Bonaire Day Celebrations
Come celebrate Bonaire Day (Dia di Boneiru) at the Wilhelmina Plaza on Monday, September 6th. Bonaire Day, which commemorates the discovery of Bonaire by Amerigo Vespucci, is a full day's celebration of Bonaire's flag, national anthem, and culture and it promises many interesting activities. While Bonaire Day is normally held in the community centers in various barrios on a rotating annual basis, it was decided to hold this year's celebration in downtown Kralendijk because this year's event marks the 500th anniversary of Bonaire's discovery by Europeans.

All Bonaire Day activities will be concentrated in and around Wilhelmina Park in downtown Kralendijk, and two buses will provide free rides into town from several neighborhoods. One leaves the Rincon Community Center at 8AM, going through Tras di Montanya to the Doctor's Clinics in Nort Salinya, Antriol, Tera Kora and the Community Center of Niki Boko into Playa. At 10AM another bus leaves and follows the same route.

The activities during Bonaire Day include:

  • 9:00AM  Celebratory Mass with the "Flor di Koromoto" Choir.
  • 9:45AM  A parade of drumbands and uniformed groups leave the stadium towards the Plein (square) for the Official Opening, the Island Hymn, and the flag raising ceremony.
  • 10:30AM  Speeches by the Island Commissioners and Prime Minister of the  Netherlands Antilles, Mrs. Suzy Camelia-Romer.
  • 11:20AM - 12:20PM A toast to the island. (There will be some kiosks and bars selling beverages at the Park)
  • 12PM - 4PM Games for kids, including sack races, "ski" races, throwing the ball in the ring, footraces, and inner-tube races at sea.
  • There will also be a foot race and a sailing competition (no details available).

Finally, on Dia di Boneiru, the Government will announce the Island's Honorary Citizens - this year two people will receive this honor.

For those who do not wish to come into town for the celebrations, there will also be festivities in local neighborhoods.

Yacht Mooring Fee Plan
The Bonairean government has unanimously voted to start charging yachts moored in the bay of Kralendijk (the only place visiting yachts can moor) a daily mooring fee. These fees will start being charged as of November 1, 1999. Until then, use of the public yacht moorings will be free.

The fees are as follows: NAFl. 10,-/night for boats up to 18 meters in length, and NAFl. 15,-/night for yachts of more than 18 meters in length.

The Bonairean Government had to amend the so-called "Eilandsbesluit houdende algemene maatregelen" (EB-HAM - in English: "General Measures included in the Island Government Decree") in order to enforce article 6 of the Ordinance regulating the marine environment (A.B. Nr. 8 1991).

An information campaign will be put into effect to inform the local public as well as visitors of this change in policy. At the moment, all yachts are moored gratis in the bay at moorings that belong to the Foundation for National Parks of Bonaire (STINAPA). Bonaire's government has determined that the maintenance of these moorings, as well as of the Bonaire Marine Park, would be well served by charging yachts that frequent our island for the use of said moorings. Also, Bonaire Marine Park policy prohibits anchoring by yachts anywhere but between the Customs Pier and Karel's Beach Bar, and then only with written permission of the Harbour Master will now be further enforced by the law.

Concerned parties should review the Bonaire Marine Park brochures entitled "Cruising Bonaire" and "Boating Regulations" for details on these regulations, as well as information on the general use of moorings, and proper dinghy use in Bonaire's waters - all these are items visitors and even locals are frequently unaware of. These brochures and others about using the Bonaire Marine Park are available from the Harbor Master (in Fort Orange) and the Bonaire Marine Park offices (at Barcadera).

The Marine Park surrounds the entire island out to a depth of 60 meters. It has a manager and several park rangers who make sure all rules are met and who set up information and research programs regarding the reef.  The park has installed all the buoys around Bonaire and at Klein Bonaire. Bonairean residents with yachts, however, can request a private buoy with the following rates: A one time charge, depending on size of boat and place of buoy, and an annual tariff of fls.500 per square meter that the buoy takes up under water, usually 1 or 2 square meters.

