Bonaire Gets a New Official Web Site The reason that this issue of the Bonaire E-News is late (and the reason we're taking some time off) is that we've
been busy at our paying jobs at NetTech N.V. developing Web sites, and one Web site in particular has been consuming most of our time, namely the brand spankin' new InfoBonaire Web site, which is now (as of the
launch on July 1st) also the _Official Bonaire Web Site_.
The new InfoBonaire Web site has been developed in conjunction with the Tourism Corporation Bonaire (TCB), whose staff has been working as hard as we have been to get the new site launched. The site provides a single
point of reference about all things Bonaire on the Internet. While both NetTech and TCB had previous sites of their own, the new site replaces both, at http://www.InfoBonaire.com . The previous TCB site, operated by interKnowledge, is being phased out in favor of the new InfoBonaire site.
"With the new site, we can make quick changes and get local control - things that were not possible with our previous site. NetTech has designed a number of successful sites for other Bonaire tourism businesses,
and their experience and responsiveness makes them an excellent partner for TCB," said TCB Director Elsmarie Beukenboom in a statement released by the Tourism Corporation Bonaire.
"This site provides the most accurate and comprehensive information about Bonaire we have ever published, and special thanks go to Diana Gevers, Linda Richter, Michael Gaynor and Jake Richter for all their hard
work in making this site happen," added Beukenboom.
While NetTech continues to own the InfoBonaire name, TCB and NetTech will jointly own the tourism content of the Web site. NetTech will provide free Web page hosting on the site to small Bonairean businesses and
organizations (design of these pages is at NetTech's normal rate, however). NetTech will also continue to sell advertising on the site, which had been seeing almost 5,000 visitors a month prior to the revision of
the site. The number of visitors is expected to increase significantly now that InfoBonaire is Bonaire's official Web site.
Additionally, as people on Bonaire continue to get more Internet connected, the InfoBonaire site will become a useful resource for them. Already the site provides information on many local items, and that part of the
site is expected to expand further in the coming months and years.
We invite Bonaire E-News readers to check out the new site, which features hundreds of pages of content, including over 60 brand new pages of information organized in an easily navigable format. Also new is a search
engine that lets visitors search the entire site for keywords or phrases, and the tighter integration of the InfoBonaire Newsgroup, a discussion group we announced here in the E-News last month. Any feedback you
have after reviewing the site, positive or negative, would be greatly appreciated - send it to mailto:feedback@infobonaire.com . TCB and NetTech want to make sure that site is the best it can be, and need your input to make that possible.

