E-News Schedule for October As we indicated a few days ago, this issue of the Bonaire E-News is late, thanks to a combination of items, not the least of
which included conflicting deadlines. However, we've finally managed to get this issue put to bed, and it turns out that it's so large that we have had to split it into two separate e-mails (for those of you
received it free via e-mail).
As the delivery of this issue is so close to the scheduled date of the next issue of the Bonaire E-News, we've decided to instead make this current issue cover two weeks, so our next issue after this one will come
out on or around October 13th. Also, because of off-island travel and meetings, there will not be an October 20th issue of the E-News.

New NAOB Tax In Effect October 1st was a rainy and dreary day on Bonaire, the perfect sort of day for a new unpopular tax to start affecting Bonaire. The
tax in question is the Netherlands Antilles Omzetbelasting, alternately known as the NAOB. The NAOB is a sales tax or turnover tax, and unlike a VAT (value-added tax) or traditional sales tax, where only the final
consumer has to pay the tax, the NAOB applies at virtually every level of exchange of products or services, penalizing smaller companies who have to go through middle men to obtain products for resale.
The first version of the NAOB started in March with a 2% tax on many goods and all services. The new NAOB which started October 1st, is 5%, and replaces the previous NAOB. The new 5% NAOB tax covers an even broader
range of goods. Whereas the original NAOB didn't cover imports or food staples, the new NAOB does, for example (bread being the sole exception in terms of staples).
A few weeks ago, thousands of Bonaire residents gathered to protest the threatened new tax, but their voices went unheard when the vote was made on September 22nd. Bonaire's island government has sent a delegation to
Holland to protest the new tax (see related article below), as it adversely affects Bonaire in a much greater way than it does Curaçao, since goods on Bonaire are already more expensive than on Curaçao.
The new NAOB tax was introduced by the Netherlands Antillean Central Government as part of one of the many financial recommendations made in the National Recovery Plan the Central Government commissioned to have
produced. However, the tax was to have gone hand in hand with extreme austerity measures, none of which have occurred or even been debated in Parliament.
Perhaps the only good news in the new NAOB is that the tax does not apply to hotel and apartment rentals. This means that cost to visit Bonaire will not be increasing as much as had been feared. Of course, hotels
have a slightly higher expense as they now have to pay an addition 3% for the goods they purchase (or 5% if they were importing them), and hotel restaurants and dive shops are also still required to charge NAOB, but
as the lodging portion of the average Bonaire tourist's stay is the largest single expense in visiting Bonaire, not having to pay an additional 3% there is welcome relief.

NOTE: The exemptions can be attached to certain conditions.
Remaining Provisions: - There will be a deduction-right of sales tax for manufacturers who export. If a businessperson exclusively exports, a restitution can be granted. - There is an arrangement for
small businessmen (i.e. up to a certain NAFl. volume of business - was NAFl. 30,000 per year in previous NAOB, but not indicated what it is now).
------- The English translation we were provided wasn't great, but we were happy to see that this information was at least available on the day of the tax as opposed to days or weeks later when the first NAOB was
made active.
The import provisions are strange sounding, but in speaking with Rocargo, a receiving agent we at the Bonaire E-News use frequently, we were told that businesses which import goods for resale or goods that are used
in the manufacture of other goods being sold in the Netherlands Antilles can request an exemption of NAOB on all related imports for a set period of time from the Inspector of Import and Excise Duties in Curaçao.
Seeing as this new import tax situation wasn't even made public until the day the tax went into effect, it can be expected that the Inspector will be flooded with exemption requests. Businesses qualifying for
exemptions but who don't get them until after one or more shipments have been received upon which NAOB was paid can petition the Inspector for a refund of paid NAOB import taxes.
Sound confusing? It is. Very confusing, and the direct result of a lack of planning and preparation on the part of the Central Government. It still amazes us that the Central Government can institute a tax, but
provide no specifics on it up until the very day the tax starts.
