Volcanoes and Tsunamis Bonaire has recently been besieged by a rumor that people are acting rather irrationally. Residents are reportedly shipping
their vehicles to Curaçao, leaving for Holland, and spontaneously bursting out in tears, sobbing about everything they have being destroyed soon. And some public officials have been reported as presenting evacuation
plans which involve moving half the population to Holland and the other half to Curaçao.
All these reactions stem from a rumor that a new submarine/underwater volcano has been discovered less than 500 miles east of Bonaire, just off the coast of the island of Grenada. This volcano, called "Kick 'em
Jenny", is, according to local rumors, supposed to blow it's lid on either August 22nd or August 28th, and generate a tsunami (tidal wave) which will be 5, 10, 20, even 30 meters tall, completely flooding most
of Bonaire. The actual details of this predicted event depend on whom you talk to, and how recently they heard the rumor (it grows with each telling). The origin of the rumor is unknown, but one possible source have
been extremist doomsday religious groups who may be attempting to raise a panic by promoting rumors of natural disasters as part of the coming millennial transition. Think of it as a Nostradamus prediction being
wedged to fit extremely loose existing parameters.
These parameters are:
- There is in fact an active volcano called Kick 'em Jenny near Grenada;
- Montserrat has an active, destructive volcano;
- Volcanoes occasionally erupt;
- Tsunamis have devastated islands in the Pacific in recent years;
- Bonaire is surrounded by water;
- Water is a key component of tsunamis;
- The new millennium is approaching (although it can be argued that the true new millennium is still almost a year and a half away, as there was no year "zero");
- The new millennium has a certain mystical aura, whether deserved or not;
We're sure there are others we've missed, but you probably get the picture. It's easy enough for someone to tie rather unrelated items together into a situation that, with a little bit of spicing up, seems to be a
facet of potent reality.
So, what are the facts? Extensive research indicates that while there is a submarine volcano called Kick 'em Jenny near Grenada, it's certainly not new. In fact, it has been monitored by scientists for most of this
century, with 10 recorded eruptions, the first such recorded eruption being in 1939, with the last one being in 1990. During none of these eruptions was a tsunami generated. Also, there's been no unusual activity
recorded in the last few years, and certainly none in the last few weeks or months, and we've searched high and low for any off-island news and scientific sources that say anything to the contrary. There is simply
no evidence that the rumor has any basis in truth.
We should add that the likelihood that anyone, including trained volcanologists, can predict the exact date and magnitude of a volcanic eruption are quite slim. And, in the case of the "Tsunami Rumor", no
trained volcanologists were involved. Furthermore, it is simply not possible that Kick 'em Jenny would erupt AND cause a tsunami that would ONLY affect Bonaire - if such a Krakotoan eruption happened, it would
affect dozens of Caribbean islands, and as such islands, Grenada included, are not in evacuation mode themselves, it further supports the idea that the alleged Kick 'em Jenny-caused tsunami is just a hoax.

To the Editor, We are disturbed by reports from some of our fellow divers about a tremendous increase in property crime, to the point of having even water bottles and flip-flop sandals stolen from cars
while they were diving. Several people have told us the same story. I know that many of the dive sites are isolated and also that they are patrolled. What is being done to make it safer for tourist
divers? We are planning another trip there in November (and also plan on retiring to your beautiful island). We would like to know what to expect when we visit. Thank you.

-------------- Dear Mr. Malcolm, It is truly regretful that a very small minority in a community can appear to "ruin things" for majority , but I for one am relieved that crimes on Bonaire as you
rightly point out are generally very minor in nature and that walking the streets at any time is still considered a safe pastime, unlike many other Caribbean destinations.
Whilst the authorities are working hard to eradicate existing crime and curtail new types of crime from being a problem through proactive policing measures there needs to be a greater awareness for those tourists who
actually invite some of these thefts by leaving cars and accommodation open with valuables clearly in view. The Bonaire Hotels and Tourist Association is working on educating our tourists to help us in the fight
against any increase in the sort of crimes that you report.