Letter to the Editor - ALM & Bonaire, Part 2
In response to last week's Letter to the Editor from Barry Plaxen about Air ALM not doing its part to help stranded customers when it changes its schedules, we received the following from another Bonaire old timer:

"To the Editors:

I have been dealing with ALM since 1974 as a traveler, a group leader, and U.S. tour operator. Before relocating to Bonaire, I was one of ALM's biggest wholesalers to Bonaire. Did we have scheduling and other problems? Sure we did, but not as many as the other small Caribbean airlines.

The key to the problem is Small Airline. I remember when ALM flew daily to Bonaire with a hand full of passangers, at a great loss. Did they get thanks???

Out of all my guests, there are a great number of satisfied travelers and I want to compliment ALM, as that issue never gets to the press. Taking into consideration the hardships of a small airline they do a fine job. I hear people complain, but most have been pumped up, instead of being toned down.

I had a lady here a while ago that said, 'I would never fly Continental again'. The only thing I could say was 'tranquilo, if you never fly on every airline that gives you trouble, soon you will be walking'. She agreed and said, 'I guess I let my self righteous side get the best of me. I really sounded pompous, didn't I?'.

We all have shortcomings. ALM is part of our team. Join them. Let's do what we would expect from our clients. If we have complaints lets take them to ALM not the public. We will all benefit.

Fort Orange Restoration Almost Complete
Fort Orange, located near the Customs Building and Bestuurscollege in downtown Kralendijk, has almost been completely restored to its former glory (and perhaps even a little more than that). After this restoration is complete, the offices of the Court and the Public Prosecutor will be housed here. Twenty years ago the Bonairean Government sent Holland the request for financing the Fort's face lift.

The fort, built around 1639, is the oldest stone building on the island. In its time it boasted 4 iron cannons - considered formidable armament at the time, yet the little fort never saw any action. It was always a government center, as well as a one time depot for its goods and a prison. And, up until 1837, it was the residence of the Lt. Governor. In 1868 or so, a wooden tower was built, and that in turn was replaced in 1932 by the stone lighthouse we see today. For many years thereafter Fort Orange was also the headquarters of the police and the fire brigade. (History of Fort Orange courtesy Bonaire Holiday)

In This Corner: Terry Dovale
Many of you may have noticed that in the last few months the Bonaire E-News has gotten more news filled (and larger as a result). The new wealth of interesting items can be attributed to both the contributions in kind from our friends at Port Call, and especially the efforts of none other than our part time beat reporter, Terry Dovale, whose family roots on Bonaire, and command of English, Dutch, and Papiamentu allow her to ferret out all sorts of useful items. For those who don't know Terry, we'd like to offer a short bio - maybe she can be of help to you too!

Terry Dovale, born and raised on Curaçao, started college in Amsterdam and after a 7 year hiatus of traveling Europe and the orient, teaching jazz dance classes, playing secretary to a British oil rig company, typing manuscripts for Entomology professors (in the pre-computer era), cleaning house for U.S. Corpsmen off of Northern Africa, painting signs in Southern Spain, teaching English under a tree in a Tibetan refugee camp run by the Dalai Lama's sister, watching Mount Everest from the hustle and bustle in Kathmandu, and well, just plain hanging out - she decided to go back to school and graduated with a BFA in Photography from the San Francisco Art Institute. Several years in Hollywood doing ads for NBC and art directing the Hollywood Reporter magazine (still pre-computer era!) she thought she'd try things out back home again.  For 5 and a half years she art directed the family's publications: i.e. the Bonaire Holiday. She currently resides in Bonaire, writes for the Bonaire E-News, teaches Papiamentu and English and translates or edits just about anything.  For more fun she fishes, paints, sings and does petit point embroidery!

[Bonaire E-News Review: We give this film three out of four stars. Fun movie with lots of verbal bantering and characters very reminiscent from the original TV series of the same name. Movie goers who are not familiar with the original TV series are not as likely to understand the film, however, and while Spanish subtitles are provided, they don't do the English dialogue justice, meaning that those who don't have a good understanding of rapidly spoken English will not comprehend much of the subtle humor.]

