Contest Winners! After much debate, arguing, and contemplation, a select group of us picked the winners of the Bonaire E-News' "Things You Never Hear
On Bonaire" contest. We did this by compiling a list of all the entries, in chronological order, without names or e-mail addresses of the submitters, in order to make it a reasonably fair judging event (as fair
as you can get when the subject matter is subjective, that is). Even so, we had two double winners, and one triple winner. In any event, it was a difficult judging event, what with 174 entries by 57 entrants, but
we're pleased to share with you the following list of 12 winners, along with one very honorable mention (attributions, prizes, and explanations for the non-savvy can be found footnoted below the list):

Humor Content: Well, first, we don't have any panhandlers/beggars on Bonaire asking for change. Second, many places will round up your change to avoid giving you NAFl pennies (gas stations in particular are well known for this).

for sale... (If you really don't know, Klein Bonaire, while being a kilometer or so off-shore, is also being fought for to ensure that nothing ever gets built on it.)

Bonaire? Heh heh heh. (for our non-U.S. familiar readers, Wal-Mart is a chain of huge huge huge stores offering everything one could possibly want, even including groceries in some cases - the average Wal-Mart is about as large as downtown Kralendijk).

suspect it's the latter, since we know how hard she works. Wins a pair of tickets to a movie of her choice at the Bonaire Twin Cinema - phone 2400. Humor Content: Analysis of this entry shows a high level of stress
and a raving desire for a Dunkin' Donuts or Starbucks. Stress isn't very common here on Bonaire, and nor are Boston Creams (wonderful custard filled confections akin to a hollow donut slathered with chocolate
frosting) nor Dunkin' Donuts or Starbucks. Sorry.

Looking for Witnesses / Accident Update Local reports indicate that the Public Prosecutor's office (similar to the district attorney in U.S. communities)
is looking for more information on the fatal traffic accident which occurred in the early morning hours of May 2nd (see last week's issue of the Bonaire E-News) on Kaya Amsterdam, as well as on the accident that
occurred later that same day on Kaminda Lagoen where a pedestrian was critically injured by a pick-up truck. There are several versions of both accidents doing the rounds on the island, but no official statement has
been released by the authorities.
The Public Prosecutor's office and the police are asking eye witnesses to come forward, and even those who did not actually witness the accidents but did see the specific cars involved are asked to pass whatever
information they have to the police.
In the meantime, the Venezuelan driver involved in the fatal hit and run which took the life of 16 year old Jennifer Celestijn left the island within 20 hours of the accident, with the police's (and allegedly a
judge's) permission, much to the dismay of many members of the community, who question why a person of non-Dutch nationality involved in an accident of this magnitude would be allowed to leave the country at all,
let alone so soon after the incident.
This sudden departure of the driver, who is an Aruban resident, has caused much upset among the local population here on Bonaire. No specifics as to the driver's identity have been released, but the request for more
evidence from the Public Prosecutor's office would seem to indicate there are a number of questions yet to be answered in this horrible accident.
In last week's Bonaire E-News, we mentioned that rumors had been flying about that alcohol was involved in all three of the serious accidents which occurred on or about last week's holiday weekend. Soon after the
article was published, we received a personal note from a high level police official indicating that in none of the three accidents was driving while under the influence an issue, and that statements to the contrary
were pure speculation (which we already admitted could be the case when we indicated they were rumors).
We were further informed that under Antillean law, driving while intoxicated (DWI) is punishable by law, but that proving DWI is difficult given current resources. But, if DWI is proven, the Public Prosecutor has a
much easier time charging drivers with manslaughter or similar criminal act in the event of a vehicular fatality such as the one that took Jennifer Celestijn's life. The Island Government also has recently
instituted a commission to revise the current traffic law, with one major issue to be studied and implemented, in a more modern and efficient manner, being the stronger measures which can and should can be taken
against drunk drivers.
Maritime Congress Next Weekend Bonaire's 2nd Annual International Maritime Congress will be held from May 19-22 at the Plaza Resort. The Congress,
supported by the national and local government as well as international maritime businesses, brings together shipping interests for an update on topics which affect their activities.
This year the seminars and discussions will be conducted for 3 days, beginning with the official opening by Lt. Governor Richard Hart at 10:00AM, Thursday, May 19. A few of the topics on the agenda include:
-A presentation by Damen Shipyards about the construction of the new Antilles Coast Guard Cutter Jaguar.
-A U.S. Coast Guard review of that organization's history and an overview of its activities in the Caribbean region. A cutter will be tied up at the town pier during the conference.
-Professor S. Hengst of the Delft Technical University will discuss the role and importance of shipbuilding.
-The Netherlands Institute of Maritime History will give a talk about the history and current activities of the Royal Netherlands Navy in the Caribbean.
-Dr. Jay Haviser, the well-known American born, Antillean Anthropologist, will tell about the original Indian population of the ABC islands.
-Boi Antoin, local historian, will present the history of salt production on Bonaire.
-Additional topics include yacht architecture innovation, the Amerigo Vespucci submarine cable, marine education, 17th century navigation as well as modern electronic charting.

