Bonaire Day Speeches Spark Showdown What started out as the regular and mandatory "speech" part of the Bonaire Day Celebration ceremonies
turned into a veritable showdown between Ramoncito Booi, one of the Bonairean government's Commissioners, and Suzy Camelia-Romer, the Prime Minister of the Netherlands Antilles (and an invited dignitary and keynote
speaker of the day).
The present government of Bonaire, a coalition of the "Green" UPB Party, with leader Ramoncito Booi, and the "Yellows" of the PABOSO Party, with its leader Nochi Willem, has been quite vociferous
lately about the Central Goverment's impending increase of the O.B. (Omzet Belasting-Sales Tax) from 2% to %5. And speeches denouncing the increase greeted attendees of the Bonaire Day festivities at Wilhelmina Park.
It's no secret that the Netherlands Antilles is in big trouble financially. People like to point fingers, and people like to point at previous Governments. Suffice it to say that the National Recovery Plan put it
very clearly: "The Netherlands Antilles must lower its expenditures and raise its income". Pretty basic stuff.
So,a part of the NRP suggests the NAOB tax raise, hand in hand with a curb on the Central Government's expenditures, many of which occur in the Government's "semi-privatized" companies: Air ALM, the water
and electric utilities, telephone companies, and more. But so far, there has not been much of a move by the Central Government to privatize anything other than the Postal Service. (both in Curaçao and Bonaire).
The "ERNA" (Eilandsraad Regeling N.A.) - laws regarding the relationship between the islands of the Netherlands Antilles - states that indirect taxes (such as the O.B.) go directly to the Central
Government. "Not fair!" is the Bonairean Government's cry. The Bonairean government is upset because they claim to not have been consulted by the Central Government as the decision to raise the O.B. is
being made, and add that the increase will result in 40 million Antillean guilders going into the money pit that is Curaçao.
Being a recently elected, and thus recently appointed, government, the current Bonairean government does not feel that any attention is being paid to it or the people it represents. "The increase in taxes in too
big a burden for an island that has not caused the immense financial problems," stated Booi during his Bonaire Day speech.
During her subsequent speech, Prime Minister Suzy Camelia-Romer claimed that "consulting" occurred with the previous Bonaire Government, which was of another Party - the 'Reds', Partido Demokratiko
Boneriano, under leadership of Jopie Abraham, who still happens to be a Minister of Parliament in the Central Government. Those talks allegedly also included Booi and Willem. Romer reminded the audience the
Netherlands Antilles has five islands with less than 200,000 inhabitants, and that all need to band together to face the financial problems facing the country.
The speeches on Monday were but the latest in a series of public and not-so-public statements by various Bonairean government officials. Last week, the Commissioners held an open meeting in which representatives from
the Curaçao government, the government of St. Maarten, and the Central Government were present. These attendees were stunned by the vehement opposition to the NAOB tax increase, especially as representatives from
the private sector were present in large numbers, adding their voice to that of the Bonairean governments. Represented were AKIB (the Bonaire Business and Industry Association), the Chamber of Commerce, the Banker's
Association, and BONHATA (the Bonaire Hotel and Tourism Association). At this meeting, Booi explained that if the increase to a 5% NAOB goes through, then Bonaire will end up paying the Central Government 40 million
Antillean guilders, money which will almost entirely go towards helping resolve problems which Curaçao's island government has caused for itself, and none of it coming back to Bonaire. In other words, it would be a
further drain on Bonaire's already fragile economy - "stealing from the people of Bonaire".
Furthermore, it had to be explained to Bonaire's members of parliament, Jopie Abraham and Edith Strauss-Marcera, who are supposed to be representing Bonaire's best interest in the Central Government, that a 5% NAOB
in Curaçao amounts to a much larger number on Bonaire. This is because goods on Bonaire are anywhere from 20% to 150% more expensive than on Curaçao. (We saw this for ourselves in a recent Curaçao shopping trip - a
gallon of fresh U.S. milk was NAFl. 5 in Curaçao, but goes for NAFl. 10.95 here - a 120% difference!!! So, applying a 5% tax on goods that are more expensive, such as on Bonaire, produces a much higher price than on
identical, but lower priced goods, such as on Curaçao. Using our milk example, the effective additional burden under the new NAOB on Bonaire for a gallon of milk would be 10.95% instead of 5%, simply because of the
increased cost of goods on Bonaire.)
During that same meeting, Booi and Willem refused to answer questions pertaining to what Bonaire's government might do if the OB tax increase is passed over Bonaire's objections, leading observers to wonder if the
Bonairean government might in fact withhold tax revenue from the Central Government. The NRP, in fact, indicated that up to 80% of NAOB tax collections should stay with island governments. However, much as the
Central Government is ignoring the austerity measures recommended in the NRP, they have also conveniently ignored the provision to let the individual islands hold onto tax revenue in any magnitude.
It should be noted that ERNA does leave room for changes. ERNA decrees that "all indirect taxes go to Central Government 'unless otherwise decided'". It would seem then, that St. Maarten has otherwise
decided, for it has a different arrangement with the Central Government, and this is another sore point for Bonaire, which sees the ability of St. Maarten to decide its own taxation to be a major conflict with the
principles of equitable taxation the Central Government is promoting to get Bonaire to back off from its complaints about higher taxes.
That said, the latest information we have indicates that the increase to a 5% NAOB may start as soon as September 15th, at least on Curaçao. What will happen on Bonaire is anyone's guess...
Police Special Unit Offices Unhappy The special unit of police officers which volunteered to patrol the streets at night several weeks ago (see the
August 25th issue of the Bonaire E-News) are no longer cruising the night scene. They are unhappy about the way the Police Corps upper echelon went about the entire issue and so the volunteers put a stop to their
efforts.
The Special Unit initiative came from the head of detectives, Officer Matheeuw, who along with 6 or 7 other officers, changed their working hours so that they would be on duty at night. Everything was fine until the
management of the Police Corps got involved and created a roster for just such a special unit, causing the volunteers to back off. And, it seems now that the new unit put together by police management stopped
functioning during the first week of September. A spokesman for the original volunteers did not want to elaborate on the reasons for the current situation.
During the 2 weeks the volunteers patrolled the streets, 15 individuals were apprehended. The Extra newspaper reports that since patrols by both the volunteers and the officially designated special unit roster have
stopped occurring, the amount of burglaries has once again increased.
Cruise Ship List The Bonaire Cruise Association (BCA) has issued a revised list of the cruise ships to arrive in the 1999-2000 season. The number and
caliber of the ships scheduled to visit Bonaire has increased. On October 19 the majestic Nieuw Amsterdam (capacity 1,358 passengers) will make her first call followed a week later by the QE 2 (2,025 passengers).
This season will see an average of better than 2 ships a week in port. Other arrivals include first calls by the giant Norwegian Sky (2,340 passengers), TSS Albatros (1,100 passengers), Crown Dynasty (820
passengers), Sea Goddess I (116 passengers), Norwegian Majesty (1,501) passengers and the Aurora (1,950 passengers). Many other ships including the Black Watch (927 passengers), Club Med 2 (419 passengers), Windsong