Air Jamaica Touches Down Saturday, June 26th, was a day of great excitement on Bonaire, as the inaugural Air Jamaica flight touched down at Flamingo
International Airport (see http://www.InfoBonaire.com/html/airlineinfo.html for a photo of that historic landing), on its first trip from Montego
Bay. Hundreds of people cheered the flight's arrival. This first flight carried a full payload, with 100 special guests - travel writers, tour operators, and dignitaries, and almost 80 visitors to Bonaire (the full
capacity of the Airbus A-321 that Air Jamaica will be flying here each Saturday is 188, but the inaugural flight was performed using a slightly smaller A-320 plane).
Arriving passengers were greeted with music, fanfare, fruit punch, gift bags, and short speeches by Lt. Governor Richard Hart, the Tourism Corporation Bonaire's Director Elsmarie Beukenboom, and Allen Chasternet, Air
Jamaica's Vice President of Marketing and Sales. Passengers we spoke to spoke highly of the flight and Air Jamaica service, and were quite pleased by the reception they received as Bonaire air-flight pioneers.
What makes the Air Jamaica flight different from that of the last two airlines to provide weekly service to Bonaire (Sobelair and Martinair) is that the Air Jamaica flight is "scheduled air", meaning that
anyone can buy a ticket for the flight, from any travel agent. That means that folks on Bonaire can buy a roundtrip ticket to the U.S., flying via Air Jamaica the whole way, if they choose, and with convenient
connections to and from Chicago, Philadelphia, Los Angeles, Newark, JFK, Atlanta, Baltimore, Miami, and Ft. Lauderdale, this opens up whole new travel possibilities for Bonaireans and visitors to Bonaire alike. Of
the 188 seats on the plane, 118 are spoken for by U.S. tour operators, who technically have to sell their seats as part of an air/land package. That leaves at least 70 seats for open purchase, per weekly flight.
To sweeten the pot, Air Jamaica just announced that it is offering a twofer deal - two seats for the price of one, effective July through September, and tour operators and travel agents will be able to arrange
tickets for this special fare.
All in all, the addition of Bonaire to Air Jamaica's expanding coverage is a very welcome one, and talk at a reception at Lt. Governor Hart's home the evening of the inaugural arrival indicated that a second weekly
flight from Air Jamaica would not be out of the question if demand was there.
Bonaire Coalition Already In Operation According to PABOSO party leader, Nochi Willem, the incoming coalition government which his party is a member of,
is "already in operation". Willem stated that the main concern of the coalition partners, who take over control of the government on July 2nd, is to make sure that the trust of both the people and the
Dutch government is regained.
Willem is not interested in a subservient position with respect to Holland, but he is very keen on a good relationship without quarrels, something that has not existed lately. "Otherwise, no one wins and the
people suffer", he said.
Willem also said he will honor his coalition partner Ramoncito Booi's promise that "...within 100 days anything that stands in the way of a proper government must be eliminated", and that "...deeds,
not words, are what count now". Willem added that "...we shall form a pragmatic government with a serious attitude, one where everyone can see that things are indeed happening".
He also made two other announcements. First, parents whose children are studying in Aruba need not worry, the Bestuurscollege will continue paying the existing scholarships. Second, problems with APNA (Pension Funds
of the Netherlands Antilles) involving payments owed by the Bonairean Government to the Funds are being worked on (see related article below) to avoid the seizure of Bonairean government assets by APNA.
Central Government Responsible for APNA Payments According to Bonaire Lt. Governor Richard Hart, the Bonaire Island Government will hold the Central
Government responsible for payments due APNA because there is no other alternative. APNA threatened to confiscate the island's income, after a judge decreed this was an option open to APNA. For that matter, Bonaire
also has debts running at the SVB (Social Insurance Fund), WEB (Water & Electric Bonaire), TELBO (Telephone Bonaire) and ZOG, reaching a total of approximately NAFl. 70,000,000. The debt to APNA, which is the
single largest chunk, accounts for NAFl. 50,000,000 of this amount.
According to Hart, the reason the island has not made these payments for years is that the Central Government has not been adding to the island's budget to reduce its deficit, as is the Central Government's
responsibility. Such payments by the Central Government would have allowed the Island Government to make the necessary payments to cover its debts. In the past this did occur - Bonaire received a yearly amount of
NAFl. 14,800,000. After 1986 this was dubbed the "Solidarity Fund", and was to be used to pass funds on to those Antillean islands that were less well-off. The fund was to have been replenished by deposits
from Holland, Curaçao, and Aruba, but they haven't come through, not surprising in Curaçao's case since they have a proportionally greater debt than Bonaire at present. And, it turns out that Aruba has never
followed through on their commitment. The result is that payments from the Solidarity Fund dwindled.
As a result of not fulfilling its obligations with respect to managing the fund, the Central Government, Hart's calculations indicate, owes Bonaire at least NAFl. 100,000,000 - more than enough to cover all of
Bonaire's existing debt.
This issue has been brought to a head because APNA threatened confiscation of Bonairean assets at the beginning of June, but has held off as negotiations and meetings continue on this topic. One piece of good news is
that the local government has no debts to local entrepreneurs or private companies.
Culinary Team Dinners #4 & #5 On Tuesday, June 29th, we again attended one in a series of Bonaire Culinary Team dinners (the fourth one of the
year) at the Den Laman restaurant. These dinners are being used to both raise funds for the team's competition in Miami at the end of July, as well as help them hone their culinary skills in the areas presentation,
flavor, timing, and creativity.
At this dinner we were treated to an appetizer of "Calypso Terrine", a combination of minced conch (imported) and octopus, combined with fine herbs and scotch bonnet peppers, and topped with yam crumbs. It
was served with a relish of black beans, roasted corn, and red and green peppers. Quite tasty, but our table's consensus was that it could have used the bit of zing some lemon juice or vinegar would provide.
The main course was a pork tenderloin stuffed with home-dried pineapple and roasted pine-nuts and almonds, on a bed of sauteed red and white onions with sweet potato rösti. This dish was thoroughly enjoyed by all.
The finale didn't quite go as planned as the chocolate which was to have coated the dessert wouldn't melt. However, it turned out that chocolate was not needed (we know - that sounds blasphemous) at all! The dessert,
which consisted of sweet funchi coconut with strips of crepe, with a healthy drizzle of mango passion fruit sauce, was an incredible end to an already delightful gastronomic experience.
We considered this past dinner, having been our third, as the best we've had so far. Considering they only get to practice together once every week or so, we've seen remarkable improvement in the Culinary Team's
efforts, and they should be commended for their hard work.
The Culinary Team is composed of Vernon Martijn (Rum Runners), Sergio Piar, Gonzalo Torres (both of Harbour Village), Anthony Anthony (Plaza Resort), and Martin Bouwmeester (Rendez-Vous). Liz Rijna is the bartender

