Culinary Team Makes Us Proud! After a half dozen "practice sessions" with willing test subjects over a course of several months here on
Bonaire, the Bonaire Culinary Team participated in the "Taste of the Caribbean" competition last week, and has now come home with several awards. And who says practice doesn't matter? :-)
The Bonaire Culinary Team received a well deserved silver medal at the recent competition, which was held at the Doral Golf Resort & Spa in Miami, Florida from July 28th through the 31st. Each of the 16 competing
island teams was scored on a number of factors as part of their culinary (cooking, presentation, etc.) competition, their canapé presentation, and their bartending ability. All points are added together, and point
scores within various ranges result in the awarding of gold, silver, or bronze medals, or certificates of effort for those who performed below expectations. Bonaire's team was the highest scoring silver medal
recipient, placing our team 5th out of 16 competitors.
Results were in point order:
Gold - Bahamas, Trinidad-Tobago, Jamaica, Curaçao
Silver - Bonaire, British Virgin Islands, Granada, Anguilla, Aruba, Bermuda, Puerto Rico
Bronze - St. Kitts, Cayman, St. Vincent
Certificates (we think) - Barbados and Turks & Caicos.
Bonaire's Culinary Team also received a special award for "Outstanding Team Spirit", a sure sign that all the practicing here on Bonaire helped create excellent camaraderie, but we're sure that the Bonaire
team's uniform at the canapé event - loud Bermuda shorts, chef's smocks, and mask with snorkel - didn't hurt in getting the award either.
The 1999 Culinary Team was composed of Vernon Martijn (Rum Runners), Sergio Piar, Gonzalo Torres (both of Harbour Village), Anthony Anthony (Plaza Resort), and Martin Bouwmeester (Rendez-Vous). Liz Rijna was the
bartender. The team manager was Marcel Nahr of Rendez-Vous, and Laura DeSalvo was the assistant team manager, with the Green Parrot's Sara Matera as a behind the scenes coach and morale booster.
Last but not least, congratulations go to Liz Rijna, 1997-98 Caribbean Bartender of the year, who at this year's event won another gold medal in the Bartender competition and has been asked to be judge in future
competitions!
The menu which helped the Bonaire team achieve the silver was:
Appetizer: Chilled timbale of steamed diced grouper with fresh herbs and red bell peppers, topped with sautéed jerk-spiced shrimp, and accompanied by a guava and red onion mojo dressing over mixed greens and a yam
chip garnish.
Main Course: Pork loin stewed with plantain and chayote, capers, raisins, green bell peppers, graced with spiced rum, and served with steamed pumpkin and callaloo and a side of pan fried rice cakes.
Dessert: Sweet polenta (funchi) with almonds and nutmeg, wrapped in a cinnamon crepe served with a watermelon gelatin and a sauce of mango, passion fruit, and lemon, and topped with a pate-a-choux flamingo.
Yum. For those interested in enjoying this menu here on Bonaire, there are plans under way to feature it at an upcoming fund raiser of some sort. We'll keep you posted.

Mini Team Bonaire mostly by Bas Tol
The average person may not be familiar with a brand of automobile called "Mini", but there are hundreds of thousand of Mini enthusiasts around the world, including a Mini owner right here on Bonaire. Bas
Tol, a Rocargo employee by day, is a Mini maniac by night, and in a few short weeks, Bas will be in England, at Silverstone, with tens of thousands of other Mini enthusiasts for the 40th anniversary of the Mini.
Below is Bas' story:
"There will be two mini's with Bonairean license plates traveling to England. The mini from Bonaire, light blue with the white roof, was shipped to Rotterdam in April [this is Bas' own mini - for photo see http://www.BonaireENews.com/photos/19990804-Mini1.jpg ]. Another Mini I purchased from a Mini-magazine this past January will be coming from Holland, even though I have insured it here and have bought the Bonairean license plates for it.
In the meantime, my brother in Rotterdam has also been infected with the "Mini virus" and he has bought himself a Mini too!! As a result of his purchase, we decided to team up and Mini Team Bonaire was born!
Mini Team Bonaire is a group of 3 mini's covered in stickers representing Bonaire and our sponsors, all of which will being going to the Mini's 40th Birthday in England. It has been 40 years since Sir Alec Issigonis
created the Mini (a.k.a. Austin Mini, Morris Mini, Mini Cooper), whose design is basically unchanged and is still sold today. (There will be a NEW mini on the market for the year 2000, marketed by BMW).
The birthday celebration in England will consist of 10 days of festivities going on in the form of rallies, navigational runs, shows, races, club meets, 'mini'morials and plain good parties! Over 30,000 Minis and
their owners are expected to attend.
Mini Team Bonaire is made up of 6 people including Bas Tol (me), my girlfriend Carmen Wagir from Bonaire, my brother Jan-Willem Tol, his wife Yvette, a nephew, Inmar, and Carl Thompson, a fellow Mini-nutter from