We are happy that you are considering retiring on Bonaire, you could not have chosen a better place. Fact, yes crime does exist everywhere on the planet; fact, it also occurs right here on dushi Bonaire; fact, all
parties are working hard together in order to see a reduction; and fact, violent crime is still almost unheard of though there may be a few rare occurrences year round. Chances are - you are more likely to be
unaffected by crime on your vacation on Bonaire than most other similar destinations.
We tend to suffer for some peculiar inexplicable reason with "tell-all" tourists more than other destinations where the story is much much worse and even dangerous.
In the meantime, if you or any other friend of Bonaire has any useful suggestions (which can be used within the framework of the law here on the Antilles) on how to stem the tide on crime, then we will be very happy
recipients of your ideas.

Local Security Service Foils Burglaries
According to local papers, three times last week, and once this week, Special Security Services (SSS), a private security company on Bonaire, apprehended burglars breaking into business establishments on the island.
One of these occasions occurred during the early morning hours of Thursday, August 5th, at a snack in Antriol. Even though the snack is not a paying customer of SSS, the next morning, the security company declared
in Extra, a local paper, that it vowed to help both the police and the community in their fight against crime.
The latest burglary thwarted by SSS was at the Bata shoe store in town (only 100 meters or so from the new temporary police headquarters). Breaking glass was heard at 4:15 am, followed by a group of suspicious
characters leaving the store, who then took off running with a trail of merchandise in their wake when they noticed SSS guards in the area. The perpetrators then entered a dark alley, thinking they'd throw the
Security men off their trail, but this ruse did not work, and warning shots were fired into the air with a security patrolman's regulation fire arm. One of the thieves was caught and turned over to the police. Bata
is not an SSS customer either, and SSS officials repeated their vow to help fight crime in a subsequent interview.
We think that the efforts of Special Security Services are quite laudable, and we encourage them to continue, especially considering they seem to be able to do what the paid and Central Government operated island
police can't or don't do because they don't patrol the streets at odd hours looking for crimes in progress. This notable lack of police vigilance may change come October 1st, the date set by a recent law passed by
the Central Government to force island police departments to switch to a community policing plan, but, with local papers publishing a wide range of gripes attributed to the current police force, it seems that some
officers will have to be dragged into their new, proactive policing roles kicking and screaming. In the meantime, kudos to SSS.
Political Appointees Fired The three ex-commissioners, Robby Beukenboom, Peter Silberie and Joe Winklaar, all of the Partido Demokratiko Boneriano (PDB
or Red Party), had, while still in power, given themselves high-level management positions in the local government which they would start in after they left office. These positions were created and filled between
May and July of this year, after the last Island Council elections put the PDB party into the opposition, but before the new Government was sworn in on July 2, 1999. Thus, at the time when PDB still had the majority
in the outgoing Island Government.
When the incumbent Island Government asked for an annulment of said appointments, Lt. Governor Hart pointed out that since the appointments had received the acting Island Council's approval, they were perfectly
legal.
Ramoncito Booi, present commissioner and head of the UPB (Green) party, governing in coalition with the Paboso (Yellow) party, explained that certainly while the National Recovery Plan will send 30% of the civil
servants home to curb government expenses, these high-paid special positions are impossible.
Thus the Island Government has fired these ex-commissioners from those positions and now the decision of whether to support these firings is in the hands of the Central Government - the very coalition pushing for the
National Recovery Plan measures.
Taxi & Bus Drivers Upset About Public Transport Plans After Ramoncito Booi, Commissioner of Transport announced last week that the Government
intended to upgrade its public transportation system (see last week's Bonaire E-News), private bus and taxi drivers expressed their discontent, some of them by approaching the Extra newspaper with their
complaints.
Their anger, they explained, is due to the fact that Booi went to Curaçao to meet with it's public transportation system, but never bothered to meet with the local Bonairean bus and taxi drivers. One driver, also a
person who was on the UPB party election list during island elections several months ago, explained that he protests any public system on the route from Hato into Playa, which passes all of the hotels, as that is
the main source of revenue for taxi drivers on the island. Another driver who preferred to remain anonymous declared to Extra that "they shouldn't start up any kind of public transport. Better they talk
with the current drivers and reorganize the existing system."
There is no word yet from the government on whether they will take such an approach.
