New Government Announced
This week, the incoming coalition of the UPB and PABOSO parties announced the names of the people it would be installing into the government when the coalition government takes office July 2, 1999. Among the names publicized were those for the island commissioners as well as members of the Island Council (Eilandsraad).

There are three island commissioners, who, in conjunction with the Lt. Governor, make up the Bestuurscollege or BC. The BC runs the island on a day to day basis, which each of the three commissioners managing a specific portfolio of departments, such as tourism, finance, education, etc.

While the coalition government has not publicly defined which portfolios which commissioner will be responsible for, it has designated UPB party leader Ramonsito Booi, UPB member Ginia Cicilia, and PABOSO leader Nochi Willem as the new commissioners. Along with these three, Eveline Cicilia and Ramona Geerman of UPB, and Jona Chirino-Felida of PABOSO have been selected as Secretaries of Portfolio, meaning that they will support the Commissioners of Portfolio. Eveline Cicilia will be secretary to Ginia Cicilia and Geerman to Commissioner Booi. Willem's Secretary will be Chirino Felida. It is widely expected that Booi will be named Commissioner of Tourism & Finance, as he previously served in this position when the UPB party was last in power.

The three commissioners also serve on the Island Council. With the coalition controlling five of the nine seats on the Council, that leaves two more seats for the coalition to fill. The coalition selected Hubert "Ibi" Martis and Eveline Cicilia (both UPB) to fill those two seats.

In an interesting turn of events, the incoming government has also selected Orphaline Saleh to be the Deputy or Assistant Lt. Governor of Bonaire. The Deputy Lt. Governor (called the "Gezaghebber Interino") takes over when the Lt. Governor is off-island, on vacation, ill, or otherwise not able to perform his or her duties. Interestingly enough, while the Lt. Governor is selected by the Queen of the Netherlands, the Bestuurscollege has the right to choose a new Gezaghebber Interino / Deputy Lt. Governor.

Ms. Saleh is the daughter of ex-Lt. Governor Raymundo Saleh, who held this position from 1971-1973, as well as the niece of the current Governor of the Antilles, Jaime Saleh. She has not been politically active prior to this appointment. After she completed her studies she was hired by Maduro & Curiel's Bank in Bonaire as a staff member, and most recently served as the assistant manager. Ms. Saleh has also been an active volunteer in a number of organizations, including the Bonaire Rotary Club. In the opinion of local papers, Ms. Saleh has a good chance to become the first lady Lt. Governor on this island when Richard Hart's term is up.

While there is some speculation that Ms. Saleh is the first woman to hold the position of Deputy Lt. Governor, it should be noted that during the late 1950s, Rose Heitkoning was actually the first woman Deputy Lt. Governor of Bonaire.

Culinary Team Dinner #3 & #4
On Tuesday, June 22nd, we attended the third in a series of Bonaire Culinary Team dinners at the Den Laman restaurant, where we got to play guinea pig for the Team's creative gastronomic experiments. This time the menu consisted of an appetizer of Beef filled Yucca pastry, served with Avocado relish and a pepper & onion relish. The main course was a braised wahoo steak stuffed with cream cheese, tarragon, and thyme, accompanied by pumpkin brunoise and callaloo. The finale was a "Chocolate Pear" - chocolate coated sweet funchi with ginger spice drizzle. While at previous dinners, the culinary team had a couple of days to plan the menu, this time, according to team manager Marcel Nahr, they were under rules similar to those at the culinary competition they will be attending at the end of July - namely receiving a basket of ingredients and have only a matter of hours to create a menu and the dishes themselves.

Considering the high stress such a situation creates, the results were very tasty, albeit with flavors a little mismatched. For example, the chocolate pear was heavenly, but the strongly-flavored ginger drizzle created too harsh a contrast. Similarly, the onion pepper relish overpowered the delightful flavor of the beef-filled pastry.

Each table of diners was given a feedback form to fill out to provide needed suggestions for improvement as well kudos for the hardworking team. Comments like the ones we had show how useful the guinea pigs (us and another 58 or so people) can be in providing good feedback to our culinary team in order to make them stronger competitors in the upcoming contest in Miami so they have a better chance at winning prizes for themselves and for Bonaire.

We're eagerly looking forward to the next dinner so we can see how the team is continue to hone its skills. The next dinner is on Tuesday, June 29th, and the cost for participation is a mere NAFl. 35 for a world-class meal, and all the wine you can drink (and great company). The culinary team is composed of Vernon Martijn (Rum Runners), Sergio Piar, Gonzalo Torres (both of Harbour Village), Anthony Anthony (Plaza Resort), and Martin Bouwmeester (Rendez-Vous). Liz Rijna is the bartender (and a prior gold medalist).