Yacht Shipwrecked on East Coast Early Monday morning, June 28th, the yacht "Holgazon", which sailed under a Belgian flag, ran aground on the
Bonairean coast just south of Markultura. The single person found on board, a 73 year old man was very weak and had some lesions and cuts that required medical attention. The man's declaration, filed with the
police, tells a story that started in French Guyana three weeks ago.
Out at sea, the Holgazon had problems with her sails and became practically unmanageable, starting to drift, thus passing the island of Trinidad. Due to weather conditions, the Halgazon was not able to enter safe
harbor. Continuing on and reaching Margarita Island, the vessel should have been able to get out of this perilous situation, but according to the captain's story, the authorities refused him entry and he had to
continue his odyssey, ending up on the coast of Bonaire.
As luck would have it, he hit a section without high rocks. The place the Holgazon ran aground is a rather flat, sandy area just south of the Markultura buildings, and is also near the east coast dive site known as
"Baby Beach".
By the time of the shipwreck, the man had had very little else but water to consume for three weeks, and he was reported to be very weak after his rescue.
Cargill Salt was contacted to see if they had equipment with which to remove the vessel and the Harbor Master was also alerted. Latest reports indicate that the vessel was in fact removed, and that the hull was
cracked, but there is still no public information as to the identity of the man on the vessel.

[Bonaire E-News Review: If you enjoyed the original Star Wars trilogy (now known as episodes 4, 5, and 6) you should definitely go and see The Phantom Menace, which blends many of the subtle plot and presentation
twists and effects George Lucas perfected in the initial films. And, just as the first Star Wars movie pushed the envelope of special effects in 1977, The Phantom Menace does it in 1999. In fact, virtually every
second of the entire new movie contains some type of special effect, but integrated so seamlessly that we found it easy to get lost in the story instead of being distracted by the effects. And, as most of the
critters that die in this movie are robots, it's probably a reasonable safe film to take the entire family too. We give this movie 3.5 out of 4 stars.]

- Canada 3000 To Start Bonaire Flight. According to Canadian tour operator Squba Holidays, Canada 3000 Holidays will start offering direct flights from Toronto, Canada to Bonaire on December 20, 1999. The
weekly charter service will fly each Monday during high season (which ends in April), for an expected cost of US$400 roundtrip, with peak dates, like Christmas and New Years, running up to US$550 roundtrip. The
Toronto departure will be early AM, with arrival on Bonaire being around Noon.
The flight will likely stop in Curaçao on one of its legs between Toronto and Bonaire, and there are still a few seats available for Christmas and New Years flights on December 20th and December 27th, respectively.