Hopefully our Bonaire government delegation to Holland will meet with some success and see the NAOB tax revoked, at least for Bonaire.
Bonaire Delegation Visits Holland On Tuesday September 28th, a three man delegation from Bonaire, consisting of Commissioner Ramonsito Booi,
Commissioner Nochi Willem, and the head of government finance, Hubert Martis, left for Holland for several meetings with the Dutch government, including one with Vice Minister Gijs de Vries.
According to a release issued by the Bonairean government, the meeting with Mr. de Vries will cover the following points:
- The Vision for Bonaire as in the report: "Toekomst in Samenwerking" (The Future through Cooperation)
- The agreements with the Dutch Government, dating back to 1992, to implement the "Pourier Report" as the management document for the socio-economic development of Bonaire. The Pourier Report was a study
of the Future of Bonaire dealing with tourism and it recommends keeping Bonaire, clean, pristine, with no fast food franchises, no high rises, controlled growth, environmental awareness, and more. The report
concluded that Bonaire should avoid mass tourism, and instead focus on exclusive tourism, e.g. better hotel rooms, better service, etc. (Pourier is a Bonairean who was the Director at ABN Amro Bank, an economist
specializing in taxes, and he often advises different island governments on financial issues. Pourier went on to found the Curacao PAR (Partido Antiyas Restruktura) Party, and later became prime minister of the
Netherlands Antilles.)
- Implementation by the Central Government of the full National Recovery Plan (see prior article), instead of just the revenue increasing pieces such as the 5% NAOB.
- The Round Table agreement of 1983 regarding the Solidarity Funds (SOAB Report). These are funds Holland has been paying the Netherlands Antilles for distribution to its islands, but Bonaire has never received
any of these funds.
- A direct relationship between Holland and Bonaire in terms of development projects and/or programs.
- Financing for purchase of Klein Bonaire.
The delegation will return on Thursday, October 7th.
Telbo Announces New Numbering After many rumors and delays, Telbo finally announced on October 1st the new telephone number prefix for all
existing four digit Bonairean phone numbers, as part of an upgrade of the Bonairean phone system.
Starting Monday, October 18th, the new prefix will be 717, meaning that if you're calling the Bonaire number 1234, on October 18th, you should dial 717-1234. Callers from outside the Netherlands Antilles will need to
dial their international access code (in the U.S. and Canada, this is 011), the Netherlands Antilles country code, 599, and the new Bonaire phone number. From the above example, someone from the U.S. calling Bonaire
number 1234 would dial 011-599-717-1234. From Holland it would be 00599-717-1234. In other words, the leading 7 in the phone number is technically still the island code.
For calls from Curaçao and other islands in the Netherlands Antilles, callers would dial a zero (0), followed by the Bonaire phone number, e.g. 0-717-1234.
Existing four digit numbers will continue to work for several months, but phone users are asked to start using the new seven digit numbers as soon after October 18th as possible.
Part of the new phone system will be the offering of new services, including caller ID (which can be used to tell who is calling you), as well as the ability to get more phone lines.
Optional conversions for cell phone users to a Bonairean phone number from the existing Curaçao number for cell phones will be detailed later in the year.
Regatta Update The 32nd annual Bonaire International Sailing Regatta is off to a bright start (see http://www.BonaireENews.com/photos/19990930-regatta.jpg ), with at least 116 boats competing, in 17 categories, from 7 countries and islands. The Regatta, which first started 32 years ago as a race for 27 cases of beer between Capt. Don Stewart and Ibo Domacasse runs this week from October 3rd until October 9th, with festivities at the Wilhelmina Park every night, and a closing ceremony on Saturday the 9th. A special "Regatta 2000" party will be held in Rincon on Sunday the 10th. Daily results from the races will be posted at the new Bonaire Regatta Web site at http://www.BonaireRegatta.org . Those interested in the history of the Regatta will find that at the site in all its glorious detail.
