New Bonaire Newsgroup Many of our readers are frequent users of what has been known as the "Bonaire Newsgroup", which was located at
interKnowledge's Geographia Web site. There were many dozens of messages posted in this discussion group each week. For the last month, this newsgroup has been out of commission, and we were getting increasing
numbers of newsgroup addicts sending us e-mail asking when the newsgroup would come back on-line. No one knows what the answer to that question is, but to alleviate the separation anxiety, we've been at the
keyboard, plugging away, and are proud to announce that we've created a new Bonaire discussion group, called the InfoBonaire Newsgroup.
We believe that the InfoBonaire Newsgroup will offer Bonaire-philes, as well as those interested in learning more about Bonaire for upcoming visits and research, a great venue for finding and exchanging information
about our wonderful island.
The new newsgroup software is quite a bit different than what the former Bonaire Newsgroup used to use, and we feel it's quite a bit better for a number of reasons:
- The software is robust, which means no serious downtime
- You can have unlimited topics and discussions going, in separate areas, making it easier to locate specific information as well as read message threads
- Full search capabilities for one or more words in the whole newsgroup
- Archiving ability so messages never disappear
- E-mail notifications to posters that a reply to their messages has been posted
- Spam-proofing (avoiding the posting of junk mail) via mandatory (but very simple) user registration.
- Registered users can post anonymously if they prefer, but still get the benefit of having e-mail notification of responses
- Active moderation, which allows someone to keep an eye on things in case there are problems
- New message tracking so you can see which messages have been posted since you last checked in
- ...and dozens more features...
The best thing about the newsgroup, however, is that it's free for all to use.

Registration is only necessary if you want to post a new message or a reply.
Bonaire Census he Bonairean Bevolking (Census) office, along with DEZA, the Department of Economic Affairs, recently released a variety of statistics about
people legally living on Bonaire. Of interest is that Bonaire's population now stands at 14,975 people (children and adults) of which 3,829 (or approximately 25%) are not citizens of Bonaire, but merely resident
aliens (as the American term goes). A quarter of these resident aliens is of Dutch nationality, with Dominican and Venezuelan coming in at approximately 17% each of the resident alien population, Colombians and U.S.
citizens coming in next at 9% each, and the remaining 23% being from 40 other countries around the world.
DEZA, which, among other things, approves work permits and provides recommendations on business permits, handed out 1,459 work permits (which included mandatory annual permit renewals) to resident aliens during 1998
for workers employed by 461 different employers and businesses. Note that citizens of the Netherlands Antilles do not need work permits, but all others do.
The work permits issued represent about 10% of Bonaire's population. Of these work permits, 420 (28%) are for people working in the construction industry, followed by 406 (27.8%) for the hotel/restaurant sector. In
terms of nationality, the largest percentage of work permits (25.7%) was issued to Dutch citizens, with people from the Dominican Republic (17.5%), Venezuela (15%), Colombia (11.4%), and Peru (6.9%) making up a
large part of the remainder. All told, permits were issued to 42 different nationalities.
And, if statistics are your thing, the permits where issued to 963 men and 496 women (apparently no one of indeterminate sex applied or was approved). The primary fields of employment for men were construction,
hotel/restaurant, wholesale/retail, and social services (for the Government), while for women it was hotel/restaurant and domestic work.
It will be interesting to see how Bonaire's new government, which takes office in early July, will deal with the current policies on foreign workers on Bonaire, which many businesses seem to feel are overly
restrictive.
Turtle Time Spring is when love is in the air, and apparently it's in the ocean too, especially where turtles are concerned. That's right! It's the start
of turtle breeding season. In fact, the Sea Turtle Club of Bonaire (STCB) reports that tracks indicating an attempted egg laying were spotted recently along the southern part of Bonaire - the first such tracks
spotted this year. Another set of tracks was spotted on Klein Bonaire last week as well.
In preparation for this year's turtle nesting, members of the STCB, the Fundashon Preservashon Klein Bonaire, and some divers from the monthly underwater clean-up co-sponsored by Green Submarine and NetTech gathered
a couple weeks ago to do some above-water cleaning on the eastern shores of Klein Bonaire.
A nearly two mile stretch of prime turtle nesting coastline was cleaned by the 20 volunteers. They collected vast amounts garbage, including the usual plastic bottles, bags, tires and glass. In addition, almost two
dozen wooden pallets (the kind used in conjunction with fork lifts) were removed. All in all, enough garbage was collected to fill up two large containers, kindly provided by Selibon (Bonaire's sanitation company).
STCB expressed its thanks to all the volunteers for their participation, with special thanks going to Dive Inn and Jake Richter for providing the boats necessary for the transport of the volunteers and garbage.
The STCB kindly asks everyone to adhere to the following to help making the upcoming nesting season a prosperous one for the endangered turtles (who are also protected from abuse and slaughter by law):
- Please do not park your car on the beach. Even the smallest patch is a potential nesting site.
- Please do not make campfires or BBQ on the beach. The noise and lights scare the turtles away
- Please do not stay on the beach at No Name after sunset. This beach is the most important nesting beach on Klein Bonaire.
- When observing turtles on the beach, please DO NOT:
- approach the animal
- photograph or film the animal before egg-laying
- use any lights to look at the turtle
- assist hatchlings to the sea
- walk over a track or body pit
- When observing turtles on the beach please DO
- contact the STCB (at 5074) and the Bonaire Marine Park (at 8444)
The STCB also would like to share a few sea turtle facts:
- Sea turtles live long - even older than 100 years
- Sea turtles can swim up to 10,000 kilometers before they lay eggs
- Almost half of the leatherbacks have plastics in their stomach
- The biggest leatherback that was caught weighed 961kg (almost 1 ton)
- A nest of a hawksbill turtle has been excavated with 242 eggs in it
- In 1988 a hawksbill was tagged and released in Florida and caught off the Azores 552 days later
- A turtle was tagged and released at the Canari Islands was caught five months later in Cuba