- AKIB Board & Meeting. AKIB (the Bonaire Business and Industry Association) has announced its new board, as well as the date for their next member meeting. The new board consists of Benito Dirksz as
President, Steve Littman as Vice President, Hugo Leter as Treasurer, Gaby Felix as 2nd Treasurer, and Maria Maduro as Secretary. Two at-large board positions are currently open due to the resignation last week of
Mocky Arends and Rudy Balentien, and filling these slots will be one of the topics of the meeting AKIB has announced for July 7th at 8pm at the Plaza Resort. Other topics of discussion with be AKIB's new office,

- t'Ankertje: Goodbye & Hello. One of the first restaurants we dined at on Bonaire was t'Ankertje (The Little Anchor), located across from the customs pier. Our first meal, combined with the warmth and
congeniality of the owners, Gerben & Elke, was enough to keep us coming back regularly. Well, things are changing - Gerben and Elke have sold the business (and their home) to a couple from Switzerland, and along
with their daughter Michelle, are moving to Spain to start a Bed & Breakfast in the Andalusia region of Spain. The last day t'Ankertje was run by Gerben and Elke was Friday, June 25th, and the restaurant is
reopening under new ownership on Monday, July 5th.Correction: reopening will be July 12th. However, we've been asked to inform everyone that Gerben and Elke may have missed, that there will be a big party at t'Ankertje on Saturday, July 3rd, at 8pm to wish Elke and her family success in their new venture (they leave Bonaire on July 7th!), as well as get to meet the new owners - everyone is invited. And, for those worried that t'Ankertje's great ribs and wings will not be the same without Gerben cooking them, we've been assured these items will continue to stay on the menu. - Lights In Hato Sky. Nighttime drivers, cyclists, and pedestrians in the Hato resort area may have noticed something different on June 29th - lights in the sky above Kaya Gober. N. Debrot! The lights, or more
specifically street lights, are the result of a project funded by BONHATA, Maduro & Curiel's Bank, WEB, and the government. Passersby may notice that the lights are different colors - white for normal street
lighting and a yellow orange (brighter lights too) to mark the entrances to the Sand Dollar, Buddy Dive, Lions Dive, and Capt. Don's Habitat resorts. The official lighting ceremony happens at 6:30pm on Thursday,
July 1st in front of Sand Dollar Grocery. (We weren't aware that there was to be an official lighting ceremony when yesterday, June 30th, we passed by at night and noticed the lights were off. And, what do you do
when the lights are off but supposed to be on? Use the light switch... Oops. At least folks last night got to see where they were going.)
- Blood Bank Needs More Donors. Bonaire's blood bank needs more donors! Anyone wanting to donate blood to replenish Bonaire's blood supply is being asked to please call Hospitaal San Francisco at 8900 x723 and
ask for nurses Mona, Delia, or Ans to arrange for a donation. Blood donors will also get a free medical examination as a thank you for their contribution.
- Aerial Photo Ops. During the first week of July, the TCB is planning to have photographer Julie Morgan taking aerial photographs from Pelican Air's Helicopter. Many of the properties on Bonaire have
expressed an interest n having shots of their facilities, but TCB would like to make sure that no one is missed. Also, private individuals interested in aerial photos of their properties may want to take advantage