Lora Results Are In
The two-year campaign to raise awareness of the plight of the Bonairean parrot, the Lora, has ended as a qualified success. One hundred students from the SGB surveyed 576 people to measure the effectiveness of the "Save the Lora" campaign.

Based on the results of the survey, 87% of the population of Bonaire was reached by the campaign. A wide majority (64%) answered that the campaign was effective, 17% said it was reasonable and 9% did not like it. That 54% of the people surveyed could name four or more activities of the campaign was itself a measure of success.

Most of the respondents (86%) said they would be concerned if the Bonairean Lora became extinct, and 78% know that it is threatened. While 7% more people now know that there are fewer than 500 Loras free on Bonaire, 44% still think there are a lot more. And 45% of the people surveyed are unaware that it is forbidden to keep a Lora caged. Approximately 65% of the respondents had one or more Loras in a cage. This figure implies that there are thousands of caged Loras on Bonaire. A quarter of the people who own a Lora said they captured it themselves.

Based on the results of the survey, knowledge of Lora extinction has increased a bit among adults, while a far larger proportion (55% vs. 44%) of children are aware that nest robbing is the major threat. (Courtesy of Port Call)

Sugaro Returns to Bonaire
After one long year away, and hundreds of people asking "when are they coming back?!", the band that many have been waiting for will be back on Bonaire in July. Yep. We're talking about Bonaire's favorite soul band, Sugaro.

Sugaro fans will be treated to three performances at Rum Runners/Captain Don's Habitat. The band will kick off their return to Bonaire on July 23rd, follow-up with a poolside BBQ on July 25th, and finish off with there traditional fundraiser/jam session on July 28th. This time around, the fundraiser will be for the benefit of A.T.V. Stanislaus (formerly known as: Pasa Dia Carinho), the organization designed to care for children and adults with mental and/or physical disabilities.

And, once again, Anna Thode & the Foyan Boys will share the poolside stage with Sugaro at the BBQ. This very rare mixture of authentic local music & food combined with the soulful sounds of Sugaro should create an evening to remember.

The specific show times/dates are:

    Friday, July 23rd: Way Too Cool Music - 9pm - 2am
    Sunday, July 25th: Pool Party & BBQ - 5:30pm - ??
    Wednesday, July 28th: Fund Raiser/Jam Session - 9pm - 1am

Bonairean Windsurfers Win
Last week windsurfers from Bonaire took prizes in the International Aruba Hi-Winds Regatta. This year 7 wind sailors from Bonaire competed, but they were joined by 10 "Windsurfer Kids," youngsters too young to compete but who put on a display of windsurfing that enchanted the crowd. Outstanding among the Bonairean entrants were Pieter Zweers who took third place in the Master Class, Tati Frans with a third in Junior and Giovanni Frans with a third in Freestyle Junior. These are outstanding performances because they were competing against the best windsurfers in the world. Bonaire's other competitors also placed well.

Promoters of Bonaire's International Regatta, Byron Tromp and Elvis Martinus, took the opportunity to hype the upcoming October event (October 3rd - 9th). They organized a demonstration of the Windsurfer Kids, Bonaire's 7-12 year old windsurfer champions to come.  Following the demonstration the promoters held a press conference to describe the Regatta events and generated a lot of interest.

[Bonaire E-News Review: If you enjoyed the original Star Wars trilogy (now known as episodes 4, 5, and 6) you should definitely go and see The Phantom Menace, which blends many of the subtle plot and presentation twists and effects George Lucas perfected in the initial films. And, just as the first Star Wars movie pushed the envelope of special effects in 1977, The Phantom Menace does it in 1999. In fact, virtually every second of the entire new movie contains some type of special effect, but integrated so seamlessly that we found it easy to get lost in the story instead of being distracted by the effects. And, as most of the critters that die in this movie are robots, it's probably a reasonable safe film to take the entire family too. We give this movie 3.5 out of 4 stars.]

- Mega Fun Run. On Sunday, June 27th, Mega FM radio is hosting the second annual "Mega Fun Run", a 5km run. The run is for all levels and there are prizes for all age categories. After the run every runner also gets a free drink. Runners have to be in front of the Mega FM studio on Kaya Gob. N. Debrot at 5:30pm this Sunday (the 27th) to register. - AKIB Election Results. Last Thursday, June 17th, AKIB (the Bonaire Business and Industry Association), held its annual general assembly to provide a review of the year gone by, as well as elect new members of the board of directors. Papa Lucia and Ruth van Tilburg opted not to run for reelection, leaving incumbent board members Albert Arends, Benito Dirksz, Maria Maduro, W. Feliz, and S. Balentien to be reelected. Newcomers to the board were Steve Littman and Hugo Leter, both respected businessmen in the community. The story would end here, but as we went to press tonight, we received a FAX from Albert "Mocky" Arends indicating that he had resigned from the AKIB board as a result of the first meeting of the new board of directors, where his position as president was not renewed. Mr. Arends, according to his resignation notice, apparently took this to mean that the board was not satisfied with his performance as AKIB's president during the prior year. It is likely that a new AKIB meeting will now need to be called to elect a replacement board member for the seat Mr. Arends has left vacant.

