Wind Reversal Damages Boats
At 12:15am on Wednesday, September 15th, a wave system hit Bonaire's usually sheltered leeward side. The first wave shot 8 feet into the air and subsequent waves weren't much smaller. Fifteen minutes later the wind reversal which created the waves finally caught up, bringing sheets of rain down upon those trying to rescue their vessels. While many yachts pulled away from their moorings to hide in front of Klein Bonaire, fishing vessels and others moored or anchored closer to shore weren't so lucky.

All told, reports have it that over 40 boats were damaged by the rogue weather, and 17 small fishing boats were destroyed to the point of being unusable. A number of fishermen were injured when they leapt into the surge to try and rescue what was left of their boats. They were hit by debris in the water.

We have had no reports of any homes being damaged, although both the Fisherman's Pier in Playa Pabou and the Club Nautico pier suffered some small damage. Most people we know who live on the leeward coast (ourselves included) had no idea anything was going on until morning when it was evident that lots of debris was floating in the water. In the vicinity of the Small Wall dive site located behind our home/office, we spotted several large planks as well as numerous other floating objects at 7:45am in the morning, many hours after the damage had been done. We didn't discover that a wind reversal and rouge wave system was to blame until much later.

Bonaire's winds usually blow from east to west, which creates a sheltered area known as the Bay of Kralendijk. However, when a wind reversal happens, things get kind of crazy, and that's precisely what happened here. In most cases the wind reversal precedes the heavy wave action, but not this time.

The Netherlands Antillean Meteorological Service issued a statement later in the day indicating that the cause of the damage on Bonaire was a very active wind system above Venezuela, and stressed that it had nothing to do with the hurricanes located a thousand or more miles to the north. They also indicated that for as long as the wind system is over Venezuela, there may be additional wind reversals, and all owners of small boats anchored or moored along the coast were advised to either bring their vessels on-shore or try to secure them more tightly to their moorings.

That advice unfortunately doesn't help the fishermen who have already lost their boats. However, within hours of hearing of the tragedy, a group of concerned businessmen rushed into action to help the most destitute fishermen get back in the water by raising over NAFl. 2400 to help them buy replacement row boats similar to those lost. Major contributors to this emergency fund were the Bonaire Rotary Club, Bonaire Air Services, Maduro & Curiel's Bank, and eight individual businessmen who are all members of the Bonaire Rotary Club.

Meanwhile, boaters are advised to travel slowly in the leeward waters of Bonaire because there is still a lot of debris floating around out there, and while the Bonaire Marine Park and private vessels have been collecting what they can, there's still more debris to be found.

Anti-Tax Protest Brings Island Unity
Bonaireans are slow to rile, and they usually only gather in large numbers for a celebration, sports event, or a funeral. But on Monday, September 13th, they showed up in large numbers to protest the anticipated hike in the NAOB (Netherlands Antilles Omzet Belasting - sales tax) from 2% on most items other than staples to 5% on all items. (See the Bonaire E-Newsflash we sent out on September 12th for the protest announcement.)

Attendance estimates for the protest range from a low 800 to over 2,000 Bonairean residents (we believe that the higher number is more accurate as the Wilhelmina Plein, site of the protest, was more packed than we had ever seen it - even during Regatta week). All had gathered to oppose the Central Government's subjugation of Bonaire via increased taxes which will go to pay off Curaçao's grown debt and do nothing to help Bonaire.

Probably most indicative of the attitude of those attending were the many placards, an extremely rare sight on Bonaire. The messages were on the placards were clear: "Suzy, don't take our money from us"; "The people are tired of measures... (they) want real relief now.."; "Stop letting us suffer"; "Bring down the costs of the Central Govt."; "5% will stimulate contraband"; and "Kick 'em Suzy - 5% no can do" (Suzy refers to Suzy Camelia-Romer, the prime minister of the Netherlands Antilles).

The protest, organized by AKIB (the Bonaire Business and Industry Association), brought speakers and heavy representation from all other business associations and from government as well. Members of BONHATA (Bonaire Hotel and Tourism Association), CURO (Council of Underwater Resort Operators), the Banker's Association, and the Chamber of Commerce were also present, with several members from these organizations taking the podium to rally the crowd.

The business community was also represented in another way - virtually all businesses on Bonaire had closed during the protest hours, including Cultimara, Consales, every shop on Kaya Grandi but one (a sports/fishing store), as well as many shops and dive operations at various resorts.