In related news, the Bonaire Marine Park has announced that during the Regatta, it will be closing ten dive sites that are in the racing area. The sites are:

- Jerry's Reef
- Ebo's Reef
- Samur's mooring at No Name
- Divi Tree (also known as Divi Divi or Monte Divi)Southwest Corner
- Something Special
- Windsock
- Pink Beach
The Regatta committee has also closed the public yacht moorings in the racing area south of Fishermen's Pier during the day.
Jet Skis on Bonaire Last month a group of visitors learning to dive on Bonaire almost had their vacation spoiled by the unforgettable experience of
watching their dive instructor get decapitated by a jet ski. The jet ski, needless to say, was hurrying. These are exactly the kind of events people hope to avoid when they choose quiet Bonaire rather than one of
the more frenetic resort destinations. They know they will be protected here by the good nature of the people and the force of the law.
The incident occurred off the beach in front of Plaza Resort. The dive class was in about fifteen feet of water. The dive instructor was ascending and his head was within a foot of the ski as it roared past.
Observers got the impression that the operator of the machine was also startled at seeing the divers below. The green and white machine was observed to be operating off a jetty in Belnem. No one responded when a
representative from Plaza Resort went to the front door.
The incident has been reported to the prosecuting attorney. Bonairean law includes vigorous provisions for protecting swimmers and divers from all vessels, and specifically from jet skis. Jet skis must be operated in
blue water only, and the must not come within 200 meters of a mooring. Whenever in shallow waters they must travel dead slow. They may be used in Lagoen, but are prohibited in Lac.
Jet skis are also required to register with the Harbour Master and display an NB number, just as other vessels do. During Regatta Week, both the Harbour Master's office and the Coast Guard will be checking vessels
for NB numbers and proper registration.
All vessels operating in Bonairean waters are legally subject to safety restrictions. Swimming and diving are the main attractions here, and fast moving propellers and hulls are not compatible with human flesh. All
vessels, regardless of type and size, are required to operate primarily in blue water outside the line established by the moorings on the surface and coral and sand on the bottom (defined in the law as 75 meters
from shore). Only smaller vessels may enter within that line, where the strictly enforced limit is 5 knots. No vessel may approach within 50 meters of a boat on a mooring without contacting that vessel and getting
permission.
And, if these specific provisions are not enough, convictions can be obtained under Bonairean law for any action which constitutes operating a vessel in a dangerous way. (Bonaire Marine Park Press Release)
Recap: Bonaire Marketing Meeting The Tourism Corporation Bonaire (TCB) sponsored the annual Bonaire Marketing Meeting over the course of two days on
September 23rd and 24th. The purpose of the meeting was to share TCB's vision for the coming year in marketing strategy, vision, and focus. Attendees primarily represented Bonaire tourism businesses and
international tour operators.
The opening address for the meeting was given by Bonaire's Commissioner of Tourism, Ramonsito Booi. In his speech, Booi emphasized that the Bonairean government sees tourism as the "number one priority
sector", and is actively working on a number of projects designed to improve the Bonaire tourism product. While Booi didn't go into many details, he indicated that among the efforts the government is working on
is getting the Sunset and Esmeralda properties redeveloped and reopened, developing a golf course, pursuing dual destination efforts with Aruba, Curaçao, and possibly Jamaica, among others, improving air lift, and
reducing costs for tourism businesses. For the latter Booi gave one specific example, namely reducing water and energy costs, and at the same time replacing older oil powered power generation equipment with
equipment which uses Bonaire's natural resources, namely the wind and the sun.
Booi also stressed that the Bonairean workers need to see an improvement in their standard of living. Namely, if costs are reduced for resorts and hotels by governmental action, some of those savings need to be used
to improve the lot of those employed by the resorts and hotels.
Booi closed by mentioning that crime was a serious concern, and that the government was taking action to reduce crime on the island before it reached the levels on other Caribbean islands. Booi then asked Lt.
Governor Richard Hart to elaborate on what was being done.