The big piles of shells at Lac tell us a lot. First, they tell us that conch has long been a favorite food for Bonaireans. They also show that over the generations Lac has been generous in supplying conch for the
family table. And now, they tell us, the conch is being used up. Fewer new shells are being added, and even fewer of those are from mature animals. When we see the remains of fist-sized juveniles on the piles,
we know that Bonaire¹s seed stock is being eaten before it can reproduce. Conch for tourists and conch for Bonaireans are two completely separate issues. The conch served in the tourist restaurants is flown in,
frozen, from other islands where people are selling off their traditional food source. Much of that conch ends up in the garbage cans. For many tourists conch is an experimental food, just something different to try
while on vacation. Many do not like it and send it back uneaten.
But Bonaireans love conch. It is part of their birthright. And the day the last conch is caught and removed from its shell will be a sad one. Given the right marine environment, like the broad sea grass beds of Lac,
conch is a resource that is relatively easy to manage. Conch are slow growing, but prolific. Once a good population has been built up, wise culling of mature animals makes room for juveniles to grow up and
reproduce. So conch are most abundant where they are being harvested.
That¹s why Bonaire used to have plenty of conch. The old people managed Lac the way they managed their goat herds and maize crops. On the kunuku they ate what they needed and made sure they had always had a good,
healthy seed stock in reserve, even if that meant going without sometimes.
According to Kalli De Meyer, Manager of the Marine Park, "We don¹t want to stop people from eating conch. We want them to have conch to eat forever. Bonaire cannot supply enough conch for the tourist restaurants
and should not try. But if Bonaireans declare a five year moratorium on conch collecting so the population can come back, and then limit collecting to permit holders who harvest conch in a planned way, they will
have plenty for themselves."
For three decades Bonaireans have led the Caribbean in making difficult, but wise, decisions about protecting their resources, and now time seems to be running out on the conch question too. Most Bonaireans
understand that they will never again be able to go to the ocean and take whatever conch they want, whenever they want. Those days have passed forever. So the hard choice is this: Will a few people continue to take
every single conch they can find for a few more years, until the conch are gone? Or will Bonaireans choose to put local conch back on the family table permanently, managing it as a long-term resource for themselves
and for their grandchildren?
Cost of Business Loans Decreases The Managing Director of Maduro & Curiel's Bank, Bonaire, Evert Piar, confirmed that the bank had lowered interest
rates on loans to 8% (from as high as 12-13%) for new investments that will attract foreign exchange. The announcement is good news because lower rates stimulate the private sector to invest. Maduro & Curiel's
Bank is the oldest bank in the country and is a native Antillean bank. It is courageous and responsible to lower interest rates while the country is facing serious financial problems. And with an anticipated

