New NAOB Tax Passed Despite vocal and visible protests by Bonairean residents, businesses, organizations, and government, the Parliament of the Netherlands
Antilles voted through the much disputed increase in the NAOB (Netherlands Antilles Omzetbelasting - sales tax) from 2% to 5%.
The vote came at 3am on September 22nd, during a marathon Parliamentary session, and passed 12 in favor, 9 against. Shockingly, two of the votes in favor of the new tax came from two of Bonaire's three
parliamentarians, Jopie Abraham and Edith Strauss-Marcera (both of whom are part of the PDB (Red) Party of Bonaire). Had these two voted against the increase it would not have passed (10 in favor, 11 against). It's
not clear what motivated them to vote in this fashion, seeing as huge part of the Bonairean populace, the entire Bonairean business community, and the Bonairean island government were against the tax increase.
However that may be, though, the tax is now a reality.
The new NAOB tax will apply to all goods and services sold in the Netherlands Antilles, with only a handful of exceptions. Only utilities - electricity, water, and gas, public transportation, and bread will not be
subject to the 5% sales tax. Everything else, including the flour used to make the exempt bread will be taxed. Further compounding the effect of the tax is that it applies at every point goods and services change
hands in the Antilles. That means that a restaurant, for example, has to pay the 5% on all supplies it buys locally, and then has to charge 5% on the finished food it sells. If one of the restaurant's suppliers buys
from another local wholesaler, the supplier has to pay 5% on his purchases. This turns the 5% sales tax into something much larger and costly.
This cascading taxation is likely to cause a lot of businesses to start importing goods from outside the Antilles, as imports are not liable for the tax. And this will hurt the local wholesalers.
While not completely confirmed at press time, it appears very likely that the increased and more broadly applied 5% NAOB will come into effect on October 1st, just over a week after Parliament passed the legislation.
It's expected that many companies will see a sudden artificial boost in their logged end of September sales as a result of wanting to avoid penalizing their customers with additional taxes by using invoice dates
prior to the tax increase. However, since the current 2% NAOB is active, all such businesses will need to pay sales tax on all their sales in September by October 15th, so the last hurrah won't last more than a
couple of weeks.
One statement we heard but could not confirm through the government was that there was a passed motion in Parliament to return 75% of the 3% increase in the NAOB back to the island on which the tax revenue
originated, meaning that out of every 5 cents raised in NAOB taxes on Bonaire, 2.25 would be returned to Bonaire. However, as best as we can ascertain, the motion has not become part of the new tax law, and even if
it were, the Central Government has so far not been able to pay any of the money that is due to Bonaire for a variety of items. That would lead us to believe that Bonaire would not see any money from the new NAOB,
even if this rumor about the 75% rebate is true.
There have been whispered hints about actions Bonaire might take to fight the tax increase, but so far nothing concrete has materialized. We will keep our readers posted on developments in this area.
As a closing footnote, it appears that the new NAOB tax may have been a serious contributing factor to the closing of Peter's Playa Market on Kaya Gob. N. Debrot. The market closed its doors last week, citing
spiraling costs of doing business. It's a real shame because Peter's Playa was the one place you could count on to always be open when you needed some supplies - on Sundays, holidays, later at night, and early in
the morning. We'll miss it.
International Coastal Clean-up Day The Center for Marine Conservation's International Coastal Clean-up Day was Saturday, September 17th. In the past,
Bonaire had scheduled an island wide cleanup project for the same weekend, including land, shore, and underwater clean-up efforts. However, this year the island wide clean-up has been scheduled to occur one month
later, on October 16th and 17th, partly to help gauge the polluting impact of the Bonaire International Regatta week, which ends October 9th.
Being into underwater clean-ups, the Bonaire Dive Club decided to participate in the International Clean-up Day on their own made the Town Pier their project for the day. All 24 clean-up volunteers gave their best
during the clean-up dive, collecting a huge garbage container of underwater trash. All the participants were shocked by the amount of really 'fresh' trash under the Venezuelan boats at the Town Pier! About 30 beer
cans did not even have sand in them, and there were similar numbers of condensed milk cans (used as a cream substitute in coffee), Venezuelan newspapers, and lots of local items as well.
Just a few numbers: the Bonaire Dive Club volunteers picked up 210 bottles, 55 tires (many quite new), 14 shoes, 22 metal bars, 123 beer cans and a half full can of paint with the brush still in it. They left many
car batteries because they need to be picked up with special tools and care.
(Editor's Note: The harbor of Kralendijk has always been a dumping ground for random trash from beer cans to car engine blocks. A lot of this material has become part of the reef. The coral has grown up and around
what it cannot grow on easily. This old trash is not removed. The problem in the harbor is too much new trash. Based on what was pulled up from the Town Pier at least 6 tires had not been under water more than a
month - completely free of algal growth. The Bonaire Dive Club and other concerned Bonairean residents are trying to find a way to make the dumping of trash in the Bonaire Marine Park, which includes the Playa area
and the Town Pier, punishable by law, with stiff fines as the penalty. Some laws to this effect already exist, but they apparently need to be revised, and then, even more importantly, enforced.)
A long rope with a weight and carabiner was used to hoist the collection bags and tires out of the water and onto the pier. Usually two strong people could manage one bag or tire, yet 6 people were needed to lift the
largest truck tire out of the water. About a half dozen divers used two tanks of air and spent over an hour and a half underwater.
The exact numbers and type of items collected are tallied and the information sent to the Center of Marine Conservation for their annual reports of marine pollution. The Monthly Underwater Clean-up dives also report
this information to the CMC.