Hart started by saying that times are changing, and it's not possible to return to the Bonaire of 10 years ago, but that Bonaire fares much better than virtually all other Caribbean islands.
Hart indicated that the most common crime on Bonaire is that of petty theft - a "soft" crime - and that many petty thefts are reported at shore diving sites, where divers leave their vehicles in relatively
isolated areas while going for a dive in the ocean. To combat this problem, starting in mid-October, the Bonairean police will be placing police officers at several of sites where the incidence reports of petty
theft have been higher. "You won't see the officers, but they will be there." Hart said. The police will also be patrolling in more remote areas, and there will be more police contact with hotel security.
And, as of October 1st, the Bonaire police will be run under a different set of guidelines based on proven community policing principles (see article later in this issue.)
After Hart's presentation, there was an impromptu song and dance performance by Bonaire's own "Peter, Paul, and Mary." (see lyrics further below).

Next up was a tour operators panel with mixed messages. On one hand some operators insisted that Bonaire should not lose its diving focus by expending resources on non-diving activities, while on the other hand it
was advocated that Bonaire make itself more attractive to honeymooners, those wanting to get married on a Caribbean island, and those interested in a broad range of outdoor activities.
After a lunch break, the conference resumed with a airline panel. Representatives from Air ALM, Air Jamaica, and Air Aruba all gave their presentations on what their airline planned to do with respect to Bonaire
airlift, with commentary from Larry Gerharts of Bonaire Air Services, the aircraft ground support company on Bonaire.
Air ALM, while adding a non-stop flight from Atlanta to Bonaire on Sundays, dropped a bomb when they announced that ALM would no longer fly non-stop from Miami to Bonaire or back. Instead, all Miami traffic would be
routed through Curaçao, with MD-80 one-stop service on Fridays, Saturdays, and Sundays, and a change of planes from Miami to Bonaire during the other four days (involving an MD-80 from Miami to Curaçao and a Dash-8
(50 passengers) from there. The same-plane one stops involve a forty minute wait in Curaçao, while the plane change itineraries involve a one hour and twenty minute layover in Curaçao. Returning from Bonaire gets
more complicated too, as only on Saturdays will there be a direct, one-stop flight via an MD-80 aircraft. All other Miami flights will be on Dash-8s.
The reason given for this schedule change was "consistency". Presently, Air ALM has two non-stop flights a week to Bonaire from Miami - on Wednesdays and Saturdays.
The Air ALM representative indicated that the Wednesday flight averaged around 40% occupancy, while the Saturday flight averaged 82%, causing many in the audience to wonder why ALM would make a flight that was nearly
full all the time now go through Curaçao. There was some speculation that this was a form of revenge by Air ALM against Bonaire's having invited Air Jamaica in with open arms.
The net result of these changes, which go into effect on October 31st, is that while Bonaire gets more non-stop traffic from Atlanta on the weekend, Bonaire looses Miami capacity, to the detriment of Miami-bound
travelers especially, as only 50 people a day (on all days but Saturdays) will get shorter connections (1 hour 20 minutes) in Curaçao, while all others wanting to go to Miami will have to take an earlier flight from
Bonaire to Curaçao and wait in the Hato International airport there for even longer to connect back to Miami. The only benefit of the new schedule is that there will no longer be stops in Port Au Prince, Haiti made
by the Miami flights.
A few other points from the Air ALM representative:
- In August 1999, Air ALM had an on-time arrival time for its fleet of 74%, vs. 64% the same month the year prior.
- Air ALM plans on adding flights to and from Montego Bay as well as either Washington DC or JFK in New York next year.
- Planning an expanded code share agreement with United Air Lines in 2000.
The Air Jamaica panelist expressed how happy Air Jamaica was with its new Bonaire flights, and stated that the government only has to say the word, and a second weekly flight, likely on Wednesdays, would commence.
Air Aruba didn't have much to report other than to state that their merger with Aserca had been completed and they were anxious to get back in to the game.