Save the Dolphins The environmental protection organization, ReefCare, reports that the director of the Curacao Seaquarium, Mr. A. Schrier, has asked
the Executive Council of Curaçao for a permit to catch wild dolphins. Twelve dolphins are to be caught: 6 for the Seaquarium and 6 for the Mexican catcher. This will be done in the waters around the island of
Curaçao with the help of a professional Mexican dolphin catcher. The Executive Council is willing to grant the Seaquarium a permit because Mr. Schrier told them that the dolphins will be a major attraction and will
give a boost to the tourism industry on Curaçao.
ReefCare learned that there is no legislation to prohibit catching dolphins in the 12 mile zone around Curaçao, provided a boat of no more than 12 meters is used. According to Port Call's source in the Bonaire
Environmental Department, in this case the dolphins are not strongly protected by the CITES treaty which deals with international trade of protected species.
There is practically no information about the stock of bottle-nosed dolphins in the waters of Curaçao. What is known is that this method of capturing dolphins will certainly break up family groups and cause hardship
in the dolphin community. Bottlenose dolphins are sighted around Curaçao usually in small groups, ranging up to 15 most of the time. Bigger groups are very rare in Curaçao.

- RotaRally Results. The Bonaire Rotary Club's Car Rally, held this past Sunday, September 5th, was a great success, raising over NAFl. 5000 for the Pasa Dia Greenhouse project in Rincon, which will allow
mentally handicapped attendees at Pasa Dia to grow their own vegetables for personal consumption and for sale. 57 cars participated in the rally, taking an average of about two and a half hours each to finish the
tricky course devised by Rendez-Vous' devious owner, Marcel Nahr. And hundreds of visitors attended the subsequent BBQ at the Porto Spano kunuku near Rincon. Taking the first prize were newlyweds, Frank and Barbara
Schrijver (see photo at http://www.BonaireENews.com/photos/19990908-rotarally.jpg ). Second prize was taken by Eddy de Wit and Marion Korschilgen, and third prize by Ron Gijzen and Paul of Jacobs Architekten.
- BONHATA Gala Date Change. BONHATA, the Bonaire Hotel and Tourism Association has changed the date of its Third Annual Presidential Gala from December 4th to Halloween night - October 31st. Location is