Additionally, Bonaire's island government was well represented with rousing speeches by Commissioners Nochi Willem and Ramonsito Booi. However, notably absent were two of Bonaire's three members in the parliament of the Central Government, namely Jopie Abraham and Edith Strauss-Marcera - both of whom, by coincidence?, are members of the PDB party which lost control of the island government earlier this year.

Key points of the speeches were much as we've previously reported, namely that the new tax, if it happens, will drain NAFl. 40,000,000 from Bonaire's economy, which Bonaire can ill afford. Further, St. Maarten isn't even subject to the tax - they've been given autonomy to decide what their tax situation is so that they can protect their economy.

During the protest attendees were encouraged to sign a book supporting the anti-tax position, as well as send in their signatures by FAX to AKIB. As it turns out, this additional show of support of AKIB's efforts was presented to Prime Minister Romer (Tax 'em Suzy, as she's now known on Bonaire) the following day by the AKIB Board of Directors. In contrast to her fighting words in her Bonaire Day speech, Romer was actually quite conciliatory, but not to the point that she would agree to do anything about the impending tax increase. In fact, she told the AKIB Board that she disagreed with the numbers AKIB and the Bonairean government had calculated as the drain on the Bonairean economy, and said she would need to research the actual numbers. Certain AKIB Board members were outraged by this comment, as it implied that the Central Government had never studied the financial impact of the new tax on Bonaire, and that they were only going to produce numbers to placate Bonaire. To many, Romer's response just reinforced the opinion that Bonaire's views and future don't matter a whit to the Central Government and Curaçao, as long as taxes are collected and sent from Bonaire to help pay bills the Central Government and Curaçao have brought upon themselves because they are unwilling to make  necessary cuts in government spending.

An editorial in the Extra newspaper offered some insight into what might happen if the tax increase goes through against Bonaire's objections. "What was very clearly put forward was that if the measures are still introduced, Bonaire would take the situation a level higher - that means taking it to the Queen herself." And, our sources tell us that there might be other recourses Bonaire can take as well to gain equitable treatment by Curaçao and the Central Government.

So while the effect of the protest on the Central Government's actions is still being determined, one thing is clear: Bonaireans - those born here as well as those who moved to Bonaire to make it their home - stood united against the new tax increase, paving the way for a new fellowship brought on by the threat of adversity.

Save the Dolphins - Update
Last week we reported that the Curaçao Seaquarium wants to capture a dozen dolphins to be used as an attraction. Now we have learned that the first round in the fight to block the capture of wild porpoises in Curaçao waters was won when the Government used an obscure law to block the action. However, the Curaçao Seaquarium management has said they will resubmit their application this week and seek to repeal the existing law. Criminal Rehabilitation
In a really unique program in the Netherlands Antilles, Bonaire's house of detention is paving the way to getting detainees ready to function in society again by giving them guidance and skills on the inside that will help them once they're back on the outside.

There's a weekly program for three categories: those sentenced, those not sentenced, and those under 21 years of age. In a rotating system, where a different topic (i.e. music, agriculture, painting and arts & crafts) is covered every week, the detainees will also receive lectures and participate in discussions on culture, drugs, applying for a job, personal hygiene, AIDS, dental hygiene, and more. In terms of sports, they will participate in soccer, track & field, basketball, and volleyball.

The classes and outdoor activities will be supervised by prison guards and SSV (Servisio Sentral di Vigilansia - government security group) officers. The project is planned to run for an initial three months now and as of January 1, 2000, it will switch into being an annual program. Local citizens and institutions are involved in the project as well.

Regatta Update
Several 1999 Bonaire Regatta activities will center at Club Nautico. The extravagant facility, closed for several years because of financial problems, should be open before the October 3rd Regatta start. The restaurant will be run by Joop and Ed, the team responsible for several successful restaurants on Bonaire, including Mangerie de la Mer.

Entry forms for the Regatta are available at Harbour Village Marina.

According to Byron Tromp, Regatta Organizer, each entrant will receive a "goodie bag" of gifts. The yacht entry fee is $35. Each yacht will receive 4 "goodie bags", which contain Regatta T-shirts, caps, food and drink samples and food and drink tickets to Regatta parties. All yachts who enter should actually participate in the race. Last year some yachts signed up who had no intention of racing - not an ethical choice. (Courtesy of Port Call)

Also, an Official Regatta Web site is nearing completion. It should be ready within the next week or so, and we'll provide you with details when we have them. The Web site will contain the race schedule, rules, event listings and more.