In related news, Port Call reports that the Public Prosecutor's office announced that the case against the fisherman who was seen at the marine with a captured sea turtle is moving forward through the legal process
and is expected to come to trial in a few months.
New Tourist Guide Coming There's a new Bonaire Tourist Guide in the works, and the publishers are looking to provide a balanced and thorough look at all
things Bonaire. The English-language guide, which is slated to contain over 200 pages, will be published by Verona, Inc., and has been titled "A Taste of Paradise". The publisher, Tino Deschodt, claims it
will contain all the information potential Bonaire visitors will need to know for planning a vacation and staying on Bonaire.
The editorial work on the content, which is being compiled by local pundit Michael Gaynor, is almost finished and facts and figures will continue to be compiled up until the publishing deadline of July 1, 1999. The
finished book will contain hundreds of photographs of Bonaire, taken by many of the island's professional photographers, as well as provide information Bonaire's treasures and culture and history.
One notable difference between this guide and previous attempts by others is that this new guide will contain quite a bit of advertising to help subsidize some of the cost of printing and distributing the guide.
Plans are for 105,000 copies of the guide to be printed for sale via U.S. and European book stores and travel organizers. The price of an individual copy of the guide is expected to be in the US$15-20 range.

Changes at Malmok Washington National Park encompasses almost a third of the surface of Bonaire, and its northernmost point is called Malmok, home of the
so-called Malmok lighthouse. This is the same location at which, on February 26, 1998, the total solar eclipse could be seen on Bonaire, alas for only a scant few seconds. Elsewhere on Bonaire totality was not
complete.
There are plans to place a bronze sculpture at Malmok to commemorate the event. Artist Marjolein Da Fonseca has been commissioned to create this artwork, which will be a sundial, with an "eclipse collar"
hovering over it, depicting the moment the total solar eclipse occurred. There will be several different people shown gazing up at the phenomena. This piece of art is estimated to cost NAFl. 6,000, and sponsors are