The remaining presentations of the meeting were focused primarily on a recap of what each TCB regional office and their respective advertising agencies had accomplished in the previous year, and a look towards the
goals of the coming year (namely, increase and improve tourism). There was also a presentation on the role of the Internet with respect to Bonaire (presented by one of the editors of the Bonaire E-News), and the
unveiling of the new Bonaire image campaign and logo. The new campaign, developed by the Cream Marketing and Advertising Agency out of Curaçao, is based on the concept of "Pure": Pure Bonaire, Pure
Romance, Pure Water, Pure Experience, Pure Tastes, etc. A unified travel planner will be available at trade shows and via mail fulfillment from the various regional offices by the end of the year.
A slight complication during the second day of presentations arose when the power went out for several hours.
Outside of that, the two day marketing meeting was quite interesting and inspiring, as it felt that Bonaire was finally starting to develop a real, consolidated marketing strategy, and participants were cognizant of
both the hurdles and the successes along the way. However, to us it was most encouraging to see the Bonairean government finally as an active participant in tourism (something which had not been the case with the
previous administration).
Tene Boneiru Limpi It's time to roll up your sleeves, get your water bottles filled to avoid dehydration, and start collecting trash. That's
because the weekend of October 15th through the 17th is the annual Ban Hasi Boneiru Limpi (Let's Clean Up Bonaire) weekend, when hundreds, if not thousands, of volunteers clean up Bonaire's land, shore lines, and
reefs of trash that has accumulated as the result of wave action (for shore trash), mishaps, and occasional ignorance. The island action is part of the international "Clean Up The World" campaign and the
"International Coastal Cleanup".
This year the Bonaire clean up action will be one month later than the international events. There are several reasons for the delay, according to Elsmarie Beukenboom, president of Fundashon Tene Boneiru Limpi.
"This year Her Majesty Queen Beatrix will be visiting Bonaire in November, so we want to be sure we look our best for her. This year the clean up will come after Regatta so we can make sure to get all the
sushi (Papiamentu for 'trash')".
"Also every year the clean up action was at the same time as the TCB marketing meetings, which made life difficult for many of us. So this year we decided to delay the clean up for one month and are hoping that
the weather in mid October will not be as hot as September usually is," she added.
This is the sixth year for Bonaire's participation in the international "Clean Up the World" event. In previous years, more than 25% of the population of Bonaire joined the action along with millions of
people in 110 countries around the world. Last year more that 3300 large bags were filled with trash.
This year, the Fundashon Tene Boneiru Limpi will be giving away five mountain bikes to participants in the clean-up. Each bag of trash collected will entitle the person who collected that bag to one raffle ticket, so
the more garbage collected, the more chances a person gets to win a mountain bike. The tickets for each day must be turned in between 3-6pm that day in order to be eligible for the drawing.
Tene Boneiru Limpi requests all companies and organizations to register for the clean-up activity. Individuals who can not join a work or organization cleanup can come to one of two public cleanup locations. The first is on Kaya Korona across from Eastern Store and the second is at the Rose Inn in Rincon.
There will also be an organized beach and underwater cleanup in conjunction with the International Coastal Cleanup and the Sea Turtle Club of Bonaire will coordinate this effort. This effort includes cataloging the
trash picked up for reporting to the Center for Marine Conservation in Washington DC. Those interested in helping with the coastal clean-up should contact Imre Esser at 5074 or e-mail mailto:imreaida@bonairelive.com .

Bonaire Policing News
October 1st, rain, taxes and all, also marked a very important day in the history of policing on Bonaire. In addition to being the 50th anniversary of the Netherlands Antillean police force, it was the day mandated
by parliament as the start of the new system of island-specific policing practices. On Bonaire, that meant the start of the Community Policing concept common in many other areas around the world.
As part of the transition to community policing, the Bonaire Police Corps will be moving police officers out of the office onto the streets, and replacing those open desk jobs with non-police administrative staff.