KLM Charged in Death of Bonairean Lizards Sounds like a fictional headline, doesn't it? Sadly, it's true. Read on.
KLM Airlines is being charged with the unlawful transportation of lizards from the island of Bonaire to Holland last year. Of the 830 lizards transported on the flight in early February 1998, 822 did not survive the
trip.
The NRC Handelsblad, a Dutch newspaper, reports that the Public Prosecutor's office of Haarlem in the Netherlands has stated that the animals were packed too closely together and without sufficient holes for
breathable air to flow in.
After the fatal trip, KLM announced that all transport of live animals from Bonaire, other than dogs and cats, would be halted for an undetermined amount of time.
A KLM spokesman said that the company is not excluding the possibility of charging any fines they incur to their customers who ordered the transport of the lizards, as, according to IATA (International Air Transport
Association) rules, the packaging of cargo is a customer's responsibility, and not the airline's. Dutch law, however, holds KLM responsible for errors in packaging.
Since there was no sticker with "Live Animals" on the packaging, the animals spent more time than necessary making the trip. "That turned out to be fatal for the animals," said a spokesman for the
Algemene Inspectie Dienst (General Department of Inspection), which asked for KLM to be charged.
KLM is scheduled to appear in court this coming Monday and the lizard's exporter has also been issued a subpoena in the matter.
[Editor's note: We heard a rumor about this when it happened last year, but it seemed rather farfetched at the time, but we guess truth is stranger than fiction at times. Apparently the lizards were being harvested
for sale in Holland for scientific use, and at quite a premium at that. Now it's just another business deal that's gone belly up, literally.]
Bicycle Races Coming Up If you have a mountain bike and are looking for a challenge, but not an insane one, there is going to be a "Citizen Fun
Race" as part of the big bike racing weekend that the "Cycle Bonaire" bike shop is sponsoring on May 22nd and 23rd.
The Citizen Fun Race is a mountain bike time trial for that takes you on one lap around the same 7.5 kilometer course that the racers will use for their races in the 3rd Annual Mountain Bike Challenge. (The gonzo
racers will do 3 or 4 laps.)
Everyone who completes this one lap Fun Race will get a nice laminated certificate with their name and elapsed time on it. There will most likely be another Fun Race the first weekend of October, so you can try
it again and see if you can improve your time. Organizers are hoping that this will become a regular feature every May and October.
The Citizen Fun Race will commence on Saturday, May 22nd, at 7:30 in the morning. It costs NAFl. 10,- to enter, and you must wear a helmet and it's also recommended that you have "Slime" (available at

Quick Takes - Maria Britt Celebrates 102nd. Maria Britt, of Noord Salina here on Bonaire, celebrated her 102nd birthday last Thursday, May 6th, at
the Kas di Sosiegu (Home for the Elderly). Mrs. Britt is not the oldest "Nortenjo", however! It turns out that Martha Martijn will celebrate her 104th birthday on July 29th. Local legend has it that the
folks from Noord Salina and from the old kunukus live longer than inhabitants of other neighborhoods on Bonaire. No real research has been performed to support this, but check out these other old Nord Salina old
timers: Petra Nicolaas, 91; Buchi Thode will be 95 next month; and Simon Semeleer, 96.
- Tourism Declines in February. The Tourism Corporation Bonaire reported last week that during February 1999, there was an overall decrease of visitors, relative to the same month last year, of 6.6%. Visitor
counts from the U.S. decreased by 8.9%, the number of European visitors dropped by 14.7%, and traffic from South America increased by 20%. Overall, the Caribbean showed an increase of 4.9% for February. Interesting