More Bonaireans Leaving for Holland The Extra newspaper reports that there seems to be a real exodus of Bonaireans who are seeking a better way of life
in Holland.
By July of this year, the number of people who have withdrawn their names from the Civil Registry was already 497, while the total for the entire year of 1998 was 526, showing a on-going significant increase in
departures.

Mr. Walter Coffie, Chief of the Civil Registry expects the numbers to continue rising even faster. He confirmed that the same phenomenon was taking place in Curacao. When Extra asked him if these
numbers did not also include Dutch families returning to their own country, he agreed that "partially, this is indeed the case. But the majority is still Bonairean people. Coffie gave an idea of
what the picture looks like in terms of people who left Holland to stablish themselves here: 1992 - 259, 1993 - 384, 1994 -596, 1995 - 587, 1996 - 459, then the numbers decrease. In 1997, 248 people came to
Bonaire and in 1998 only 180.
Police Station to be Repaired Repairs will finally commence on the original Police Headquarters on Kaya Lib. Simon Bolivar, which have not been in use
for most of 1999. After having the police play musical headquarters (they are now situated under the disco Paradise Night Club on Kaya Grandi - see last week's E-News), the long effort of preparatory work is finally
coming together. During a press conference, Police Chief Gerold Daantje attributed the long wait to the fact that a budget needed to be drawn up for the different facets of renewing this building, such as the wiring
and plumbing.
The old building is in serious need of being overhauled. The wiring has to be completely stripped and redone, and this needs an okay from the fire department. Plumbing needs an overhaul too, and the entire building
needs a new roof. Old drawings (the building is 25 years old) need to be researched, new specifications and blue prints need to be drawn up, and government approvals and permits are required. So is money. It
will not be an easy or quick task.

Quick Takes
- New Radio Station for Tourists. When visitors and tourists come to Bonaire they may soon be able to tune into a new radio station that will set up its programming with the needs of this market in mind. The
proposed Alpha FM station will transmit on the FM band with a frequency of 93.1 MHz, with 200 watts of power. No official start date has been set yet but the permit is in. Alpha FM is part of the Radiodifushon
Boneriano chain, which operates Voz di Bonaire and Mega FM, broadcasting in Papiamentu and Dutch, respectively.
- American Airlines Luggage. A good friend of ours just arrived on Bonaire and is suffering through luggage hell, and we'd like to warn other visitors to Bonaire about new policies American Airlines has
started enforcing on flights to the Caribbean. Our friend flew from Boston to Curaçao this past Sunday, and because he is a professional photographer, he needed to check in three bags (because of extra equipment)
instead of the normal two. In the past, American has allowed people to pay an addition $50-80 fee per extra checked bag, but they have apparently recently decided that they will no longer allow for extra bags, paid
or not, on their Caribbean flights (note that domestic American flights may still allow excess baggage, which means that flyers on American to Miami to catch an ALM connection, for example, could still do excess
bags through both airlines - the restriction only exists on Caribbean flights, which our friend was booked on -> Miami to Curaçao). The net result is that our friend had to try and ship his third suit case to
Bonaire via American Airlines Cargo services, which in turn decided to schedule his bag to be delivered a week or so later, without telling him, nor apprising him that he might have to pay customs duties on his own
suitcase since it was arriving as cargo. He then tried to get the baggage shipped here via a courier service, and that is costing almost as much as a separate ticket, and may not get it here any faster. Needless to
say, it has made his planned vacation a complete nightmare, and American Airlines has been less than helpful in resolving the problem. So, if you're flying American to Curaçao to get to Bonaire, don't bring any
extra or overweight baggage, or fly another airline with more customer friendly luggage practices.
- Coral Spawning Time. Sand Dollar Dive & Photo's naturalist, Jerry Ligon says divers wishing to observe coral spawning this year should plan on doing so between the hours of 9pm and midnight on the 5th
through 8th nights after the August and September full moons, i.e. August 31st-September 3rd, and September 30th-October 3rd. Jerry will also be offering slide shows at Sand Dollar preceding the estimated spawn
dates.