Another change at Malmok will be that the lighthouse, known as Ser'I Bentana, will have its name changed in honor of Ricardo Winklar, a lighthouse keeper who died tragically on the night of October 19th, 1954 at the
lighthouse. He lost his life in a huge fire that engulfed the building after it was hit by lightning. His coworker, Papa Coffie, managed to escape. The lightning struck during a heavy storm, causing fire to erupt
under the area the two men occupied during their watch. Papa Coffie insisted both men jump, but Ricardo Winklar refused. Coffie broke both legs in the jump but survived, while Winklar perished in the flames. Winklar
was known as a folkloric singer on the island. The renaming of the lighthouse to honor Ricardo Winklar was announced during the recent Washington Park celebrations by Nolly Oleana, a member of the STINAPA Board of
Directors, and will occur as part of upcoming renovations to the lighthouse.
Tourism & Crime It's been a while since we reported on crime in the Bonaire E-News, but this time we think the news is encouraging. First, we
understand that the crime bill allowing Bonaire to change the way the police operate on the island was recently passed in the Parliament of the Central Government of the Netherlands Antilles, and we hope to be able
to report in greater detail on the local implications of this soon. It has also been reported that the significant number of petition signatures collected on Bonaire in March helped Minister of Justice Rutsel Martha
convince Parliament of the need for such legislation. So, a pat on the back to all who helped by signing and collecting signatures.
Second, one of Bonaire's best known lawyers, Carlene Peterson, sent us a summary of public forum held in Rincon last month at which she and former Netherlands Antilles Prime Minister Minguel Pourier held a discourse
on the topics of the new NAOB sales tax and the impact of crime on tourism. This forum was sponsored by the UPB (Green) political party prior to the elections, and we hope that the key points raised will be
considered when the new coalition government takes office in less than six weeks.
The key points stressed in terms of crime on tourism were:
- Tourism is important to Bonaire's economy
- It is of extreme importance for tourists to feel safe and comfortable
- The government and residents of Bonaire are responsible to help with this
- Programs to educate delinquents about the repercussions of tourist crime
- Social awareness programs for the police
- Easy access to police facilities to file complaints by tourists
- Tourists should be encouraged to file such complaints
- Reminding the public that it needs to be solid and helpful when assisting a victimized tourist
- The public should detest and condemn tourist crimes by never buying stolen goods, and immediately reporting the offer of stolen goods to the police
- Former Prime Minister Pourier also recommended that all criminals - men and women alike - who commit crimes against tourists should get longer and more severe punishments.
- There should be better vigilance at the spots and areas tourists frequent
It was added that tourist crime prevention is highly ranked on the governmental programs of the UPB, and we hope they keep this item highly ranked. The above key points are certainly ones that show some thought, but
they require commitment at the government level to push them through, along with a conscious effort on the part of all members of the Bonairean community.
While petty theft is the only real problem a small percentage of tourists face on Bonaire, it's a problem that needs to be fought to ensure that it doesn't escalate over time.

BonaireLive Global Roaming A few weeks ago, when we published information on BonaireLive's new rate structure for Internet access, we mentioned that
they had told us about a global ISP access programming for traveling BonaireLive customers. Well, we've finally received some details.
The new service is called "Global Roaming", and it allows BonaireLive customers who travel outside Bonaire to use their BonaireLive accounts to connect to the Internet. The Global Roaming feature requires
the installation of a small piece of software which acts as an international dialer, along with the user's roaming username and password. Via the dialer the user selects a local telephone number (for local
connection costs) and then, using the dialer, connects to the Internet as he or she normally would when on Bonaire. This solves an enormous problem that Internet dependent travelers suffer - namely how to check
their e-mail and surf the Internet from the comfort of their own hotel rooms. Of course the service isn't free - there is an hourly fee charged, with the rate varying depending on where in the world you're dialing
in:
Also, for each month the roaming service is used, there is a base roaming fee of NAFl. 10.00. If the roaming feature isn't used during a given month, there is no base roaming fee. There is also a one-time for of
NAFl. 15.00 to cover to cost of the CD-ROM disc containing the international dialer software.
BonaireLive users wanting to use Global Roaming will need to sign up for this service with them in order to be provided with a special roaming user name and password (the same one as used for current BonaireLive

Quick Takes - Maritime Congress - Local Rates. In last week's issue of the Bonaire E-News, we reported on the upcoming Amerigo Vespucci
Maritime Congress starting on May 20th at the Plaza Resort. We've been informed by the organizers that as a service to the Bonairean community, they would offer Bonairean residents access to the Congress at a
special discounted rate. In lieu of the $200 registration fee for off-islanders, Bonairean residents would only need to pay NAFl. 200 for attending the whole three day session. Daily fee would be NAFl. 100, while a
half day attendence is only NAFl. 50. Any Bonairean resident interested in taking advantage of this offer is urged to reserve space as soon as possible. Call 4646 for details.
- Photo Tours Divers - Local Rates. One thing you won't find on the Bonaire E-News Web Site of the Week (above) is a special offer Photo Tours Divers, located at the Caribbean Court Resort, is extending
to all Bonairean residents - all their services, including instruction and diving, at local rates. Bonairean residents pay the numeric amount Photo Tours Divers charges to its visiting customers, but instead of
paying in U.S. dollars, they pay in NAFl. (Antillean guilders). So, for example, open water scuba diving instruction, which is normally US$295, is only NAFl. 295 for Bonairean residents. Proof of residency in the

- Bicycle Races Coming Up. If you have a mountain bike and are looking for a challenge, but not an insane one, there is going to be a "Citizen Fun Race" as part of the big bike racing weekend
that the "Cycle Bonaire" bike shop is sponsoring on May 22nd and 23rd. The Citizen Fun Race is a mountain bike time trial for that takes you on one lap around the same 7.5 kilometer course that the racers
will use for their races in the 3rd Annual Mountain Bike Challenge. (The gonzo racers will do 3 or 4 laps.) Everyone who completes this one lap Fun Race will get a nice laminated certificate with their name and
elapsed time on it. The Citizen Fun Race will commence on Saturday, May 22nd, at 7:30 in the morning. It costs NAFl. 10,- to enter, and you must wear a helmet and it's also recommended that you have