The apparent good news on the underwater garbage front is that the efforts of the Monthly Underwater Clean-up dives have been paying off. Several local dive operators also participated in doing clean-up dives of
their own on the International Coastal Clean-up day, and those working in the areas the Monthly Clean-up divers had already cleaned (mostly from the Fisherman's Pier northward to the Harbour Village Marina's
entrance) were not able to locate much trash.
The next Monthly Underwater Clean-up dive, sponsored by Green Submarine and NetTech, is scheduled for Saturday, October 2nd, and will also be held at the Town Pier. Although a vast amount of garbage was collected,
large amounts of new trash still remain, never mind countless yard of fishing line. And, as the main reason for clean-up dives is to remove new trash before it can becomes old trash, so off to the Town Pier it is.
Divers wanting to participate in the clean-up dive on October 2nd should come to the Green Submarine dive shop at Kaya Playa Lechi 24 (look for the signs on Kaya Gob. N. Debrot just north of town) at 10am that day.
Participating divers will get a free tank of air to use during the clean-up dive, and the event is followed by a pot-luck (i.e. bring some food) BBQ at the dive shop. For more details or to RSVP for a tank, call

Bonaire Cessna Pilot Survives Emergency Landing at Sea On Thursday, September 16th, Richard Burger, an employee of WEB, the local utility company, flew
his four seater Cessna 172 single engine aircraft from Bonaire to Curaçao in what was usually a routine flight for Burger. Burger has a commercial license and chalks up frequent flight hours.
Reaching Klein Curaçao the engine started to show problems and then stopped altogether. Burger radioed his situation to the control tower at Hato Airport in Curaçao and made an emergency landing at sea. Burger's
plane was equipped with a small life raft which he was able to inflate and get into before the plane sunk below the waves.
At about the same time, the Bonaire-Curaçao air ambulance belonging to Professional Air Services was ready for a routine take-off when the pilot/owner, Adri Dall, heard the emergency call. Dall decided to take a
sweep over Burger's position which was about 3 miles south of Klein Curaçao. Making three low passes he assessed the downed pilot's situation. Burger waved, but he was drifting along at a fast pace. Dall radioed
this information into both the Curaçao and Bonaire control towers.
Soon after, a coast guard helicopter picked Burger up out of the sea. He was transported to the hospital in Curaçao for medical observation although he made it through this ordeal practically unscathed. Adri Dall's
immediate action certainly contributed to Richard Burger's fast and successful rescue.
Venezuela Coming Down Heavy on Drug Traffic Last week the Venezuelan daily "El Universal" published a bulletin informing the public that the
Venezuelan authorities are starting a heavy crackdown on drug trafficking in the Los Roques and Isla Las Aves area, just east of Bonaire. Yachts or fishing boats must expect strict check points during the coming
several weeks.
Los Roques is a national park and it is much visited by tourists. However, there are also a considerable amount of illegals living there, some have been there for as long as 20 years. A census will be held to
ferret out these illegal residents and a database will be created to keep track of crafts that moor there, including information on their owners and the amount of time spent and the frequency of their visits. The
Venezuelan Guardia Nacional assigned to Los Roques has indicated they are focusing their attention on low flying aircraft that make drops at night around the islands, after which sea craft come in for the pickup.