- Rebreathers!
High tech diving has made it to Bonaire. Capt. Don's Habitat is now offering semi-closed rebreather training and rental to interested parties. Habitat has two Dräger Dolphins and one DrägerRay semi-closed circuit rebreathers. These units are great for those who really want to get close to underwater critters without scaring them away with bubbles, and as such, excellent for underwater photographers as well as anyone else interested in closer observation of the marine environment. One consideration is that Nitrox certification is a prerequisite, and another is that because of how rebreathers function, divers who depend heavily on lung volume for adjusting their buoyancy will need retraining in this area. Current rebreather owners will be glad to hear that Habitat is now stocking extra 27 cu. ft. aluminum tanks and DiveSorb, which saves quite a bit on having to lug around extra gear to use one's rebreather. - Promenade Problems. Construction of the new Waterfront Promenade is proceeding rapidly and the hope is that it will be completed in time for the Bonaire International Regatta in October. The designers
intended to preserve the ramp areas in the vicinity of the Fishermen's Dock so that small boats could easily be hauled out for repairs. However, something went wrong. There is a drop of about 10 in. (40 cm.) between
the edge of the concrete ramp and the sea bed making it virtually impossible to launch and retrieve boats. Also, the posts installed to provide strong points for hauling out are too close to the shoreline. The
contractor has been advised of these problems and is considering remedies. (Courtesy of Port Call)
- New Sports Center. The new sports center on Kaya Amsterdam was officially opened in a ribbon cutting ceremony on Friday, June 25. The center will offer a wide variety of sports and activities for island kids
and communities once it becomes staffed. The different disciplines offered will be: billiards, checkers, chess, dominoes, tennis, ping pong, volleyball, basketball, badminton, indoor soccer, judo, tae kwon do,
kick-boxing, tae bo, and physical training.
- Millennium Dive Group Needs Input. Rick Newton, of Ricks Dive Center in Arkansas is bringing a group of 112 divers and non-divers to Bonaire for a big Millennium trip and bash. While he already has several
activities planned for his group, he's still looking for ideas and suggestions "to make sure these well traveled divers leave the 1900's with fond memories of Bonaire". Among the planned activities are an
U/W Treasure Hunt, a dive at the stroke of midnight, Millennium Party, Samur Sunset Cruise, and U/W photo classes. Any island businesses or individuals who have suggestions should send them to Rick at mailto:ricks@aristotle.net
- Rotary Gets New Board. Rotary Club Bonaire held its turnover meeting last Friday, June 25th. Outgoing president Maarten Maartensen (Notary's office) is being replaced by Yke Faber (INPO), while Evert Piar
(MCB) is taking the post of vice president, Orphaline Saleh (MCB and possibly future deputy Lt. Governor) is secretary, and Leo Kool (Radio Nederlands) remains as treasurer. The incoming president for the year 2000
will be Larry Gerharts (Bonaire Trading).
- IT Professionals Get Easier Immigration. Information Technology (IT) specialists will be admitted more easily to work on one of the islands of the Netherlands Antilles, according to Netherlands Antillean
Minister of Justice, Ruthsel Martha. The admission system for IT-specialists is made more flexible due to the great demand from the growing branch of business on the islands of the Netherlands Antilles. Martha

- New Venezuelan Consul.
Bonaire has a new Venezuelan Consul General, Mr. Guido Diaz Pena, formerly Venezuelan Consul General in Aruba. The Venezuelan consulate on Bonaire, which offers free Spanish language classes in addition to its normal duties, can be reach at 8275.
- Monthly UW Clean-Up Dive. Coming soon to a Saturday near you is the monthly underwater clean-up dive co-sponsored by Green Submarine and NetTech N.V. The clean-up dive, held the first Saturday of each month,
is where volunteer divers and snorkelers work together to rid the reefs around Bonaire of human-originated trash like beer cans, beer bottles, and other junk. The focus of the dives to date has been the busy Playa
area of the island, where many yachts and fishing vessels are moored, and where many people live along the shore. The next clean-up dive is set for Saturday, July 3rd. Come to the Green Submarine dive shop at Kaya

- Dia di Arte. Mark your calendars for July 4th, which, while it is the U.S.'s Independence Day, is also the day for Bonaire Art. Bonaire's Art Day, held at Wilhelmina Park in Kralendijk from 10am - 10pm, will
feature music, dance, arts, crafts, poetry, and food. Oh, and a well stocked bar, according to the Bonaire Update.
- Gov't Planning Slipway Near BOPEC. The government is looking to install a slipway (boat launching area) near the BOPEC terminal at the northern end of the island to allow residents of Rincon and others to
more easily get boats in and out of the water without having to go all the way to Kralendijk or Playa first. Plans include a covered seating area as well.
- Sugaro on Bonaire. Bonaire's favorite soul band, Sugaro, is returning to Bonaire, and will be playing three nights at Capt. Don's Habitat:

- Dart Tourney at The Dome. Saturday July 17th is the date for The Dome Dart Tourney. The tournament will start at 3pm and continue on until 7pm. Only a limited number of spots are available for the

- Green Submarine Porch Sale. On Saturday, July 31st, the Green Submarine dive ship will be holding a porch sale to sell off used and overstocked new dive equipment. Hours are from 10am to 5pm. Free rum punch