Quick Takes

- Hurricane Conclusion. Last week we reported on how three big storms were cavorting around the southern Atlantic. This week, we're pleased to report that all three have pretty much faded, with Tropical Storm Emily - the biggest potential threat to the Caribbean - having dissipated completely; and Hurricane Cindy, which turned into a Category 4 (damn strong) hurricane, having completely missed land before weakening and becoming ex-tropical. Hurricane Dennis, while causing some property damage in the Bahamas and southeastern U.S., turned out to be pretty mild for a hurricane, and is now a tropical storm heavily dousing North Carolina and points north with rains and strong winds. So, now the Caribbean has survived the existence of five named storms. Hopefully predictions about this being an active and deadly hurricane season remain merely predictions and not reality for our northern, hurricane prone island neighbors.

- Culinary Team Dinner. Bonaire's Culinary Dream Team, recently returned from the "Taste of the Caribbean" culinary Olympics with a silver medal, will be cooking again. For those of you fans, put the date Tuesday, September 14, on your calendar for this fundraiser.  The Team will be presenting the 3 course gastronomical extravaganza that won them the Silver. For those of you who may not have heard, our Team put Bonaire in the top 5 winners from all the Caribbean islands. The gala event will be held at Harbour Village Beach Resort's Sala Grandi at 7pm. Bartender Liz Rijna, gold medal winner, will be serving her winning cocktails. The number of tickets is limited, so get yours now. The price is about NAFl. 60,- and includes fine wines with your meal. - Looking for Old Phone Books. Fundashon Historiko Kultura Boneiru (FUHIKUBO - in English "Foundation for Bonaire's Historic Culture"), was founded last year by Boi Antoin and Arthur Sealy to maintain an enormous collection of Bonaire historical documentation that has been collected over the years by these two gentlemen. The collection includes printed works, music, and art work, and now the foundation is looking for old Bonairean phone books, as the communications history of Bonaire is clearly documented in these old telephone directories.  If you have old Bonaire telephone books you wish to donate, call the Bonaire Communication Services NV offices at 8482.

- SSV Catches a Thief at Karpata. Last week, the Servicio Sentral di Vigilansia, a governmental surveillance unit, was patrolling the northern coast of Bonaire when they came upon a thief emptying out a tourist's car at Karpata. The culprit was snatched up and delivered to the Rincon police station for processing.

- Movieland Opens. Bonaire has a new movie rental and sales store - the first one to feature both DVDs (Movies on disc - the next generation of technology beyond CDs) and original VHS videotape movies (other stores we've visited on Bonaire rent duplicates, assumedly copied from an original they have on hand for safekeeping). The new movie store is called Movieland Home Entertainment, and is located next to the Bonaire Twin Cinema. From personal experience, DVDs provide a whole new range of movie enjoyment, with better picture quality, instant access to any part of the movie, and phenomenal sound. If you don't have a DVD player, no problem - Movieland can rent you one. They also offer Nintendo 64 games (and consoles) for rent, and will soon offer Sony PlayStation consoles and games. Movieland will be offering a regular Info Bulletin with the latest movie news for its customers, and new movies every week. The store is the brain child of MegaFM 'stars' Ben Becker, Ron Gijzen, and Vincent Hoogland. Movieland is open from 4pm until 9pm every day of the week (and until 9:30pm on Fridays and Saturdays). - Jong Bonaire Enrollment. On Sunday, August 22, 104 kids signed up for activities at Jong Bonaire during a full day of demonstrations and opportunities to try out some of the activities the new youth center offers.  Even parents participated after they were given a tour of the facility.  Kids can still sign up - there's plenty of room for more and parents are reminded to take care of the monthly dues.  For more information call 4303 or FAX 6467 or e-mail mailto:info@jongbonaire.org

- NAOB Increase Delayed. The threatened increase of the Netherlands Antilles Omzet Belasting (NAOB - a sales tax) from 2% to 5% did not happen on September 1, 1999, as originally promised by the Central Government. The latest reports, according to our sources in Curaçao, and confirmed by Port Call, are that the tax increase is scheduled to start on September 15th, but even that isn't certain since the Bonairean government is taking a firm and very public stand against the increase. Bonaire's government is demanding further documentation from the Central Government about how and when the austerity and spending measures recommended by the National Recovery Plan (which proposed the NAOB increase) will be implemented, prior to any NAOB increase.