Junk FAXes & Telemarketing
In case it's not obvious to our readers, we are Americans, and we moved to Bonaire for a wide variety of reasons. Numbering among those reasons was our desire to stop being bothered by telemarketers and other forms of sales solicitations. For our non-American readers, telemarketers are people who call you, unsolicited, at all hours of the day (and sometimes night) in an attempt to sell you some product or service you don't really need. These phone calls are incessant - we used to get over a dozen a day. And, these telemarketers didn't stop there - we used to get junk FAXes (unsolicited sales offers via FAX) too. Enough to paper a house with each year.

It's bad enough we can't escape junk e-mail, known as Spam, but at least that can be easily deleted without destroying a tree or wasting our time getting someone off the phone so that important calls can get through.

The benefit of moving to Bonaire, we thought, was that it would be too costly for those annoying telemarketers to follow us with phone calls and junk FAXes. It turns out we were wrong - a local company here on Bonaire, which has existed for a number of years and is run by an American is attempting to start up these nefarious telemarketing practices on Bonaire.

To date, we've already received a telemarketing call from this company asking us if we were looking for an apartment or house to rent or sell, and just this week we received a FAX from the same company with a similar request. That's on top of a number of e-mail messages they have peppered us and others with about how to enter a contest to win a free trip to Bonaire (this same company has an office in the U.S.) to look at Bonairean real estate.

When we called to complain about the unsolicited FAX and ask why and how they got our FAX number, we were told that they were FAXing every FAX number they could find in the Bonaire phone book. And so a shameless and annoying business practice from the U.S. comes to Bonaire.

We strongly encourage anyone who gets junk FAXes from this company (or any other individuals that mistakenly think this is a good marketing approach on Bonaire) to immediately call the offender and tell them to never contact you again, and inform them that you will never do business with a company that promotes itself in such an unsavory fashion, ruining the tranquility of Bonaire.

That's the only way we can prevent this ugly American sales tactic from taking root on Bonaire. If we don't prevent it, the next thing you know you'll be getting a dozen phone calls a day from companies trying to sell you something you don't need...

STINAPA Raises Washington Park Fee
STINAPA manages the Bonaire Marine Park as well as the Washington Slagbaai National Park This year STINAPA is celebrating the 30th Anniversary of the Washington Slagbaai National Park and the 20th Anniversary of the Bonaire Marine Park. Some of the goals STINAPA has are to keep improving Bonaire's Parks, upgrading STINAPA's personnel and contributing to Eco-tourism, and thus to the sustainable development of Bonaire.

To help accomplish these goals, STINAPA is planning to hire a land park manager in the year 2000 to professionally manage Washington Park, as well as develop a management plan and apply for National Park status for the park.

The park's biggest source of income is the entrance fee, which is barely enough to cover the operational costs of the park and does not leave much room for maintenance. The roads need constant repair and for that STINAPA is already working with local construction companies to do structural improvements as part of these companies' contribution to the 30th Anniversary of the Park and to the island of Bonaire in general.

To be able to realize all this and make the park much more attractive, provide more information, and make the park internationally known, STINAPA has moved to increase the entrance fee to US$10 per person for adults and US$2 for children under 15 as of September 1. 1999. Government Health Complaint Office
Health care patients on Bonaire will soon be able to turn in complaints regarding inadequate treatment or service. This a result of the government's attempt to better and improve health care services on the island.

There will be a committee in charge of putting together the rules by which one must comply in order to put forth one's complaint, and the committee will also advise the government as to a system for handling these complaints.

The members of the advisory committee come from the health sector, with Anthony Nicolaas as legal adviser. The committee will meet at least once a month to report to the Government.

[Bonaire E-News Review: We give this film 3 out of 4 stars, and it won't get more until we figure the movie out. Based on a 1920s novella, this is directors Stanley Kubrick's last work before he passed away. Many of Kubrick's works have been disturbing and thought provoking at the same time, and Eyes Wide Shut is no exception. Kubrick explores and exposes sexuality and its emotional burden almost to the point of excessiveness, putting Tom Cruise's character on a twisted path of soul searching in the face of his character's wife's admission that she fantasized about have sex with another man and was almost ready to forsake everything else in her life to fulfill this fantasy. We left the movie wondering whether sex was the best solution to problems caused by sex in the first place. In any event, this movie is for mature audiences only - don't take your children.]