Nest Attempt by Green Turtle on Bonaire A green turtle (Chelonia mydas), attempted to make a nest this past week on Bonaire. The last time an attempt by
a green turtle was recorded on Bonaire was before 1993.
Green turtles have not nested on Bonaire for the past six years for three reasons. The first is the continuing illegal capture of green turtles, also called Turtuga Blanku.
Another reason is that green turtles need a large nesting beach, but in past years many of the nesting beaches on Bonaire have disappeared due to extensive sand mining, such as what has occurred at Playa Grandi and
Boca Washikemba.
Lastly, the green turtle population on the east coast has been effected by Fibropapilloma, a cancer that is deadly and has resulted in a number of reported victims among the green turtles.
Sea Turtle Club Bonaire (STCB) president Imre Esser states that the efforts of the nature conservation organizations which are involved with the protection of nature in the sea and along the coastlines are headed in
the right direction. Esser explains, "The green turtle is a part of nature and the culture of Bonaire. The return of a mature green turtle is a sign that STCB, STINAPA, the Bonaire Marine Park and the
citizens of Bonaire are doing the right thing. Congratulations to all of them, but although we are headed in the right direction, we are not by far finished in our efforts to protect the sea turtles."
Bonaire can now count three nesting sea turtles: The Hawksbill (Turtuga Karet), the Loggerhead (Turtuga Kawana) and now, the Green Turtle.
The female green turtle sighted by STCB-volunteers on the Bonaire main-island has been named Erica. This a way of thanking Eric Newton, Bonaire's former nature conservation officer, for the things he did for
Bonaire's sea turtles.

It should be noted that Bonaire Lagoen Hill has adopted Erica, as part of the STCB's "Adopt A Turtle" progam, in which a company or an individual has the opportunity to adopt a sea turtle for one year in
exchange for an "adoption" fee. This monetary contribution entitles the adopter to use the STCB-logo for their letterheads, showing they are supporting work done by the conservation organization. And, the
STCB will inform the adopters of the activities of their adopted sea turtle.

More To Help Local Fishermen by George DeSalvo of Port Call
The crews of Bonaire's visiting yachts are going to return the favors and help given them over the years by Bonaire's fishermen. All this week they will be donating money and spare equipment to needy fishermen whose
boats were damaged or destroyed in last week's southwesterly swell and wind reversal. Fortunately the yachts suffered only very minor damage.
The start of the campaign began Monday, September 20th at the Pot Luck Dinner at the Harbour Village Marina. Yachtsmen were asked to donate what they can afford plus any spare gear like rope and paint. The idea
originated with the crew of the yacht Suething, George and Sue. They called Port Call News for help in locating needy fishermen. Extra, the local Papiamentu language daily newspaper,
printed the fact that the yachtsmen were offering to help repair some damaged boats. Numerous fishermen have already contacted Port Call requesting aid.
The Harbour Village Marina offered to provide storage for the donated boat gear until it can be distributed.

The assistance fishermen have given visiting yachts cannot be overstated, There have been numerable incidents where boats were saved from serious damage because of brave deeds by the locals to say nothing of the help
they offer on a daily basis.
Our favorite story happened a few years ago. An older American couple who had recently arrived from the American Virgin Islands were double anchored at the north end of the harbor during a severe wind reversal.
They tried to raise their anchors to get away. Somehow they fouled one of the anchor lines in their propeller. Helpless to maneuver, they were being irresistibly driven onto the rocks and seawall. Suddenly they
spotted 2 men swimming toward them. Because of their Virgin Island's experience they were sure those guys would take advantage of their precarious situation and rob them.
Instead the men dove under their boat, freed the anchors, untangled the line from the propeller, jumped aboard and helped power the boat clear into deep water.
Then abruptly they dove overboard and swam back to shore without even mentioning their names. It took the American couple days to find out who the fishermen were and to thank them properly.

fishermen deemed most needy of assistance by their fellow fishermen are back fishing again. One has been helped with a replacement row boat, while the other is having repairs to his badly damaged vessel paid for by

wondering whether sex was the best solution to problems caused by sex in the first place. In any event, this movie is for mature audiences only - don't take your children.]

