Haarlem as saying that the export of Bonairean strays to Holland is quite possible.  Her calculations are that the island has as many dogs as people! Irene's ideal situation, according to the article, would be to introduce the exportation of stray dogs, of at least 1 year of age, with their vaccination papers, to Holland in cooperation with dog pounds there. "The Dutch love dogs as pets and are especially wild about the so-called 'Boomer-doggies', of which there are many in Bonaire" she was quoted as saying. The Bonaire animal shelter is located on Kaminda Lagoen and can be reached at 4989.

- Local Band Uses Natural Energy. Extra reports that the well-known group "Piedra di Boneiru", interpreter of many authentic Bonairean songs on authentic Bonairean instruments has made the leap to solar and wind energy for its input and output. They might be the first band to do so, but this is also the first alternative energy system of combined solar and wind power of its kind here on Bonaire. The project was set up by Alex Statie of R.C.  Electronics.  Mr. Statie explains that special electronic equipment is not being used, but instead energy is being stored in batteries, in this case enough to last three days, and then used from there.

- Prison Guards Help in the Community. In yet another social project that the prison guards of Kralendijk initiated, a group of these guards painted the home of Beltrano de Palm, a senior citizen in Nikiboko. In the past, these projects have been anything from cleaning a yard to fixing up homes that are run down. At least once a month the group goes into a neighborhood and contributes to the needs of those of lesser means. The materials used to paint de Palm's home came from a social fund from the house of detention. Kudos to these volunteer!

- Bonaire Cruise Association's New Board. After a stay in Curaçao, the ex-President of the BCA, Steve Gustowsky, has returned and is now on the board as its secretary, while Byron Tromp has become treasurer.  Lily-Ann Stewart of TCB (Tourism Corporation Bonaire) had already been appointed president and Rob St.  Jago, assistant Harbormaster, as vice president. Other members on the Board are: Benito Dirksz, president of AKIB; Corine Gerharts of Bonaire Tours; Humphrey Thod of Bonaire Shipping; Jeremy Cecilia of Anthony Veder; Raymond de Jongh of Maduro Shipping, and Nick Davies of BONHATA.

- Community News on InfoBonaire. If you have community news you would like to share with other Internet enabled Bonaire residents and/or with visitors to the island, you may want to avail yourself of the Community News Bulletin Board section of the InfoBonaire Newsgroup (http://www.InfoBonaire.com/newsgroup ). This is a free service provided by NetTech as part of its support and management of the Official Bonaire Web Site, InfoBonaire. Of course, it wouldn't hurt to send us at the Bonaire E-News a copy of your announcement as well - FAX 7854 or mailto:news@BonaireENews.com .

- Bonaire Day Celebrations. Come celebrate Bonaire Day (Dia di Boneiru) at the Wilhelmina Plaza on Monday, September 6th. Bonaire Day, which commemorates the discovery of Bonaire by Amerigo Vespucci, is a full day's celebration of Bonaire's flag, national anthem, and culture and it promises many interesting activities. While Bonaire Day is normally held in the community centers in various barrios on a rotating annual basis, it was decided to hold this year's celebration in downtown Kralendijk because this year's event marks the 500th anniversary of Bonaire's discovery by Europeans. The theme of the event is "Bonaire - 500 Years on the World Map". To make it easier for people to get to the full day celebration from more remote locations, the government has organized two free busses into town. One leaves Rincon at 8AM passing through Tra'i Montanja, Nort Salinja, Antriol, Amboina, Nikiboko, and Tera Kora.  The other bus leaves Rincon at 10AM with the same route. We'll post more details on Bonaire Day activities as they become available.

- Babes! Bonaire has two new residents. On August 17th, Marlon Aulacio and Gwen Winkel became proud parents of Kai, a little boy (and of course, Dos and Bertie Winkel, famous photographers here on Bonaire, became very proud grandparents). A day later in Curaçao, Peter Werdath and our favorite PADI Course Director, Pam Teitel, became new parents with the birth of Diane, there new daughter. Congratulations!

- Russian Mobsters in Curaçao?. An article on from the Reuters wire service indicates that the so-called Russian mafia, known for its ruthlessness and rapid expansion into all facets of Russian business life, has now come to the Caribbean. According to the article, the Russian mob is apparently taking advantage of the various off-shore havens of the Caribbean, including neighboring Curaçao, to launder money and create new bases of operation. For the complete article, see http://biz.yahoo.com/rf/990819/90.html

- NAOB Filing Forms Mailed After All? After reporting last week that the Loonbelasting (Tax) office was not going to be mailing out filing forms for the Omzetbelasting (sales tax), imagine our surprise when earlier this week we received a packet of forms - enough to carry us through the end of 1999, and still marked at 2%. So, it appears the Tax office fixed their computer problems and is mailing out the NAOB filing forms after all. Maybe this is a sign that we won't see a sales tax increase anytime soon? Unlikely, but we can hope, can't we?

- RotaRally. The Bonaire Rotary Club will be holding its annual RotaRally on Sunday, September 5th. The RotaRally is a car rally in which entrants have to attempt to properly navigate around the island using sometimes cryptic directions. Points are awarded based on correct interpretation and execution of the directions as well as time to complete the rally course. It's a great way to experience parts of Bonaire one may have never actually explored, plus a way to win some great prizes. Entry is NAFl. 30 per vehicle, and the driver gets a special commemorative cap to mark his or her participation in the event. The Rally is followed by a BBQ at the Leinse Kunuku (tickets NAFl. 15 for adults, NAFl. 7.50 for children) and an awards ceremony. There will be games and activities for kids at the kunuku as well. For more information and entry tickets and BBQ tickets, contact us at the Bonaire E-News at 6773 or mailto:RotaRally@BonaireENews.com .

- Coral Spawning Time. Sand Dollar Dive & Photo's naturalist, Jerry Ligon says divers wishing to observe coral spawning this year should plan on doing so between the hours of 9pm and midnight on the 5th through 8th nights after the August and September full moons, i.e. August 31st-September 3rd, and September 30th-October 3rd. Jerry will also be offering slide shows at Sand Dollar preceding night dives on the estimated spawn dates.

- Capt. Don Is Looking For An Agent. Bonaire's favorite salt of the sea and father of the marine park, Captain Don Stewart, is wrapping up a second tome chronicling the adventures, mishaps, and other things that have happened while he's been around. The title of the new book will be "An Island Adrift", and will feature 64 vignettes, and three times as many period photographs. However, Capt. Don needs one more thing to help make this book a viable reality, and that's an agent - not the secret spy type, but a literary agent who can work with him to help find a publisher for this work and subsequent ones (yes, there are others in the works). As Don has no working phone at his Kunuku, we'll accept any electronic correspondence any of our readers care to send him on the topic of literary agents or anything else for that matter. Send your e-mails to mailto:CaptDon@infobonaire.com , and we'll make sure Capt. Don gets them. Please be sure to include your physical mailing address and FAX number in case you want an answer back, 'cause if Don can't receive e-mail himself, he also can't send it.

- Visiting Rotarians. The Bonaire Rotary Club, which meets each Wednesday from 12:15pm to 2:00pm at the delightful Rendez-Vous Restaurant, would like to inform any visiting Rotarians planning on attending the September 1st Rotary lunch that said meeting will be held in Rincon at the Rose Inn instead. For more information, contact Bonaire Rotary Club president Yke Faber at mailto:inpo@bonairelive.com .