Furthermore, while now there are a large number of specializations in the force - traffic officers, detectives, etc., and each with specific limitations on what they can and cannot do, the new police force structure
will allow any police officer to take a report and do basic investigation. There will still be forensic specialists and detectives, but the "ordinary" officer will no longer be hobbled by having to wait
for yet another type of officer to come and assist. This should improve time to action, responsiveness, and efficiency greatly.
Also, with patrols on the increase as a result of the new system, the island has been divided into three precincts. The first is the Playa precinct, and it covers the western part of the island from Kaya Amsterdam
down to Belnem. The second is the Rincon precinct which covers the northern part of the island down to Kaya Amsterdam (including many of the resorts in the Hato area). The third precinct, which was formally opened
on October 1st, is based in Amboina, and it will cover Amboina and Nikoboko, for the most part (see pictures from the unveiling at http://www.BonaireENews.com/19990930-Police-Station.html ). The new police substation will operate from 8am to midnight, initially, and has three police vehicles and a handful of officers staffing the station.
Finally, as mentioned in an earlier article, the police will be staking out several high incident petty theft dive sites starting in the next few weeks. And Lt. Governor Hart has also indicated that the government
plans on installing surveillance camera boxes at many sites.
All these changes are very encouraging, and it's nice to see the efforts of those sending petitions to change the Netherlands Antillean police laws come to fruition.
We should note in closing that the Bonaire Police Corps has a number of openings for both trained police officers from the Antilles, Holland, and other Caribbean islands, as well as vacancies to be filled in
administration of the police force. Call 8000 for details.
Hoax E-Mail with Trojan Horse Virus
A "Trojan Horse" virus is being distributed via an e-mail which appears to originate with Microsoft Corporation's support department. That e-mail is a hoax, designed to lure unsuspecting computer users into
running the attached program, which in turn produces a fake error message while installing itself to monitor the user's computer for user IDs and passwords, which will theoretically be passed on to the developer of
the virus.
The message is sent from "support@microsoft.com", and reads:
"To All Microsoft Users, we are excited to announce Microsoft Year 2000 Counter. Start the countdown NOW. Let us all get in the 21 Century. Let us lead the way to the future and we will get YOU there
FASTER and SAFER. Thank you, Microsoft Corporation."
According to computer industry publication, InfoWorld, Microsoft is warning its customers to disregard and delete any e-mails that appear to come from "support@microsoft.com". The attachment is called
Y2KCOUNT.EXE.

Mooring Fees Effective November 1, yachts arriving on Bonaire will no longer have to play "musical moorings" when they make landfall. On
that date, the Harbour Village Marina will begin managing the 40 visiting yacht moorings owned by the Bonaire Marine Park. Moorings will be assigned by the Marina and can be arranged in advance by VHF. Arriving
vessels will proceed to the arrival dock at the Marina, clear the port authority, customs and immigration there, be given information on the Marine Park regulations, then proceed to their designated mooring.
Any vessel now using a mooring and intending to stay past November 1st should contact the Marina by October 21st to secure their spot.
The mooring fee will be NAFl. 10,- (US$5.40) per vessel per night for vessels 18 meters (60') or shorter), and NAFl. 15,- for boats over 18 meters. NAFl. 10,- is what other land-based visitors to Bonaire pay, per
person, per night, as a room tax added to their hotel bill.
Under its contract with STINAPA, Harbour Village Marina will also be responsible for maintaining the moorings, New mooring lines should be installed before November 1, and the Marina says it intends to replace the
PVC spars with something more suitable. As in the past, no liability for loss or damage will be assumed by STINAPA or the Marina. Captains will be responsible for checking the mooring lines to make sure their boat
is secure. They are also responsible for leaving the mooring during adverse weather conditions, such as the heavy wave action caused by the recent westerly.
When approving the mooring fees, the Island Government also banned, effective November 1st, all anchoring in the Bay of Kralendijk, so visiting yachts will either have to rent a mooring or tie to a dock in one of the
marinas. The only exceptions to the new law will be boats under three meters in length using a stone anchor, and larger vessels having special advance authorizations, in writing, from the Harbour Master. (From a

Quick Takes
- Dolphin Pods. As some of our readers may know, our office and home sits at the waters edge in the Hato portion of Bonaire. From time to time, as we gaze out across the waters we see interesting things.