- Spearfishermen Caught. The light winds and westerlies of the past week have made diving the almost pristine east coast of Bonaire a most pleasant experience. It also tempted three foreigners living on the island to try their luck spear fishing. Spear fishing has been forbidden on Bonaire for 30 years. However, their luck turned bad when the owner of a local dive operation and 2 of his friends caught them red handed. The spear fishermen tried to escape but were vigorously pursued. - RotaRally. The Bonaire Rotary Club will be holding its annual RotaRally on Sunday, September 5th. The RotaRally is a car rally in which entrants have to attempt to properly navigate around the island using sometimes cryptic directions. Points are awarded based on correct interpretation and execution of the directions as well as time to complete the rally course. It's a great way to experience parts of Bonaire one may have never actually explored, plus a way to win some great prizes. Entry is NAFl. 30 per vehicle, and the driver gets a special commemorative cap to mark his or her participation in the event. The Rally is followed by an awards ceremony and BBQ at the Leinse Kunuku, (tickets NAFl. 15 for adults, NAFl. 7.50 for children) located on the right hand side as you approach Rincon from the south. There will be games and activities for kids at the kunuku as well. - Bonaire Iguanas Confiscated in Aruba. Last week customs agents at Aeropuerto Reina Beatrix in Aruba confiscated several iguanas from a Bonairean who wanted to import them into Aruba. The animals did not survive the trip. The report in Extra let it be known that Aruba is extremely serious in enforcing the CITES regulations. Several months ago Aruban officials confiscated a stash of karko (conch) on a boat that had arrived from Bonaire.

- Maritime Exposition. The foundation "Bonaire - 500 Years on the World Map", has announced that it will be hosting a historical maritime exposition entitled "European Explorers of the New World" during September. The exposition will be located at Harbour Village Beach Resort, in Sala Bonaire, which the resort has graciously made available for the event. The time during which the exposition may be visited in September is as follows: Saturdays & Sundays (Sept. 5, 11, 12, 18, 19) - 10am-4pm; Tuesdays & Thursdays (Sept. 7, 9, 14, 16, 21, 23) - 9am-1pm & 5pm-9pm.

- Air Jamaica from Chicago. After Commissioners Ramonsito Booi and Nochi Willem visited the Air Jamaica office in New York, Booi announced at a press conference that "there's a good possibility that Bonaire will have Air Jamaica flights in from Chicago". In an agreement signed on August 11, 1999, Air Jamaica says it will "explore the possibility of flying into Bonaire from Chicago via Montego Bay, adding a second flight in January of 2000".

- Miss Bonaire. After representing Bonaire at the Miss Universe Pageant in Trinidad & Tobago, Miss Julina Felida, our reigning Miss Bonaire, has received an invitation from the World Beauty Organization (WBO) to compete in the "Top Model of the World 1999".  Miss Felida left Bonaire on August 25th for Frankfurt, Germany where the competition will take place on September 11th, 1999. Good luck Julina!

- Underwater Clean-Up. Saturday, September 4th is the date of the monthly underwater clean-up dive co-sponsored by Green Submarine and NetTech N.V. The clean-up dive is where volunteer divers and snorkelers work together to rid the reefs around Bonaire of human-originated trash like beer cans, beer bottles, and other junk. The focus of the dives to date has been the busy Playa area of the island, where many yachts and fishing vessels are moored, and where many people live along the shore. Come to the Green Submarine dive shop at Kaya Playa Lechi 24 (look for the signs on Kaya Gob. N. Debrot just north of town) at 10am. Participating divers will get a free tank of air to use during the clean-up dive, and the event is followed by a pot-luck (i.e. bring some food) BBQ at the dive shop. - Commissioners Offer Office Hours. The three commissioners of the Bestuurscollege will hold visiting hours for the public on Thursday, September 2nd. Commissioners Booi and Willem will be in the main Government Building - the "Bestuurskantoor" and Commissioner Cicilia will be available in the Rincon Community Center, in the auxiliary Government office. Such visiting or office hours will be continued on a regular basis, and the visits to the different barrio Community Centers will be on a rotating basis to give each neighborhood a turn. Those interested in speaking with the Commissioners can make a personal request on Thursday between 7:30AM and 10:30AM at the aforementioned offices locations.