- New Management Bonaire Caribbean Club. Anton van Heetkamp, proprietor of the dormant Sunset Beach Dive Center, now manages the Bonaire Caribbean Club (as of Sept. 1, 1999). The hotel is open for lunch and
has a "happy hour" every afternoon - 5 to 7pm, with snacks at the bar. On Fridays they serve a Brazilian style BBQ, with 4 kinds of meats churrasco style, 4 types of sauces and salad for $15. The Bonaire

- Bonaire Management Group. The Governing Agreement, published after elections held earlier this year, emphasized that the island's economic structure requires Government such as utilities, telecommunications,
etc. to operate efficiently and professionally - without exaggerated political intervention. Therefore the Bonairean government has appointed Jopi Giskus, Financial Chairman of Bonaire Holding Mij. N.V., to evaluate
the effectiveness of founding the "Bonaire Management Group" to manage the activities of government companies. Mr. Giskus will also make an evaluation of said companies. A decision will be made soon,
reports the Extra newspaper.
- U.S. Consul General Visits Bonaire. The U.S. Consul General for the Netherlands Antilles and Aruba will be in Bonaire on Thursday, September 23, 1999 to assist US citizens residing in Bonaire. Situations
that can be attended to are renewing or receiving passports; Birth certificates for American Citizens; applications for immigration visas and U.S. citizenship for adults and children; and notary services. Tourist
visas are not available. The U.S. Consul General's visiting hours will be from 9:30am to 12:30pm and from 1:30pm to 3pm in the offices of Trans World Radio on a first-come first-serve basis.
- Preserve Klein Bonaire Meets with Government. The Bonairean Government, determined to "get Klein Bonaire back" met with the Foundation to Preserve Klein Bonaire and with Morris Neme, representative
of the owners of the island. Neme reiterated the owners' original desire to sell the island to the Government and he agreed that either a foundation such the Klein Bonaire Foundation, or one appointed by the
Government, should be in charge of managing the island in the meantime. The Government created a committee of three people to evaluate and negotiate the price that Neme proposed and put the Klein Bonaire Foundation
in charge of fundraising.
- Bronze in Judo Championships. Santa Domingo was the site of the International and Caribbean Judo Championships last week. 14 countries & islands participated, including Bonaire. Bonaire's Judo team
landed three Bronze medals in three different categories of the International games. The Bonairean judoka are Eufracia Pauletta, Ashluwin Frans and Jurendy Winklaar.
- TCB Marketing Meeting. The Tourism Corporation Bonaire (TCB) will be hosting Bonaire's Annual Tourism Industry Marketing Meeting at Harbour Village Beach Resort on September 23 and 24, 1999. This important

- Bonaire Regatta Schedule. Regatta time is quickly approaching and great races, programs and entertainment is in store. - Hurricanes Away.
The Caribbean is calm again after two near misses in the last week - Floyd and Gert. Floyd pounded the Bahamas and then flooded much of the U.S. East Coast before dissipating, while Gert thundered past Bermuda and is causing minor problems in Newfoundland. Tropical Storm Harvey came and went over a course of a few days, deluging parts of Florida and the Bahamas before also disappearing. So, as it stands now, all is calm and quiet.
- Bonaire Shrimp. We've been sampling a new locally grown delicacy here on Bonaire: Shrimp! We stopped eating shrimp for the most part several years ago after learning that shrimp harvesting was a leading
destroyer of the marine environment (for every pound of shrimp harvested by nets, nine pounds of other sea life is destroyed and returned dead to the ocean). But now Bonaire's Marcultura facility, which houses an
Aruba-based shrimp breeding facility, has started producing some shrimp for local consumption on Bonaire (most of what they produce is breed stock, which is flown back to Aruba to complete its growth in Aruba's
shrimp farms). For the next couple of months, the Bon-Awa warehouse on Kaya Industria will be selling one kilo boxes of fresh (not frozen) shrimp raised at Marcultura - all for only NAFl. 25. For us shrimp lovers
who have abstained because of environmental reasons, this is salvation, as farm raised shrimp (at least the ones here on Bonaire) are environmentally friendly. So, swing by Bon-Awa's main offices on Friday
afternoons and try some authentic Bonaire Farm Raised Shrimp! (Best way to prepare them, we've found, is to boil them for a few minutes in water flavored with fresh garlic, lemon or lime juice, a few juniper
berries, and a bay leaf.)
- Car Wash.
Have a dirty car or truck? The Bonaire Christian Fellowship will be holding a fundraiser car wash in the Cultimara parking lot on Saturday, October 2nd from 8:00am to 1:00pm. Cost is NAFl. 7.50, and advance tickets can be purchased by calling 4835.