- New Government Reviews Tourism. We reported last week that the leaders of the incoming coalition government, Ramonsito Booi (Green Party - UPB) and N.C. Willem (Yellow Party - PABOSO) were in Aruba to meet
with government tourism interests there in the hope of arranging a double-destination for visitors of Aruba and Bonaire. It turns out, while in Aruba, they also met with Interbank, the owners of the defunct Sunset
Beach Hotel to discuss the property's future, and also had discussions with the Aruba Tourist Authorities. Back on Bonaire, meetings were held with the Tourism Corporation Bonaire, Harbor Village Beach Resort, and
Larry Gerharts, a key member of the Bonaire Airlift Committee. This interest in tourism is quite a boon, and hopes are high that something positive will come of these initial exploratory meetings, especially in
light of tourism statistics like those in the previous item.
- False Terrorist Threat Prosecuted. An unusual case was closed when a former member of the Island Council, Roger Gjisbertha, was sentenced to a week in jail, a NAFl. 750 fine and two years probation for
telephoning WEB, Bonaire's electric utility and saying that a group of Venezuelan terrorists had placed a bomb in the power plant. The threat caused great anxiety and disruption of electrical service. Speculation is
that the motive for the call was to put pressure on WEB management during a labor dispute. The judge's sentence was in accordance with the Public Prosecutor's request. (Courtesy of Port Call)
- Fiber Optic Cable from Curaçao. Last week, a fiber optic cable, dubbed "Amerigo Vespucci" for the man who discovered Bonaire for Europe, was "welcomed" on Bonaire by Antillean Minister of
Telecommunications Maurice Adriaans with a small ceremony at Playa Chachacha. The cable, which lies as deep as 2500 meters in some places, is covered by two layers of metal to protect it from strong waves and
storms, and connects Bonaire and Curaçao. The cable should be operational by next Monday, May 17th, and will improve communications with the rest of the world. International calls should be of better quality and
offer less propagation delay, and Bonaire will also have the ability to get better digital communications with Curaçao for services like ISDN and video conferencing.
- Dog Tags. The new 1999 dog tags are in at Eilandsontvanger's (Island Collector's) offices on Kaya J.A. Abraham. All dogs on Bonaire are required to have the new tags, which are NAFl. 5. Port Call reports
that the tags (and lines to get them) are also available at the Animal Shelter on Kaminda Lagoen.
- InfoBonaire Advertising. NetTech N.V., the proud parent of the popular InfoBonaire Web site (and the company that pays the editors of the Bonaire E-News so that they can keep writing it), has released more
detailed advertising information for businesses looking to promote their products and services to Web surfers into things Bonaire. The advertising takes the form of banner ads on all InfoBonaire ( http://www.infobonaire.com ) and Bonaire E-News (http://www.BonaireENews.com ) pages. - Runner Service. A couple weeks ago in these electronic pages, we wrote about the new Small Business Center to help budding entrepreneurs stay in business and be more successful in running their businesses.
At the end of the article, we suggested that one new business we'd like to see would be a Runner service, where we could pay someone a small fee to go and stand in line for us at the Ontvanger's and SVB's offices
where we need to submit monthly paperwork and checks. Well, our words were read. Hours before finishing this week's E-News we received a call from a person interested in starting a Runner service like the one we
described. The gentleman's name is Otmar Martha, and he has a company called OVM. He is offering to handle monthly runs to SVB and the Ontvanger's for NAFl. 25,-, and will also handle daily, weekly, etc. runs for
companies and individuals to pay bills at WEB & Telbo, among others, as well run to the post office to pick up or drop off mail. If anyone is interested in trying out his services, call Otmar at 7805. Just think
about how much your time is worth, and then add up how long it takes to drive to and from these places, and how long you usually have to stand in line...