Frequently it's a yacht passing by, a dive boat tying up to the Small Wall mooring, a boat tying up to our private mooring (we remind those folks that this is a no-no without our permission), and even more
rarely, some interesting forms of aquatic life. Recently we've had frequent sightings of pods of dolphins. When we see these cetaceans frolicking in our proverbial backyard, we're prone to getting wistful, envying
them their playtime in the water under the sun while we work our butts off behind our computers. So, a couple of weeks ago, when we saw a large pod staying in much the same area for a half hour, we just couldn't
take it anymore. So, we drove to the marina, hopped in our boat, found the dolphins after about 30 minutes of searching, and then enjoyed their company for the next half hour as they leapt out of the water, raced
our hull, and generally enjoyed themselves. This pod of 30+ spinner dolphins was the first wild dolphins our children had ever seen, and that alone made it a worthwhile excuse to get away from our work for a while.

- Another Wind Reversal. The rains on October 1st came along as part of another strong wind reversal, the third strong one in less than two weeks. However, as it occurred during the day, boat captains saw the
storm clouds accompanying the wind reversal coming at Bonaire from the wrong direction and left their moorings for the temporary new lee of Klein Bonaire. The rains were quite strong leaving large puddles (see http://www.BonaireENews.com/photos/19990930-rainrain.jpg for an example of one of these puddles) in areas of poor drainage. By mid-afternoon
the storm was gone, leaving Bonaire well watered, but none the worse for wear.
- Torres Auto Supplies Car Rally. On Sunday, October 31st, Torres Auto Supply (operators of Mitsubishi Motors on Kaya International) will be holding a car rally. The rally will start at the stadium and end at
Torres Auto Supply, where those completing the rally will enjoy a BBQ and a peek at (and possibly a test drive of) the new eBike - a bicycle combined with an electric motor and rechargeable battery. All types of

- Air ALM Privatization?
Next year's Netherlands Antilles Central Government budget indicates that as of July 1, 2000, ALM, Antilles Airlines, will be privatized. Details on the process of privatization and the consequences for personnel were not made available. All subsidies to ALM will be cancelled after that date. Air ALM will get only NAFl. 2.5 million for the year 2000 instead of the current NAFl. 5 million. There will be no subsidy for 2001. Privatization will be an interesting step for ALM if it survives long enough to get there, as it has the highest number of employees per passenger seat of any airline in the world, and that's not just a sign of good customer service - it's a sign of waste and excessive expenditures. In order for anyone to be willing to help take Air ALM private, current labor union contracts and supportive laws would need extensive revision, and with the current government not appearing interested in doing anything to upset the labor unions, it appears unlikely this will happen. The only other possibility would be for Air ALM to declare bankruptcy and then for some other investor to come in to pick up just the pieces it wanted to build a new Netherlands Antillean airline. - Hurricane Tips from Brandweer. While Bonaire is outside the so-called "Hurricane Belt", it doesn't hurt to be prepared. The Brandweer (Fire Department) has a folder available with important
information regarding the hurricane season, the specific dangers of hurricanes, the difference between a hurricane watch and hurricane warning, and the plan of action to undertake when a hurricane warning is out so
you can prepare the inside and outside your home. The folder is available at the Fire Department's airport office or you can call 8580 or 7729 for more information.
- Air ALM Pilot Spat With Bonaire ATC. In the Tuesday, September 28, 1999 edition of the Extra newspaper, the front cover proclaimed Air ALM pilots that flew the morning's first flight (LM 800 - 7am) are fed
up with Bonaire's Flamingo Airport's air traffic control tower. They claim that no one was in the tower, and the Dash-8 had to circle the airport before it could land. This was not the first time this has
apparently happened and the plane's captain asked the air traffic controller why this problem arises "just when this specific controller is on duty". The controller did not wish to continue the
conversation over the radio and invited the captain into the tower. Upon returning to Curaçao the plane's captain informed Air Traffic Control of the recurring incident. (Okay, so it sounds like a soap opera, but we
were amused, so here it is.)