- Fishing Tournament Details. The Annual Bonairean Fishing tournament, sponsored by famous local fisherman Doei Diaz and Richard of Richard's Restaurant, will be held on Sunday, September 5th. More details can be obtained from Doei at 8365 or Richard at 5263 (and see last week's issue of the Bonaire E-News)

- Bike Riding. There will be a bike ride/tour on Saturday, September 4th, sponsored by Seguros Orinoco as part of the weekend of events celebrating the company's 42nd anniversary (which is on August 30th). Registration is NAFl. 10 and needs to be done in advance at the Cycle Bonaire Bike shop - juices and related supplements will be provided, and we understand that participants may get a t-shirt as well. The ride will start at the office of Seguros Orinoco at Kaya Gilberto F. Croes 2 and will go out to Sorobon on Kaya Nikiboko South, then head west to Belnem on the Kaminda Sorobon, and then past the airport and the Plaza Resort and back to the Seguros Orinoco office. If you're participating, meet at the Seguros Orinoco office beginning at 3pm on the 4th, and the ride should start at 4pm. Seguros Orinoco is also sponsoring a road bike race on September 5th, which will start at 7:30 am and go to Rincon and back and Sorobon and back.

- Kaya Grandi Festival. To celebrate the first call of Norwegian Cruise Lines' Norwegian Sky cruise ship on November 6th (which also happens to be the first day of the Bonaire Dive Festival week), the Bonaire Cruise Association (BCA), in conjunction with the Tourism Corporation Bonaire (TCB), has announced the Kaya Grandi Festival, during which the whole one-way section of Kaya Grandi downtown will be turned into one big party, with dueling bands, one at either end of the street. The BCA and TCB are in the process of finalizing additional details, and we'll post them in the Bonaire E-News when available.

- Caribbean Point Restaurant Converts. What was once arguably Bonaire's most expensive restaurant, namely Plaza Resort's Caribbean Point, is now a buffet restaurant. The Plaza Resort has made this conversion to accommodate the needs of its guests who want to be able to predetermine the cost of their meals during a stay on Bonaire, and buffets are a common way to provide a fixed price meal expense, especially for tourists used to, or looking for, an all-inclusive style resort. The newly re-menued restaurant will be closed on Tuesdays and Saturdays, but open on all other days of the week for breakfast, lunch, and dinner. Each night of the week that the Caribbean Point Restaurant is open, a different buffet will be featured, ranging from a Caribbean night to an Italian night, among others. Costs will be US$12, US$18, and US$26.50 for breakfast, lunch, and dinner, respectively.

- TCB Gets New E-Mail. The Tourism Corporation Bonaire now features a new set of e-mail addresses which are easier to remember, thanks to its joint venture with NetTech. The following is the new list of e-mail addresses for the TCB office staff and regional offices. Please note that the old bonairelive.com addresses will continue to work, but correspondents are being asked to start using the new addresses instead:

- Coral Spawning Time. Sand Dollar Dive & Photo's naturalist, Jerry Ligon says divers wishing to observe coral spawning this year should plan on doing so between the hours of 9pm and midnight on the 5th through 8th nights after the August and September full moons, i.e. August 31st-September 3rd, and September 30th-October 3rd. Jerry will also be offering slide shows at Sand Dollar preceding night dives on the estimated spawn dates.

- Capt. Don Is Looking For An Agent. Bonaire's favorite salt of the sea and father of the marine park, Captain Don Stewart, is wrapping up a second tome chronicling the adventures, mishaps, and other things that have happened while he's been around. The title of the new book will be "An Island Adrift", and will feature 64 vignettes, and three times as many period photographs. However, Capt. Don needs one more thing to help make this book a viable reality, and that's an agent - not the secret spy type, but a literary agent who can work with him to help find a publisher for this work and subsequent ones (yes, there are others in the works). As Don has no working phone at his Kunuku, we'll accept any electronic correspondence any of our readers care to send him on the topic of literary agents or anything else for that matter.