Please Report Turtle Sightings Just a reminder to any users of the waters surrounding Bonaire and Klein Bonaire. It is now nesting season for the
turtles, and because of this many turtles can be seen visiting our waters.
Sightings should be reported to the STCB (Sea Turtle Club of Bonaire) a volunteer non-profit group that supports research and on island efforts to protect the sea turtles. The STCB also tracks all turtle sightings
via the turtle survey forms which are available at all dive shops and via the Internet on the STCB Web pages at http://www.bonairenet.com/turtle/turtle.html .
One misinformed diver chose not to report turtles he saw because he was under the impression that "boat loads of tourists would descend upon the turtle if he reported it". Nothing could be further from the
truth. The valuable information is turned over to the STCB for research purposes and is not used by the dive operations.
Citizens Protest Planned Tax Increase The NAOB (Netherlands Antilles Omzet Belasting) is a 2% sales tax which was imposed on Bonaire and Curaçao early
this past spring. The OB tax will be increased to 5% as of September 1, 1999, and unlike the current 2% OB tax which exempts certain staple foods and other items, it is said to cover everything, except possibly
medicine.
Understandably disturbed by this latest tax increase, a group of citizens last week protested in front of the Bestuurs College (BC), by banging on pots and pans. After their presentation, they handed government
officials a letter of protest. One part of the protest was centered around the fact that another Netherlands Antilles island, St. Maarten, has been given "permission" to make their own decision in terms of
these taxes. The protesting Bonairean citizens feel the local government should get the same treatment, and should get the needed time to study its specific position regarding these severe measures.
"The measures of '96 and '90 made things very hard for us", said Aliano Emereciano, the instigator of the pots and pans concert.
One explanation given for the different circumstances for St. Maarten is that, being attached to the French St. Martin, if indeed prices change so drastically on the Dutch side, everyone will do their purchasing on
the French side, causing economic hardship for the Antillean businesses. [Editor's Note: So St. Maarten gets to set its tax rate because it has local competition, while Bonaire gets abused and stepped all over by
Curaçao with higher taxes because it lacks local competition? Doesn't quite sound fair, does it?]
The original Economic Recovery Plan presented by the Three Wise Men and covered in the June 16, 1999 issue of the Bonaire E-News (http://www.bonaireenews.com/html/jun99stack_2.html#990616-finance ) called for the NAOB increase to start August 1st, but only in conjunction with numerous other measures, including austerity measures requiring the termination of a large number of government employees. However, while the NAOB increase has passed ministerial approval, no other measures in the Economic Recovery Plan have been put into effect at this time.
More on the Environmental Plan A few more details have cropped up in the Extra newspaper regarding the new environmental policy plan we reported on
in our previous issue. In particular, the plan states that exploiting minerals such as sand, earth, basalt and calcareous earth on Bonaire needs strict regulating. The plan recommends that it be prohibited to take
minerals within 500 meters of the coral reef.
It should be noted that there are existing laws which prohibit the removal of sand from Lac Bay, such as the recent occurrence involving the creation of a beach at Tolo (at the Ol' Blue dive site) with sand mined
from Lac. The problem stemmed not from lack of laws but from the laws being ignored, and not seeking the advice of various environmental agencies. However, it's encouraging to see that more attention is being given
to this serious issue by the government.
Better Public Transport Ramoncito Booi, the new commissioner of Tourism and Finance, met with representatives of the Curacao Bus Co. last week to
better understand the possibilities of improving the public transport system on Bonaire (yes - Bonaire has public transportation, but it's disorganized and handled by multiple individually operated mini-busses).
Booi emphasized that a structured approach to the public transport system is a policy issue in the governing accord of the coalition government. He explained that he feels that people who want to improve themselves
work on their careers by taking evening courses, for example, and should be able to get around more easily. "It is also important for the employees of the different hotels and thus attributes to our tourism
industry. In the initial phase, public transport will have to be subsidized in order to keep the prices down.", he added.
Coral Spawning Time Okay, so maybe swimming in clouds of coral sperm and eggs doesn't appeal to everyone, but if you want to see a truly wondrous
thing, mark your calendars to watch this year's coral spawning. Spawning normally occurs five to eight days after one or two summer full moons. This year, September's full moon is the predicted peak (the 30th of
September until October 3rd), based on last years good luck when divers happened to be in the water during the most active night (8th day after the full moon, September 1998).
We've been informed that Sand Dollar Dive & Photo's naturalists will be presenting a slide shows based on excellent photos that were taken last year at Bari Reef, and will be presenting the show at Sand Dollar at
7:45pm each of the spawning evenings and will be conducting dives afterward.