- Fishing Tournament Results. This past Sunday, September 5th, 70 boats competed in the annual Bonairean Fishing Tournament. The overall winner was the boat "Culturita", owned by Papi Cecilia. Fish
were registered by 43 of the the 70 boats, while 19 caught nothing and 8 did not register at the end of the tournament. In terms of fish, 463 were logged, weighing in for a total of 679 kilos. In the large boat
class (of which there were 40), the top three winners were: Nirky with 39 kilos, Kija with 32.5 kilos and Maya, 23.45 kilos. In the small boat category, the overall winner in terms of kilos was Culturita with 58
kilos, Gina II with 35 kilos, and Zame II weighing in with 22 kilos of fish. The largest fish caught and logged was 25 kilos, caught by Sandra.
- TCB Marketing Meeting. The Tourism Corporation Bonaire (TCB) will be hosting Bonaire's Annual Tourism Industry Marketing Meeting at Harbour Village Beach Resort on September 23 and 24, 1999. This important

- New Insurance/Pension Office. Last Friday, September 3rd, a new insurance business opened it doors on Kaya Grandi. Pension Exclusive Bonaire N.V. is owned and operated by Hugo Leter, a member of the Board of
AKIB (the Bonaire Business and Industry Association), and a 30 year veteran of the insurance and pension industry. For the previous three years Hugo served as the bureau chief of the Bonaire branch of Ennia Caribe,

- First Bonaire Motorcycle Tour. September 5th was certainly a busy day on Bonaire, because, in addition to featuring a fishing tournament and a car rally, it was also the day for Bonaire's first ever
"Bonaire Motorcycle Tour", with bikes from Aruba, Bonaire, Curaçao, St. Maarten and even one bike from Brazil. Bonaire itself was well represented with 32 motorcycles. A total of 57 bikes participated in

- Beware Nigerian Financial Offers. Back when we ran a software company in the U.S., probably sometime around 1991 or so, we received an interesting letter from Nigeria, allegedly from a General in Nigeria's
military service, who had "heard of our good reputation and discreet nature", and was asking our aid in helping him retain some vast number of millions of dollars while he worked on leaving the country. In
exchange for our assistance, we were offered 30% of the amount in question. All we had to do was FAX blank copies of our company letterhead containing nothing more than our signature at the bottom, as well as
provide our bank information so that the funds could be wired to us directly. Sounds too good to be true, doesn't it? Well, it was, but the fact that apparently millions of dollars are involved causes many rational
people to overlook the questionable nature of the offer, and hundreds of thousands of dollars have been lost by such money blinded individuals because the Nigerian con artists use the signed letterhead and account
numbers to wire money out of the accounts of those foolish enough to provide this information. Why do we bring up a scam that was around a decade or so ago? Because it's never gone away, and in fact, it's been
updated in that the Internet and e-mail are now used as the means to make initial contact with hoped for marks (people who can be conned). So beware offers of financial winnings from Nigeria, no matter how enticing
they may be.
- Queen Visits?
Port Call reports that things are looking good for a visit from Her Majesty, Queen Beatrix of the Netherlands, this November. Protocol officers were on the island last month inspecting various sites the Queen may visit. It is hoped she will make the formal dedication of the new youth center, Jong Bonaire.
- Annual Clean-Up. For those wondering why there's been no news about the annual Bonaire Clean-Up, which usually coincides with the international coastal clean-up (set for September 18th), take heart. The
Bonaire clean-up event has been moved to the weekend of October 16th and 17th, according to Imre Esser of the Sea Turtle Club Bonaire. Imre also happens to be the Bonaire coordinator for the Center for Marine
Conservation's annual coastal clean-up.