- Who Got Married?
Well, it turns out that on May 14th, it was Marijke Ooms and Rick Buurmans who tied the knot. Marijke is the manager of National Car Rental on Bonaire, while Rick has been working for Consales for the past two years. - Dog Tags. The new 1999 dog tags are in at Eilandsontvanger's (Island Collector's) offices on Kaya J.A. Abraham. All dogs on Bonaire are required to have the new tags, which are NAFl. 5. Port Call
reports that the tags (and NO lines to get them) are also available at the Animal Shelter on Kaminda Lagoen.
- InfoBonaire Advertising. NetTech N.V., the proud parent of the popular InfoBonaire Web site (and the company that pays the editors of the Bonaire E-News so that they can keep writing it), has released
more detailed advertising information for businesses looking to promote their products and services to Web surfers into things Bonaire. The advertising takes the form of banner ads on all InfoBonaire ( http://www.infobonaire.com ) and Bonaire E-News (http://www.BonaireENews.com ) pages. Rates and information on other forms of advertising can be found at http://www.nettech.an/advertising.html . It should be noted that NetTech Web Hosting clients receive a substantial advertising discount.
- Animal Shelter Fair & BBQ. Don't miss the big Bonaire Animal Shelter Fair & Barbecue on Sunday, June 6th, at Wilhelmina Park across from Town Pier. The action starts at 11am and goes until
6pm. There will be a fabulous barbecue, a Wheel of Fortune (NAFl. 2 for 3 numbers), children's games, prizes, beer, soft drinks and a variety of sales items. Tickets for the barbecue are NAFl. 15 and can be
purchased ahead of the event from the Animal Shelter (tel. 4989) or from Barbara van Olphen (tel. 7162). A special event at 3pm will be a "fancy dress" (animal theme costume) contest for children 12 years

- New Telbo Building. The current Telbo (the Bonaire phone company) building, built in 1988, has not been able to meet Bonaire's needs for some time now. So, the latter half of this year will see a
brand new Telbo building. Telbo decided on the new building because the estimated expense of expanding and refitting the current building exceeded the cost of new construction. This means that the current network of
cable will also have to be partially replaced and moved, but it's not expected to cause significant disruption (unlike in 1990, apparently), especially as the brand new phone system being installed later this summer
will demand advance planning and redundant wiring to eliminate downtime. It's interesting to note that over 300 people are currently waiting for telephone connections (including us - we need at least 2-3 more phone
lines to complement the single one we have now for our home and business - and which is constantly busy). Ironically, the "new" phone system installed in 1988 was expected to last Bonaire well into the
next millennium. The new building and phone system will not only bring immediate relief to those waiting for new lines, but is also expected to support Bonaire over a longer term this time around.
- Another ISP. Apparently two ISPs (the larger BonaireLive and the smaller BonaireNet) were not enough for Bonaire, so a third ISP, CurInfo, has made its presence known on Bonaire. CurInfo, an ISP
operated on Curaçao by SETEL, the Curaçaoan phone company is being offered by Communications Systems Bonaire (CSB), located on the second floor of the Les Galeries building. Because we had our paid BonaireNet
account (which we used for occasional testing back-up Internet access) unexpectedly terminated by BonaireNet with no cause given, we immediately signed up with CurInfo for our back-up account.
The CurInfo sign-up process was somewhat bureaucratic - it requires that you be a legal resident or registered business on Bonaire (with written proof required). Once the paperwork was satisfactorily completed, it
took about a week to get our account activated. Pricing is reasonable - about on par with what BonaireLive is charging now, and less than BonaireNet. Speed is also reasonable, with preliminary cursory testing
placing CurInfo Internet speed at somewhere between the much slower BonaireNet (at least based on the last time we had access) and the faster BonaireLive. Since the service has just started up on Bonaire, I suspect
that some of the hassles we went through in getting signed and set up will go away over the next couple of months. Either way, it's always good to have back-up access to the Internet if your business depends on the

- Bonaire Marketing Meeting. The Tourism Corporation Bonaire (TCB) has set the dates for the annual Bonaire Marketing Meeting: September 23rd and 24th. The purpose of the Bonaire Marketing Meeting is to
bring together Bonaire-focused tour operators and travel agents, airlines, and private and public tourism interests from around the world for two days of presentations and discussions on improving Bonaire's tourism