- Ol' Blue Now a Beach, Of Sorts. Bonaire has a new beach. The sand that was dumped in huge piles at Tolo near the Ol' Blue dive site was spread early last week. Supporters of the beach, which is for the use
of island residents as well as tourists, say the beach is an asset to the island and is placed high enough to prevent it from affecting the reef. Others, including the Bonaire Marine Park, say that eventually the
sand will be blown or washed away and may cover the coral. (Courtesy of Port Call)
- TWR Towers Being Replaced. On a clear night, Bonaire's southern sky may appear dotted with an odd vertical series of red lights. Well, those red lights belong to the five tower broadcast antenna array
operated by Trans World Radio (TWR) near Punt Vierkant. TWR is in the process of replacing the existing five 500' transmitter towers with four new 500' towers in a new antenna array configuration, over the course of
the next two months. Why? Because the present antenna array is about 35 years old, and while it works, it's definitely time to replace it. The new antenna array will have a higher gain, and combined with a new
transmitter that is coming in, will be able to broadcast a stronger signal. The new transmitter is also entirely transistor based, making it more cost effective to maintain, as well as a lot less expensive to
operate, especially since its power consumption is a fraction of that of the old transmitter.
- Capt. Don's Doings. We are often asked about Captain Don and what is he up to. These days Captain Don, the father of Bonaire's diving industry, is beautifying the island. His small group, Island Growers, is
responsible for several outstanding landscaping projects which make use of native plants and require minimal maintenance. Check out the gardens at the entrance to the new Youth Center (north of the phone company)
and the entrance to the posh Sabadeco development. If you want to get a glimpse of the real Captain Don and experience the days when sex was safe and diving dangerous, sit in on his free Tuesday night slide show at,

- Root Awakenings. During Regatta, on October 6th at the Wilhelmina Plein, be sure to catch the performance of Root Awakenings, a U.S. based Reggae band doing its first Caribbean mini-tour. A member of the
band, Cedric, is from Bonaire, and used to be a dive master at Habitat in the 80's. They take the stage at 10:30pm Wednesday night (Thanks to Michelle Moebius for the background!)
- Harbour Village Revises Dining. We've been informed that Harbour Village Beach Resort has updated the menus at all four of its restaurants: Admiral's Tavern, Compadres, Kasa Coral, and La Balandra, and is
now also offering a two hour happy hour at the Admiral's Tavern and Captain Wooks, featuring beers starting at NAFl. 2.50. For more information call 7500.
- Animal Shelter Reminder. The Bonaire Animal Shelter would like to remind all existing and potential pet owners on Bonaire (and elsewhere, for that matter) to follow a few basic rules: 1) Don't take in more
pets than you can financially afford to care for - it's better to have one dog or cat well treated than several mistreated; 2) Pay the annual dog license fee required by law; 3) Make sure to neuter female dogs that
are five months or older, otherwise they will be able to have their first litter a mere two months later, and your dog will be continually bothered by male dogs in the neighborhood (as will you); 4) Have your
animals checked regularly by the veterinarian (phone 4255), especially for worms and other parasites, to ensure your pets stay healthy; and 5) Provide shelter for your animals so that they can avoid exposure to sun

- Clean-Up Dive Uncovers More Than Trash. We've just learned that the most recent monthly underwater clean-up turned up more than just trash when suspicious looking parcels found during the dive were turned
into police and determined to be narcotics. No further information was made available.
- BONHATA Gala. The 3rd Annual Presidential BONHATA Dinner and Charity Gala will be held on the Freewinds on Sunday, October 31st. There are less than 100 tickets left for this exclusive event. Tickets