- Spearfishermen Caught. Port Call reports that the police crackdown on spear fishing continues, with four more people charged in two separate incidents. Spear fishing is illegal under Bonairean law, which
treats spear guns as fire arms. Reef spear fishing has been shown to be devastating to the marine ecosystem, as spear fisherman will select the largest fish to kill, and the largest and oldest fish in a species,
such as groupers, are also the most fertile, being able to produce magnitudes more young than smaller, but still mature fish.
- File a Crime Report. In an effort to help combat petty theft and other, less common crimes, against tourists and locals alike, BONHATA (the Bonaire Hotel And Tourism Association) is asking all Bonaire
hoteliers, businesses, visitors, and residents to file "crime reports" with their office. Due to a variety of reasons, many people on Bonaire don't file a crime report with the police when a crime,
especially minor petty theft, occurs. Among these reasons may be that it can be time consuming and frustrating dealing with the police for a relatively minor incident, like the theft of a pair of sandals or some
t-shirts. However, in order to better track down the theft patterns and get a better and timely picture of the crime situation on Bonaire, even these small incidents (and even suspicious activities, such as when it
appears a vehicle has been searched at a remote dive site but nothing taken) need to be logged. Enter BONHATA with a crime report form developed by Daniel Henggeler of Blue Divers and Palm Studios. A copy of this
form is available on paper at the BONHATA office, as well as all dive operations and most hotels. The form may also be downloaded from the BONHATA Web site (a work in progress) at http://www.BONHATA.org/crime-form.doc . So, again, if you become a victim of crime on Bonaire, please make sure they fill out a BONHATA crime report form while the details are still fresh in your heads and have it FAXed to the BONHATA office. It will only take a couple of minutes, but could be invaluable in helping curtail what crime there is on Bonaire. The forms will be logged, and copies of the logs delivered to the District Attorney, police, and Lt. Governor (the nominal head of the police on the island) on a regular basis. - Stichting Economisch Platform (SEP) Gala.
The non-profit organization set up to promote Bonaire as an ideal place to invest will hold a Gala fund raising dinner this coming Saturday. Starting at 8pm on August 14th at Harbour Village, the Gala will feature Guest Speaker, Mr. Eduardo de Veer, Chairman of AHATA (Aruba Hotel and Tourism Association). - Just Desserts. We were recently invited to sample some new desserts which the Green Parrot has introduced over the last month or so. These desserts, created by manager Kirk Gosden (a former chef who still
dabbles in the kitchen extensively) are American favorites with a local twist. The first is Kirk's Homemade Key Lime Pie, which has a delightful light, sweet, tart and creamy taste, in a cookie crumb crust. The
other is a whispy and satisfying Oreo Crusted Vanilla Cheesecake topped with fresh mangoes. Both were quite yummy, leaving us yearning for more. The Green Parrot can be reached at 5454.
- BONHATA - New Director, Gala. Last week's extraordinary assembly to elect a replacement Director-at-Large for BONHATA's Board resulting in the election of Desmond Ridderstap, general manager of the Divi
Flamingo Hotel. The complete board of nine will be up for reelection in November. Separately, the BONHATA Board of Directors has set December 4th as the date for the next annual BONHATA President's Dinner and Gala,
featuring awards to key contributors to Bonaire's tourism efforts. No plans have been announced yet for where and what the Gala will consist of, but reserve that date on your calendar.
- Hungarian Grand Prix. The Dome will be presenting live coverage of the Hungarian Grand Prix on Sunday, August 15th, at 8am.
- Cost of .AN Domains. Those of you looking to get an Internet domain name cheap for your Bonairean-based business by getting a .an domain may need to look elsewhere. Effective August 1st, .an domains now cost
US$50/year, with two year's payment due up front. The InterNIC and other registries which handle the .com, .org, and .net names only charge $35/year, but have the disadvantage that many popular names have already
been used. Owners of existing .an names will soon be billed the annual fee as well (although existing Web hosting clients of NetTech, our parent company, will have this annual fee paid for as part of their existing

visitors for the month compared to about 4000 the month before, and the daily numbers continue to increase. As such, we'd like to give notice to our readers (and potential advertisers) that as of August 15th, the
advertising rates will be increasing by approximately 20-40% (depending on placement of the ads and frequency). However, anyone with a signed advertising contract before that date will get the current rates for the