- Air Jamaica. This coming Saturday, June 26th, marks the date that Bonaire sees the first flight of many direct from Montego Bay, Jamaica via an Air Jamaica Airbus A320. There will be a festive celebration at the airport that day starting at 2:30pm to greet the arrival of the new flight, and all are invited to attend.

- Special Olympics Team. June 21, 1999 marked the second time our island has fielded a team of athletes to participate in the International World Games of the Special Olympics. Thousand of competitors and onlookers are converging on North Carolina this week and next to participate in the games which were first held more than 30 years ago. Bonaire's team of eight athletes and five coaches will do their very best to "bring home the gold". The team is expected back on Monday, July 5th at approximately 4pm, and everyone is invited to attend their homecoming celebration at Flamingo Airport.

- Regatta Notice of Race. The Notice of Race for the 32nd annual Bonaire Regatta is available. Classes this year are  Seagoing yachts, Fishermen yachts, Live-aboard class, Sunfish, Catamarans, Sailboards, Optimists, Lasers, Lelivlet, and Microboats. - "Hello Tourist" Exhibition. The "Hello Tourist" Program, which introduces local school children to the vital tourism industry on Bonaire, has been part of the school curriculum for the last five years. To celebrate this anniversary, there will be an exhibition at the Flamingo International Airport (apparently the airport is THE happening place during the next couple of weeks) on Tuesday, June 29th, from 4 - 5pm. The exhibition consists of art pieces and essays made by the students of the 6th grade as part of the qualifying process to experience hotel stays.

- Monthly UW Clean-Up Dive. Coming soon to a Saturday near you is the monthly underwater clean-up dive cosponsored by Green Submarine and NetTech N.V. The clean-up dive, held the first Saturday of each month, is where volunteer divers and snorkelers work together to rid the reefs around Bonaire of human-originated trash like beer cans, beer bottles, and other junk. The focus of the dives to date has been the busy Playa area of the island, where many yachts and fishing vessels are moored, and where many people live along the shore. The next clean-up dive is set for Saturday, July 3rd. Come to the Green Submarine dive shop at Kaya Playa Lechi 24 (look for the signs on Kaya Gob. N. Debrot just north of town) at 10am. Participating divers will get a free tank of air to use during the clean-up dive, and the event is followed by a pot-luck (i.e. bring some food) BBQ at the dive shop. - Dia di Art. Mark your calendars for July 4th, which, while it is the U.S.'s Independence Day (and our wedding anniversary) is also the day for Bonaire Art. Bonaire's Art Day, held at Wilhelmina Park in Kralendijk from 10am - 10pm, will feature music, dance, arts, crafts, poetry, and food. Oh, and a well stocked bar, according to the Bonaire Update.

- Church Attire. We recently received a letter from members of a local Catholic church here on Bonaire, who asked us to remind our readers, especially those from abroad visiting Bonaire, to keep in mind that church services are a meaningful spiritual experience, and are deeply respected by regular local worshippers. As such, while visitors are more than welcome to take part in church services, they ask that all visitors who do so show the proper respect by wearing proper dress, and that means no shorts, tank tops, halter tops, slippers, or sandals (and, we'd guess, no T-shirts either).

- Movie Baby. Congratulations from the Bonaire E-News staff to Dominique and Hans Roodakker, proud new parents of Sabine Roodakker, a 7 pound girl born to the couple on Saturday, June 19th, in Curaçao. Our readers may know Hans and Dominique as the managers of the Bonaire Twin Cinema. You can FAX your congratulations to them, care of the Cinema, at 8010.

- False Bills. The local paper Extra reports that counterfeit paper money in the form of five, ten, 25, and 50 NAFl. notes are making the rounds. One suggested way to check for authenticity is to verify that any such paper money you receive contains a watermark. Contact your bank for more details on telling the fake stuff apart from the real.

- Less E-News in July. Just as a reminder: in July, the Bonaire E-News editorial staff plans on taking some time off to avoid burn-out. There will therefore be a reduced number of Bonaire E-News issues published in July. At this point, there will not be a July 7th issue, nor a July 15th issue, and we will apprise our readers about which other dates will be skipped. Regular weekly publishing of the E-News will resume in August.