- Turtle Carapace Found. On July 22nd, Bonaire Marine Park (BMP) rangers found the carapace of a slaughtered turtle at Boca Washikemba. According to STCB, the sea turtle was a loggerhead. The turtle probably
was butchered shortly before discovery, but how the carapace got to shore remains something of a mystery. The bay of Boca Washikemba is not accessible by boat, and STCB assumes that the turtle was caught by nets
deployed by local fisherman from shore. The BMP alerted the public prosecutor of this offense against the laws protecting the sea turtles on Bonaire. If found and convicted, the offender faces a fine of up to NAFl.
5000, among other measures. Already four turtles killed by poachers have been found this year.
- Stichting Economisch Platform (SEP) Gala. The non-profit organization set up to promote Bonaire as an ideal place to invest will hold a Gala fund raising dinner later this month. Starting at 8pm on August
14, 1999 at Harbour Village, the Gala will feature Guest Speaker, Mr. Eduardo de Veer, Chairman of AHATA (Aruba Hotel and Tourism Association). The ticket price is NAFl. 150,- per person. Formal dress required (coat

- We're back. The NetTech NV/Bonaire E-News staff, which tried to take a vacation during the month of July, is back. Well, we never really left but tried to take time off on island to enjoy Bonaire for
ourselves. Many days found us still struggling behind our computers instead of relaxing in the sunshine. We will follow up in future Bonaire E-News issues will a few of the fun things we did manage to experience
like visiting the Donkey Sanctuary, having dinner on the beach at Harbour Village, and swimming at Jibe City while watching the windsurfers. Stay tuned.
- Monthly UW Clean-Up Dive. Coming soon to a Saturday near you is the monthly underwater clean-up dive co-sponsored by Green Submarine and NetTech N.V. The clean-up dive, held the first Saturday of each month,
is where volunteer divers and snorkelers work together to rid the reefs around Bonaire of human-originated trash like beer cans, beer bottles, and other junk. The focus of the dives to date has been the busy Playa
area of the island, where many yachts and fishing vessels are moored, and where many people live along the shore. The next clean-up dive is set for Saturday, August 7th. Come to the Green Submarine dive shop at Kaya
Playa Lechi 24 (look for the signs on Kaya Gob. N. Debrot just north of town) at 10am. Participating divers will get a free tank of air to use during the clean-up dive, and the event is followed by a pot-luck (i.e.

- BONHATA Assembly & Mixer.
Friday, August 6th is the date for BONHATA's Extraordinary Special Assembly to elect a new director to replace Brian Meade of Divi Resorts, who resigned from the Board in late June as part of his departure from Divi. The BONHATA Nominating Committee is seeking new candidates from among its members - those interesting in the position should contact Marion Wilson, BONHATA's Secretary, at 7500. In addition to the election, there will be other business discussed at the assembly, including crime, small hotel benefits, and environmental issues. BONHATA therefore asks that all members make an effort to show up. The assembly will be followed by a mixer to introduce BONHATA members to the new Executive Director of BONHATA, Linda Anthony. - Police Headquarters Move Again. As of August 1, 1999 the headquarters of the Bonaire police are situated on Kaya Grandi under the Paradiso Disco. The original headquarters are in bad need of repair,
including fixing a leaking roof. Repairs have been planned since the Police vacated the Police Station months ago, but none have been started and no start date has been set. The move comes amid much public griping
by the police about their work conditions.
- Swearing...In. On Friday, July 30th, Orphaline Saleh was officially sworn in as the deputy Lt. Governor of Bonaire. Her function will be to help run Bonaire whenever Lt. Governor Richard Hart is off island.
- Acting Notary. As of August 1st, Alfred Knuf, the official civil-law notary of Bonaire, resigned his office, 11 months after he was requested to do so by the Minister of Justice. Until such time as the
Minister of Justice officially decides on who will be Knuf's, Maarten Maartense, the deputy notary, will be the acting notary. In the Netherlands Antilles, the Notary is responsible for a wide range of legal
contract and document executions.
- Capt. Don's Looking for an Agent. Bonaire's favorite salt of the sea and father of the marine park, Captain Don Stewart, is wrapping up a second tome chronicling the adventures, mishaps, and other things
that have happened while he's been around. The title of the new book will be "An Island Adrift", and will feature 64 vignettes, and three times as many period photographs. However, Capt. Don needs one more
thing to help make this book a viable reality, and that's an agent - not the secret spy type, but a literary agent who can work with him to help find a publisher for this work and subsequent ones (yes, there are
others in the works). As Don has no working phone at his Kunuku, we'll accept any electronic correspondence any of our readers care to send him on the topic of literary agents or anything else for that matter. Send

- InfoBonaire Advertising Rates Increasing. The first month of InfoBonaire being the official Web site of Bonaire has produced a marked increase in visitation to the Web site - approximately 7000 unique
visitors for the month compared to about 4000 the month before, and the daily numbers continue to increase. As such, we'd like to give notice to our readers (and potential advertisers) that as of August 15th, we
will be increasing our advertising rates by approximately 20-40% (depending on placement of the ads and frequency). However, anyone with a signed advertising contract before that date will get the current rates for