[Bonaire E-News Review: We give this film 3.5 out of 4 stars. Disney has once again released a great animated movie, full of colorful characters (no pun intended), excellent background and scene animation, and a well developed story which takes most of the original Tarzan saga written by Edgar Rice Burroughs and makes it fun and understandable for everyone in the family. Tarzan purists may not be happy with the plot simplifications necessary to produce such an epic in the guise of an hour and a half animated movie, however, but Disney-ophiles will have a ball.]

- Looking for License Plate B-2000. - International Coastal Clean-Up. This Saturday, September 18th, the date of the annual International Coastal Clean-Up sponsored by the Center for Marine Conservation in the U.S. While the real big island cleanup is scheduled to happen in about a month, several dive organizations have gotten together to commemorate the international event. The Bonaire Dive Club will be working on cleaning up under the Town Pier, while Dive Inn and rangers from the Bonaire Marine Park will be working on the trash under the customs pier. - Hurricanes Galore in the North. Since last week, two more hurricanes have been making news. Hurricane Floyd decimated parts of the Bahamas and is currently bearing down on the Carolinas in the U.S. as a strong Category 4 hurricane, and has now slowed down enough to be downgraded to a Category 1, but is still capable of causing significant damage should he make landfall. Meanwhile, Hurricane Gert, another powerful Category 4 hurricane is heading east across the Atlantic into the Caribbean. There's been concern here that Gert might hit our fellow Antillean islands in the north - the SSS islands: St. Maarten, Saba, and Statia (St. Eustatius), but storm path predications seem to indicate that Gert will veer north and bypass the Caribbean entirely. - ALM/KLM Office Changes Hands. Bonaire Trading is no longer selling airline tickets via Bonaire Travel and the ALM/KLM sales offices. With the financial situation that Bonaire Trading has been experiencing, it has taken steps to remove the company's travel agency from under the Bonaire Trading umbrella of companies, and has instead created Bonaire Air Services (BAS) NV, which has taken over the operation of the travel agency and related ALM and KLM ticket sales. The travel offices operated by the new company remain in the same buildings as the old company, namely on Kaya Grandi, Kaya L.D. Gerharts, and the airport.

- Rocargo in Curaçao. Rocargo, one of Bonaire's largest freight companies, has opened an office in Curaçao. Usually it's the other way around - Curaçao companies open up in Bonaire. Rocargo's Curaçao office is located in Emmastad and will be handling ships' agencies. Rocargo, which consolidates freight from the US and Europe and is Bonaire's FedEx agent, was started by Robby and Marisela Croes 17 years ago. mailto:rocargo@bonairenet.com  or call 8922.

- Christie Dovale - Honorary Neighbor. During the Bonaire Day celebrations, the Nikiboko neighborhood named Christie Dovale as their Honorary Neighbor for her work as a conservationist. Christie recently retired as Chairman of the Bonaire Chapter of "Amigu di Tera" - Friends of the Earth.

- Boxing at The Dome. There will be boxing at The Dome this Saturday, September 18th, and not because of a dispute about the cheque. Instead, starting at 10:00pm, The Dome will be the only place where you can watch the De La Hoya & Trinidad boxing match on the restaurants large screen television. This pugilistic fare is being labeled the fight of the millennium by some... Call The Dome at 8003 for more information.

- Result of 5km Dia di Boneiru Run. Overall winner of the footrace was Earon Rosario. In other categories, the winners were: Girls 8-10 years, Aby Frans; Girls 11-12, Farah Crestian; and Girls 13-15, Desiree Alberto. In the boys/mens categories: 8-10 years, Cheyenne Pietersz; ages 11-12, Rilof Janga; ages 13-15, Eldred Alberto; 16-19 years, Jamy Anthony; ages 20-29, Earon Rosario; 30-39 years, Otty Theodora; 40-49, Pough van Zuren; and 50 plus: Rene Hakkenberg.

- TCB Marketing Meeting. The Tourism Corporation Bonaire (TCB) will be hosting Bonaire's Annual Tourism Industry Marketing Meeting at Harbour Village Beach Resort on September 23 and 24, 1999. This important gathering will recap TCB's 1999 activity and present plans for next year. - Dive Inn Gets Rebreathers - Correction. In last week's issue of the Bonaire E-News we announced Dive Inn's rebreather try out. The actual sponsors are Triocean Rebreather Technology and Dive Travel GmbH Deutschland. Also, it should be noted that Capt. Don's Habitat is the only licensed Draeger dealer on the island.
